The Center for Health and Social Development (HSD) is a Cambodian non-profit organization established in 2012 to build on and extend the reach of high-quality health and social interventions. The organization has recently partnered with Khmer HIV/AIDS NGO Alliance (KHANA) and Cambodian Health Committee (CHC), to contribute to the effort of National TB Program (NTP), funded by USAID under the project’s name “Community Mobilization Initiative to end TB” (COMMIT-II) for 5 years. The COMMIT-II will strengthen the quality of TB services and develop an approach to contribute missing TB cases. HSD is looking for full time staff to fulfill the position of Program Coordinator (1ps), M&E Officer (1ps), Admin/Finance Officer (1ps), Admin/Finance Assistant (1ps) and project Field Assistant (5ps).

Program Coordinator

Position Summary
Duties & Responsibilities:
  • Provide technical support to the whole team in the clinical fields including TB differential diagnosis
  • Manage assigned programmer work the project, ensuring its alignment consistency the global project.
  • Identify, plan, design, implement project in close collaboration with national TB program, implementing partners
  • Contribute the of capacity development and technical implementation in collaboration with services providers.
  • Prepare all project reports including annual report/project end report.
  • Contribute the identification selection capacity development expert’s services providers; provide technical support, and supervise work ensure effective implementation activities timely delivery reporting results.
  • Organize training and coaching to team/ Participate in dialogue and discussions with MOH and other international/national partners and forums to continuously develop and strengthen the quality of TB services.

Requirements:
  • Graduate training in public health, preferably at the doctoral level (MD, MSc, MPH)
  • Minimum 5 years’ experiences in project management, M&E and diseases control in Cambodia.
  • Demonstrate experiences in providing strategic vision for public health project.
  • Ability to use different data analysis programs (Epi Info, SPSS, STATA and other)
  • Ability to work independently and strong tea, work spirit.
  • Ability to establish and build effective working relationships with partner’s stakeholders.
  • Cambodian nationality is required with proficiency in English.
  • Willingness to travel within Cambodia.
  • The main scopes of activity are TB infection control at health facility and community.
 
 

Monitoring and Evaluation Officer

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Provide technical support to fields’ officers and assistants on project data collection and use for planning.
  • Develop the project M&E plan or/and tools (MELP), ensuring alignment with project direction, strategy and activities, selection of indicators, and agreement on quarterly, semi-annually and annually basis.
  • Prepare and implement project baseline information, surveys and quality assessments.
  • Undertake data collection, analysis and interpretation on baseline information, quarterly/semi and annually reports and quality assessments for the project. Analyze and produce summaries of results in consultation with program manager and country director, teams, under the guidance of the manager.
  • Monitor the results of the project and conduct data quality audit at the field level.
  • Assist the team in entering, managing and reviewing project data in the project database system (PDS).
  • Contribute the production of project reports and data dissemination.
  • Perform other tasks as required by the project.
  • Work collaboratively with another M&E officer and CHC and KHANA team.
Requirements:

Admin/Finance Officer

Position Summary
Duties & Responsibilities:
  • Main Tasks: Responsible for the overall management of the entire finance and operation department of the Health and Social Development for Cambodia office, including leading of office management, ensuring smooth functioning of day-to- day operations, office administrative, procurement & logistic, human resource management, ensuring compliance with policies and procedures of the Foundation and its donors, and providing strategic financial analysis for executive director. In a more specific term, as Finance, Grants and Admin manager has key accountability and functioning as following:
  • Banking and Cash Management: Oversee and ensure the smooth day-to-day Bank administrative operations of Cambodia field office and liaise with departments in HQ as needed; Ensure office has enough cash to operate and mechanism through which fund is safeguarded and protected from unauthorized access are maintained.
  • Budget Development & Management: Liaise with HQ’s Public Sector Development Service teams on preparing office-based project budget development & proposal writing including budget costing and note in according to donor’s or program cost requirement or outline or principle of cost per donor requirement template, manage and monitor program budget vs actual monitoring in a monthly or quarterly basic to ensure all program expenditure are accurate, realistic, compliance and timely reporting. Prepare and Manage Country Operating Budget 4 times per year including monitoring, ensuring office are well spending according to country targeted burning rate. These country budget revisions include office administrative budget preparation as well as all program budgeting, mid-term budget revision and business development plans and forecasting a year ahead.
  • Accounting and Finance operation: Lead and provide guidance for direction and addressing any financial risk, compliance risk or operational risk processes such as safeguarding on donor funding, segregation of duties, delegated authority, internal controls, safeguard of assets, banking and tax compliance to facilitate effective delivery of operation and program results by ensuring a financial accounting & compliance management is applied consistency and abide by Cambodian’s law and donor’s requirements to support financial/budget monitoring objective and effective financial decision making.
  • Sub-award Management: Ensure office has maintained a high standard of sub-award administration system and mechanism that provide reasonable assurance for successful sub-award program deemed to depend on identification and selection of right sub-awardees with right contracting instrument and risk-based monitoring (including training development and supporting).
  • Office Management, IT and Administration: Keep the office up and running for providing administrative and logistic supports around office management including general occupation, office safety and security, vehicle, procurement, supplies, IT services, asset inventory, event organizing, maintenance, staff insurance and medical claim, registrations with the Government along with Memorandum of Understanding and others.
  • Human Resource Management: Oversee the HR function covering recruitment, offering, onboarding, retention, staff profile, performance review, salary and benefit review and separation.
  • People Management and Others Knowledge Sharing: Supervise 8 subordinates and support staff on their performance by providing clear direction and regular monitoring and feedback on performance; ensure the on-going learning and development of reporting staff including coaching and mentoring. Perform ad hoc assignments and other functions as required and reflected in the work plan. Participate in and contribute to relevant learning events and other activities for knowledge building; and maintain and share knowledge of emerging best practices within office level and other field offices.
Requirements:
  • Bachelor degree in accounting and finance qualification or equivalent
  • Minimum 5 years in financial accounting experiences preferably in an NGO setting
  • Fluency in written and spoken English and Khmer
  • Proficiency in using Quick books computerized accounting system

