Chief Commercial Business Officer (1 Position)

Position Summary

Report To : Chief Executive Officer

Location : Head Office

  • Closely working with ALCO Chairperson/CEO, Treasury, and Risk department to ensure the balance sheet structure and risk management are in line with exiting risk framework and balance sheet structure.
  • Lead the preparation of short and long term budgets and business plans for commercial business.
  • Supervise, administer and support all departments of the commercial businesses to ensure they perform their duties optimally and achieve the agreed objective.
  • Regularly follow up the evolution of customers, competition and marketing environment for a development of market expansion, initiation and improvement of selling and product strategies.
  • Oversee and enhance the current products, services and other relevant projects to make sure the product roadmap and strategies are effectively and timely implemented to support the overall strategic plan of commercial business.
  • Manage commercial business portfolio and set up and maintain control guidelines and principles base on best practices.
  • Work with all Commercial Business Heads to manage and lead Relationship Managers team to achieve assigned portfolio of loan, deposit, payroll and payment growth and quality.
  • Provide and support Relationship Manager(s) the commercial and superior banking strategies and selling tactics to ensure they are well equipped for accomplishment of their target and objectives.
  • Build network, relationship and approach to key potential clients, especially key high profile Individuals, SMEs and Corporate Clients
  • Ensure compliance with regulatory and statutory provisions regarding risk management, prompt reporting of risk positions, and provision of advice on possible resolutions of critical issues.
  • Liaise and maintain relationship with all relevant community and opinion leaders, government officials, partners and local authorities.
  • Other tasks as assigned by Chief Executive Officer and AMK’s EXCO.
Requirements - Skills, Qualifications, Experience
  • At least Bachelor’s degree in banking or an equivalent qualification. Master degree is preferred.
  • At least 10 years’ experiences in sale/business operations and with 5 years at a senior management level.
  • Ability to think and act strategically with strong leadership and management skill.
  • Demonstrated successful profit and loss management ability.
  • High energy individual who can motivate staff and create business momentum
  • Strong communication skills in English and Khmer (written and spoken)
  • Ability to construct business models and write business plans with financial projections

Expectations - Duties, Responsibilities
  • Develops software solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development life cycle.
  • Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
  • Assist in development of AMK Technology strategy
  • Development of Technology research capacity and capability to meet with AMK business current requirement and future requirement.
  • Development of research partnerships with other Local and international Technology Service Providers to support the project planning and implementation.
  • Responsible for designing and developing system as request from other department through MIS department.
  • Support and maintain, Core Banking back-end and third party applications which are integrated with Core Banking
  • Assist in develop, maintain and support for Business Intelligent (BI) reporting
  • Develop, maintain new and/or existing in-house applications with the business reporting
  • Maintain and support Tasks related with Credit Bureau Cambodia (CBC)
Requirements - Skills, Qualifications, Experience
  • Bachelor degree in Computer Science or higher
  • 3+ years’ experience with MFI financial/Bank and operation reporting and/or BI reporting is a plus
  • 3+ years’ experience Java (Spring Boot)
  • 2+ years’ experience in Mobile app development (Android or IOS)
  • 3+ years’ experience with .Net platform such as: C# and ASP.net
  • 3+ years’ experience with DBMS such as SQL server, MySQL and/or Oracle is a plus
  • 1+ year experience working with Credit Bureau Cambodia (CBC) is a plus
  • Understanding of Object-Oriented Design and Relational Database is a must

