USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

  1. Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems
  2. Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards.
  3. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

We are currently seeking qualified candidates for the following positions:

Announcement Positions

Research Analyst (1 Position)

Position Summary

The Research Analyst will be under supervision of Monitoring Evaluation Research and Learning (MERL) Team Lead. S/he will take a lead in development of research/study/assessment protocol, design sampling approach, develop questionnaire, conduct research, assessment, and data gathering to provide insight for project planning and implementation measurement. S/he will conduct data analysis using research/study/ assessment data, monitoring data, and produce result for informed decision. S/he will lead in research/study/assessment result dissemination and ensure result is available in various format for different audiences. S/he will coordinate for FHI 360’s IRB approval as well as National Ethic Committees for Health Research (NECRH) approval of all research/studies either conducted by FHI 360’s USAID EQHA II or sub-awardee(s) or sub-grantee(s).

Knowledge Management Coordinator (1 Position)

Position Summary

The Knowledge Management Coordinator will be under supervision of Communication and Knowledge Management Specialist. S/he will provide support in documentation of all project impact, lesson learned, success stories, best practice through working closely with all objective team members; ensure EQHA II products are produced with high quality and informative and ready for different audiences in different formats; support Senior Management Team in coordination of high level meeting and presentation including coordinating for technical insight/information from relevant team members for presentation development and taking notes.

Communication and Knowledge Management Assistant (1 Position)

Position Summary

The Communication and Knowledge Management Assistant will be under supervision of Communication and Knowledge Management Specialist. S/he will assist the USAID-EQHA II team in designing, implementing, and monitoring communication activities for all three objectives of the project. S/he will work with the Communication and Knowledge Management Specialist to deliver clear and relevant communication messages through various channels to all stakeholders of the USAID-EQHA II project. S/he will also coordinate with the Monitoring Evaluation Research and Learning (MERL) team and key EQHA technical staff to document and disseminate project lessons learned and best practices using different methods, aiming to strengthen the health system and improve health services in both public and private sectors in Cambodia.

Expectations - Duties, Responsibilities
  • Technical Support:
  • Manage the social media accounts of the USAID-EQHA II Project, ensuring regular posting of relevant and engaging technical content. Set and monitor goals for increasing the followers and engagement of the project’s social media accounts and recommend and implement strategies to achieve them.
  • Coordinate with all staff members to source content for the social media accounts.
  • Assist technical staff in designing behavior change communication and other materials, such as infographics, power point presentations, and more.
  • Help with taking and editing videos and photos.
  • Enhance technical staff’s skills in taking captivating photos and videos using smart phones.
  • Collaborate with the Communication Specialist and other staff members to effectively organize and implement knowledge sharing events.
  • Support the Communication Specialist and project technical staff in creating technical reports and other documents.
  • Motivate all field staff to regularly photograph project activities and share them on a suitable platform and establish and oversee a system to reward participation. Use dropbox/google drive/Flikr or a similar platform to store project photos.
  • Maintain quality assurance standards for all program products and ensure communication products comply with FHI 360, Royal Government of Cambodia, and USAID guidelines.
  • Help with translating some communication materials from English to Khmer and vice versa and perform other communications and visibility tasks when requested.
  • Stay updated on communication issues in Cambodia through networking and document review.
  • Program Support:
  • Support the team in capturing impact stories, lessons learned, case studies, best practices of the project implementation, photos and interviews with partners, the community and other stakeholders when needed.
  • Ensure that the programs and services offered by the project align with the project objectives and reflect the program priorities.
  • Work closely with other FHI360/EQHA colleagues.
  • Perform other duties as assigned.
Requirements - Skills, Qualifications, Experience
  • QUALIFICATION:
  • Cambodian National
  • A bachelor’s degree or equivalent in knowledge management, information services, media and communications, education, health, behavioral sciences, life/social sciences, international development, or a related field
  • EDUCATION/EXPERIENCE:
  • A bachelor’s degree or equivalent in knowledge management, information services, media and communications, education, health, behavioral sciences, life/social sciences, international development, or a related field
  • One to three years of experience in knowledge management, communication, or international development
  • Experience in using social media for project communication
  • Knowledge and experience in the health sector are desirable but not required
  • Proven writing skills. Ability to communicate clearly, positively and professionally with clients and staff. Fluency in English and Khmer (reading, writing and speaking)
  • Experience in photography and videography
  • Experience in social media management
  • Experience in communication design and infographics; preferably with Adobe software such as Photoshop, Illustrator and Premiere
  • Strong oral and written communication skills
  • Good analytical skills
  • Ability to influence and collaborate with others
  • Commitment to FHI 360’s safeguarding policies to ensure the safety of all people who come into contact with FHI 360
 
 

Monitoring and Evaluation Officer (2 Positions)

Position Summary

Location : Base in Provinces.

The M&E Officer will work under the supervision of the Quality Improvement (QI) Manager with the dotted reporting line to Senior Monitoring Specialist. S/he will support EQHA II's objective 3 M&E activities with close collaboration with the MERL team. With support from QI Coordinators and QI officers, s/he will support in data collection, data entry, data validation, and clean data of donor indicators and project indicators. S/he will work closely and collaboratively with the QI officers, QI provincial coordinators, QI managers, sub-grant partners and monitoring, evaluation, research and learning (MERL) team, and collaborate with health providers at the sub-national level for the clarification of the errors of data. S/he serves as the M&E backstop for FHI 360's direct implementation or sub-grantees’ implementation sites.