Admin/Finance Assistant

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Financial System Management and daily accounting
  • Oversees daily receiving of income and expenditure paperwork from each unit, ensuring accuracy, completeness and compliance with organization policy/regulations.
  • manage and report project transactions, fund utilization and tracking of actual expenses against budget
  • Analyses and encodes /records all transaction on a daily basis for submission to supervisor.
  • Reviews and checks all vouchers, invoices, payment requested and check expenditure to verify proper account code and cost center charging and attached with appropriate supporting documents.
  • Tracks all requests approved by the managers/supervisors/budget holder to ensure that appropriate details and original supporting documents are attached and are within the budget allocation.
  • Makes sure that the cash/check request will be provided on time.
  • Checks payment requests, expense reports, and liquidation and verifies the authenticity and completeness of the receipts and other supporting documents before forwarding to supervisor verify the correct amount of cash transferred from the field office and to ensure cash deposit into a bank account properly.
  • Keeps tracking on the official receipt book and issue to the finance team as requested.
  • Checks and verifies a payment process requested through Quick Book system.
  • Ensures timely preparation and submission /uploading of journals in the accounting system.
  • Performs surprise cash count with petty cash custodians and occasional spot checks.
  • Conducts due diligence on incoming contracts, purchase orders payment, validates amounts, specifications, terms and conditions with the suppliers indicated in the quotation /canvass and purchase requisition.
  • Prepares monthly bank reconciliations and submits to the Director on a timely basis.
  • Monitors and follows up on staff outstanding advance and reconcile its.
  • Develops a self-checking process to ensure errors are picked up.
  • Conducts regular field visits to ensure the field implementation.
  • Budget management, preparation documentation for audits, prepare and submit tax and VAT to the Government
  • Assists Director to complete the annual and quarterly budgets
  • Facilitates the proper management of bank accounts, timely requests for fund transfers from the organization’s dollar bank account to local currency bank account and other fund transfer requests as needed.
  • Oversees and monitors approved budget against actual expenses for each program /project assigned and provide reports to the Director liaison with auditor during global and local auditing and provide reports/documents as required.
  • Performs monthly tax declaration to the General Tax Department.
  • Ensures tax compliance is fulfilled with requirements.
  • Staff management, development, and security
  • Provides staff briefing on the organization’s rules, policies and regulations.
  • Provides overall supervision and supports field finance assistant to ensure they implement their duties with high responsibilities and produce the result of work effectively and efficiently.
  • Ensures staff adhere to code of conduct of the organization policies (Personnel, Finance, IT, Security, Protection) and reports any deviation from these to supervisor and HR for appropriate actions.
  • Works closely with the finance team to build their capacity and teamwork.
  • Manages staff performance by providing clear goals and expectations and conducting regular performance/behavior feedback.
  • Prepares a performance agreement and conduct performance meetings and appraisal.
  • Provides leadership and people management expertise in managing change initiatives within the country, bridging different ways of working and diverse working cultures within the teams.
  • Observes and monitors all internal control issues.
  • Build and maintain good relationships with all organization staff, bank authorities and governments and external stakeholders and other tasks are assigned by the supervisor.

Field Assistant (5 Positions)

Position Summary

Duties & Responsibilities:
  • Make detail project activities plan with counterparts and ensure project implementation.
  • Assist in field data collection at target areas and submit to M&E responsible person.

  • Provide feedback to their respective supervisors on an issue in counter at the field implementation.
  • Seek advice on technical approach and budget requirements to ensure smooth implementation.

Requirements:

  • Experience in TB or Diabetes mellitus is an advantage.