  • Compliance Communications: coordinate and implementation of comprehensive communications strategy to promote compliance throughout the AMK’ Microfinance
  • Labor Law Compliance: to ensure the Labor Law compliance for AMK’s Microfinance and awareness building
  • HR Policies and Procedures: maintain and regularly update the HR policy and procedures to ensure all HR related policy must incorporate with Labor Law or other related law.
  • Provides guidance and support on HR Compliance related issues across AMK
  • Provides reports on a regular basis, and as directed or requested, to keep the management informed of the operation and progress of compliance efforts
  • Ensures proper reporting of compliance and none-compliance practice with in AMK’s Microfinance institution
  • Ensures the proper procedure of implementing or practicing of Labor Law compliance
  • Develop compliance check list on Labor Law or other HR related law and maintain
  • Conduct Exit survey & Tracking Staff Issues (from exit interview and other complaint mechanism)
  • Facilitates communication among employees and management by providing guidance and consultation regarding problem solving, dispute resolution, and regulatory compliance to resolve internal conflict informally through appropriate conflict management and mediation techniques.
  • Any other related duties/projects assigned by the direct supervisor from time to time to meet the department needs.
Requirements - Skills, Qualifications, Experience
  • University education in Business Administration/ Human Resource Management
  • One-year experience in HR function, or HR-Compliance
  • Understanding the micro-finance sector is preferred
  • Good communication, facilitation and good interpersonal skills
  • Good in written and spoken English

  • High motivation and ability to work without supervision.

Expectations - Duties, Responsibilities
  • Design, implementation, support, monitoring and maintenance of AMK’s Data Centre, Disaster Recovery Site, and remote offices infrastructure and services, including server, storage, system backup and restoration, electrical supply (UPS, Generator), cooling and fire suppressant systems and ensuring availability of infrastructure services
  • Design, implementation, support cloud infrastructure AWS, Azure is preferred,
  • Develop standard documentation and roll out for communication server system, SAN/NAS storage ,software and other server related systems
  • Responsible on server infrastructure of critical system such as infrastructure operational server, switching system, core banking system, storage system, web server application
  • Provide subject matter expertise, advice and consultancy for the assigned technology and infrastructure systems under responsible area
  • Collaborate on, or support on server and system projects through to successful implementation and hand over to operational support
  • Supervise internal and outsource maintenance team and ensure that equipment reside in Data Center, DR site, and all AMK’s offices are operating smoothly
  • Define possible risks within server Infrastructure environment, recommend and coordinate with IT Security and Risk department to apply preventative plan
  • Ensure system availability at no less than 99%
  • To arrange schedule backup of general data and database of core backing system and switching system to make sure all data are kept in tapes follow the backup procedure
  • Prepare resource planning to ensure operational system in DC and DR site for business continuity
  • plan (BCP).
Requirements - Skills, Qualifications, Experience
  • At least Bachelor degree or equivalent on Computer Science or Information Technology;
  • At least 3-year of server and technical support experiences;
  • Experienced in Microfinance or Banking sector is preferred;
  • Experienced in hardware of server and storage with IBM, Hitachi, Cisco, NetApp and Oracle are preferred;
  • Experiences and knowledge in backup and recovery solutions, SAN, Virtualization System;
  • Experiences with Unix System, Oracle Solaris/Oracle VM is desirable;
  • Strong understanding of server structures with Microsoft Platform such as Window Server, Active Directory, File Server, SharePoint, Exchange Server, SQL and Other advance features;
  • Certified Cloud Infrastructure, Solaris, Linux, and VMWare are preferred;
  • Willing to work under pressure and travelling to province;
  • Good communication, facilitation and good interpersonal skills;
  • Prior experience with a 24/7 technical operational environment is highly desired;
  • Good written and spoken English;

  • Collaborate with technology team members, end users, and other stakeholders to integrate systems and other data together.
  • Communicate application problems and issues to key stakeholders, including management, and end users.
  • Perform and test system backups and restores to ensure system recovery from error or outage.
  • Monitor, test, and tune system performance; preserve and provide system log files as needed
  • Implement policies, procedures, and technologies (including firewalls) to ensure Linux/Open Source system security through secure system access, monitoring, control, and routine security evaluations
Requirements - Skills, Qualifications, Experience
  • At least Bachelor degree or equivalent on Computer Science or Information Technology;
  • 1 years plus experience in JavaScript, NodeJS, PHP, Java Spring Framework and groovy is a plus
  • At least 1-year experience working with container based technology such Docker is a plus.
  • Experience handling middleware system or ESB is a plus.
  • Working technical experience with relational database servers such postgresql and mysql is a plus.
  • Strong understanding of the organization's goals and objectives.
