National Project Coordinator

Job summary: The Team Leader shall be responsible for managing the consultant team such that they effectively support the PMUs to implement the project in a timely manner and to a high standard. Project implementation must be done in accordance with ADB and MEF’s operational policies, processes, regulations, and standards.
- With the International Project Implementation Specialist, prepare annual work plans for the PIC that are to a high standard;
- With the International Project Implementation Specialist, effectively coordinate project implementation among ADB, MOWA EA, MOI EA, and MEF;
- Ensure that the PIC supports the achievement of contract awards and timely disbursement of project funds;
- Provide capacity building and technical support to PMU staff on ADB policies, guidelines, procedures, and reporting requirements;
- Monitor the progress against project implementation schedules and advise on corrective measures, as needed;
- Work closely with and supervise PIC consultants to ensure effective implementation;
- Prepare quarterly progress reports, project performance monitoring reports, safeguard monitoring reports, and gender action plan monitoring reports, and ensure high quality of these reports;
- Lead the preparation for ADB semiannual, mid-term, and final review missions;
- Ensure that social safeguards and environmental monitoring are conducted for the project; and
- Perform other project-related tasks required by the PMUs.
- A bachelor degree in international development, project management, management, or other relevant field, master’s degree preferred;
- 10 years of consultant team leader experience on ADB or other donor financed projects;
- At least 15 years of professional experience overall; (v) demonstrated skills in data analysis and preparation of technical and narrative reports;

National Procurement Specialist
Category: Consultant
Location: Phnom Penh (with travel to provinces)
Schedule: Full Time (18 Person-Months)
Job summary: The Consultant will be responsible for the procurement of goods and consulting services and regular updating of the procurement plan.
- Advise the PMUs on procurement workflow, formulation of procurement committees, procurement procedures including the bid/proposal opening and evaluation, record keeping, complaint handling mechanisms, contract interpretation of contract documents, and contract administration.
- Update the project’s procurement plan and provide guidance to the PMUs in carrying procurement process in accordance with ADB Procurement Policy and MEFs procurement SOPs.
- Assist the PMUs to prepare procurement documents, including bidding documents for the procurement of goods, invitations for bids, bid-opening, draft evaluation reports, and finalize the award of contracts; shortlist the consultants for the procurement of consulting services, issue requests for proposals, draft evaluation reports, conduct contract negotiations, and draft contracts.
- Establish a monitoring system for procurement including (i) tracking of goods, civil works, and consulting and non-consulting service contracts, (ii) payment of contract invoices, and (iii) monitoring and record the quality of services and/or products provided.
- Review procurement and implementation of contracts and resolve and/or provide recommendations to the PMUs to resolve contractual issues.
- Provide support and capacity building and training covering ADB’s procurement guidelines and procedures to staff of the PMUs.
- Provide inputs to Quarterly Progress Reports.
- Perform any other procurement tasks as required by the PMUs.
- Masters’ degree in business administration, management or other related fields (bachelor is acceptable with at least 10 years of experience and excellent performance reviews);
- Minimum 7 years of experience on ADB or other donor financed projects in the procurement of goods and consulting and non-consulting services including recruitment of individual consultants, preparation of bidding/proposal documents, evaluation of bids and proposals, and contracts preparation and management of subprojects contracts;
- Familiar with MEF standard operating procedures (SOP) on procurement; and
- Good communication skills in spoken and written English.
National Social Safeguards Specialist

Schedule: Interrmittent (12 Person-Months)
Job summary: The Consultant will support the PMUs in all aspects of implementing social safeguards plans, and establishing effective systems for training, monitoring, and reporting on indigenous people and ethnic minority issues.
- Lead the PMUs in complying with the procedures and requirements for the implementation of social safeguard documents, including RF and IP, as specified in the PAM, to ensure the screening, approval, and implementation procedures and processes are being applied in accordance with the approved safeguard documents;
- Establish safeguard document data collection and develop a framework for mitigation of risks that have and identified during term of the project;
- Update and confirm the due diligence and social monitoring assessments reports required by the government and ADB policies;
- Contribute and provide guidance to the design and implementation of the project’s M&E and knowledge management system, specifically with respect to indigenous people and ethnic minorities group;
- Assess the capacity of the PMUs on IP and EM preparation, implementation, and monitoring;
- Provide safeguard training and briefings on the project’s safeguard policy requirements and its implementation to staff of the PMUs;
- Assist to develop the public consultation plan during implementation to ensure that the project-affected people / communities are consulted and aware of the project activities and the impacts on their communities;
- Assist and provide guidance and training on the establishment and development of the project’s grievance and redress mechanism (GRM) database for monitoring and reporting purposes;
- Provide inputs to Quarterly Progress Reports; and
- Carry out other social safeguards activities as required by the PMUs.
- Bachelor’s degree in development studies, social sciences, or a related field;
- Minimum 7 years of experience implementing social safeguards, including gender mainstreaming, for ADB or other donor financed projects in rural and remote areas;
- Minimum 5 years’ experience with ADB or other donor financed projects and the Cambodian government’s gender, social development and social safeguards policies, frameworks and practices;
- Good interpersonal communication in spoken and written Khmer and English languages; and
- Problem-solving skills and sensitivity to issues associated with gender, ethnicity, and poverty group in Cambodia.
National Architect

Schedule: Full Time (3 Person-Months)
Job summary: The Architect will be responsible to ensure that the Architect and Construction Supervision firm accepts and actions input from the international firm on human centered design and includes recommendations on human centered design into the architectural design of the three women’s shelters. Liaise with the Architect and Construction Supervision Firm on design requirements for the three women’s shelters.
- Advise the MOI PMU and CWCC on the architectural design produced by the Architect and Construction Supervision firm;
- Ensure that the Architect and Construction Supervision firm regularly liaises with CWCC, the owner and operator of the three women’s shelters, on design issues;
- Assist the MOI PMU to monitor the contract with the Architect and Construction Supervision firm construction on the design of three women’s shelters;
- Provide inputs to Quarterly Progress Reports; and
- Perform any other contract management tasks as required by the PMUs.
- A bachelor’s degree in architecture, with a master’s degree in architecture preferred;
- Minimum 7 years of experience in architecture, including contracts preparation and management; and
- Good communication skills in spoken and written English.
National Engineer and Contract Management Specialist

Job summary: The Specialist will be responsible for managing the contract with the Architect and Construction Supervision Firm to design, provide construction supervision, and outfit three women’s shelters.
- Advise the MOI PMU on interpretation of contract documents and contract administration;
- Assist the MOI PMU to monitor the contracts with construction firms to build and outfit three women’s shelters;
- Establish a monitoring system for the contracts with construction firms that includes (i) tracking of civil works; (ii) tracking of goods; (iii) payment of contract invoices, and (iv) monitoring and recording the quality of services and/or products provided;
- Review the overall implementation of the contracts with construction firms and resolve and/or provide recommendations to the MOI IA to resolve contractual issues;
- Provide inputs to Quarterly Progress Reports; and
- Perform any other contract management tasks as required by the PMUs.
- A bachelor’s degree in civil engineering or similar engineering field;
- Minimum 7 years’ experience on donor-funded projects in civil works, including contracts preparation and management; and
- Good communication skills in spoken and written English.
