National Procurement Consultant
Duty station: Ministry of Labour and Vocational Training (MLVT)
Expected Contract Start: As soon as possible
Contract duration: 18 months, with the initial 6 months full time and then intermittent 12 months. The starting date is upon the contract signature.
The SBJ Project is now inviting eligible individual consultant for the position of National Procurement Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:
- At least a bachelor degree in business administration, commerce, engineering, or related fields,
- With at least 5 years’ experience in public procurement and the projects financed by international organization, e.g. World Bank, ADB preparation of procurement related documents (i.e. bidding documents, evaluation report, and contract knowledge of the government and WB’s Procurement Regulations and procedures as indicated in the Government updated SOP and the WB’s Procurement Regulations.
- Strong communication skills in English (spoken and written); and computer literate and good teamwork.
National Monitoring and Evaluation Consultant
Duty station: Ministry of Labour and Vocational Training (MLVT)
Expected Contract Start: As soon as possible
Contract duration: 18 months on intermittent based from the contract start date and subjected to the annual assessment of the consultant performance, availability of funds and the needs of the project.
The SBJ Project is now inviting eligible individual consultant for the position of National Monitoring and Evaluation Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:
- At least a bachelor's degree in education, sociology, economics, or related fields; preferably a Masters’ degree
- At least 7 years of experience in the design of M&E systems and the M&E of projects funded by World Bank, ADB, or other major donors in Cambodia;
- Demonstrate strong knowledge of statistics and evaluation techniques and bring experience in the preparation and implementation of socio-economic surveys as well as data analysis; Familiarity with Stata software is a plus;
- Familiar with different method in data collection tools and skillful in conducting data analysis to compile M&E results;
- High level proficiency of English and strong Khmer communications skills;
- Sound knowledge of computer software programs: Microsoft Excel, Word, Access and Power Point.
National Financial Consultant
Duty station: Ministry of Labour and Vocational Training (MLVT)
Expected Contract Start: As soon as possible
Contract duration: 12 months, with the initial 4 months full time and then intermittent 8 months. The starting date is upon the contract signature.of National Financial Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:
- At least bachelor's degree in accounting, or equivalent degree, or certified accountant from any recognized international and professional accounting body;
- At least 8 years of relevant work experiences in financial management and accounting with international organizations or under bilateral/multilateral funded projects/programs including WB, ADB, EU and other development partners;
- Familiarity with the RGC’s Standard Operating Procedures (SOP) on Financial Management for externally financed projects/programs in Cambodia;
- Have good knowledge on the cash basis of the Cambodian Public Sector Accounting Standards;
- Have good knowledge of operations and installation of computerized accounting software (any accounting software);
- Have good knowledge in taxes and duties for the contracts of goods, works and services according to the law on taxation of Cambodia;
- Teamwork and team spirit under the Government and international environment; have ability to work independently and provide trainings to other staffs when needed; and
- Demonstrate ability to communicate and work cooperatively with others as a team, fluency in oral, written and report writing skills in English and Khmer.
National Operation Manager Consultant (Team Leader)
Duty station: Ministry of Labour and Vocational Training (MLVT)
Expected Contract Start: As soon as possible
Contract duration: 54 months on full time from the contract start date and subject to the annual assessment of the consultant performance, availability of funds and the needs for the project. The Royal Government of Cambodia has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply part of the proceeds for consulting services.
The SBJ Project is now inviting eligible individual consultant for the position of National Operation Manager Consultant (Team Leader) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:
- A post-graduate degree in education management, governance, or institutional development and relevant field of studies;
- At least 10 years’ experience in TVET and education institutional management, project management, education and skills impact assessment, policy development, budgeting and finance, and in monitoring and evaluation;
- At least 5 years’ experience with World Bank (WB), Asian Development Bank (ADB), or other major donors or government agencies’ financed projects, preferably in the TVET and Education sector or on private sector development;
- Clear understanding of project management, project objective, results framework, implementation challenges, monitoring and evaluation of performance;
- Knowledge of general principles of procurement, financial management, and safeguards requirements, policies and practices;
- Demonstrated ability to prioritize tasks to meet deadlines, resource allocation to meet budget and quality expectations, and conflict resolution;
- Strong oral and written communication skills and persuasiveness in presenting, discussing and resolving difficult issues;
- Experience in Cambodia or other Southeast Asian countries will be considered as an asset.
National Environmental and Social Safeguards and GRM Consultant
Duty station: Ministry of Labour and Vocational Training (MLVT)
Expected Contract Start: As soon as possible
Contract duration: 18 months intermittently and subjected to the annual assessment of the consultant's performance, availability of funds and the needs for the project.
The SBJ Project is now inviting eligible individual consultant for the position of National Environmental and Social Safeguards and GRM Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:
- At least a bachelor's degree or equivalent experience in environmental science, social science, environmental engineering, sociology, anthropology, development studies, or a related study areas with at least 5 years of direct relevant experience in environmental and social development, environmental and social assessments, management, and monitoring in the context of development projects funded by the World Bank, ADB, or other major donors in Cambodia.
- Experience working in sectors relevant to World Bank projects, such as infrastructure, energy, water, agriculture, or urban development.
- Demonstrated knowledge of World Bank’s environmental and social framework, environmental and social assessment, social inclusion and citizen’s engagement as well as the ability to provide technical advice to project teams is an asset.
- Sound knowledge of computer software programs: Microsoft Excel, Word, Access and Power point.
- Ability to communicate in English in addition to local language with excellent English reporting and writing skill.
- Knowledge and/or familiarity with the environmental and social legislations of Cambodia.
- They should be a national of Cambodia
