Chief of Party (1 Position)
Job Summary
The Chief of Party, USAID/Cambodia project, focus on strengthening the systems and capacities of the government of Cambodia and its partners to accelerate the reduction of maternal and newborn mortality in the country. within the framework of the FH Heartbeat values, develops and is responsible for delivering on plans that contribute to the achievement of the Strategic Plan goals, summarized by the graduation of communities, moving people out of poverty, and increasing relief capacity.
Note: This position is contingent upon donor approval and funding.
- Program Leadership.
- Provide vision and direction, strategic planning, staff motivation and overall leadership to the program.
- Coordinate activities for monitoring, evaluation, and reporting including drafting and reviewing quarterly, semi-annual and annual reports and managing donor- and organization-mandated evaluation processes.
- Lead development of the program’s annual activity plan and budget and ensure their timely performance (ensure timely and proper achievement of activities and budget, provide monthly variance analysis and initiate corrective action as needed).
- Ensure regular monitoring of activities and submit timely feedback to FH Country Director, FH headquarters, USAID and other relevant partners.
- Oversee all communications and reporting to the donor and FH headquarters.
- Coordinate and guide programmatic, financial and administrative performance of all program sub- grantees and contracting agencies.
- Ensure that cross-cutting themes such as gender and sustainability are fully integrated into programming.
- Management and Administration.
- Ensure appropriate coordination of all sub-awards or sub-contracts, including supporting management of these partners and ensuring reporting and compliance with USAID and FH policies and requirements.
- Ensure strong coordination/collaboration among consortium members through regular coordination meetings/program reviews, joint field visits and action planning.
- Routinely travel to the field programs to provide capacity support for extended periods of times as needed.
- Monitor and manage all financial and programmatic issues (including commodities) and ensure timely, accountable, and appropriate reporting and transactions to ensure successful performance, taking corrective action as necessary.
- Coordinate regular programmatic and financial progress reviews and lead budget harmonization processes.
- Ensure quality donor reporting submissions and donor and sub-grant compliance.
- Oversee operations and the team managing shipment of food commodities from the US and timely pre- positioning to all destinations as per the approved plan.
- Representation and Coordination
- Serve as the primary liaison with USAID Mission, program partners, key local stakeholders, INGOs, and FH Country Office and headquarters, and maintain responsibility for appropriate communication and consultation.
- Facilitate networking, negotiation and other external actions for advancement of the program.
- Organize learning and sharing opportunities between project and external stakeholders on a regular basis.
- Promote program results and organizational interests in national program and policy forums.
- Staff management, Development, and Security
- Oversee the hiring, orientation, and training of key staff to build a technically strong, well supported, motivated team.
- Identify and facilitate opportunities for staff professional development by providing adequate mentoring, clear orientation, feedback and learning opportunities.
- Prepare employee job descriptions, performance plans and performance appraisals for project staff.
- Ensure appropriate duty of care provisions are in place for all staff and visitors, with particular attention paid to security concerns.
- Provide leadership and people management expertise in managing change initiatives within country, bridging different ways of working and diverse working cultures within the teams.
- Keep abreast of environmental, economic, social, political, and religious conditions in the field, and report on such conditions as needed.

- Experience
- At least 15 years of experience in relief and development or relevant industry
- 10 years of relevant work experience with at least 7 years of experience in senior management and senior leadership positions; at least five years of experience working as a Chief of Party or in another senior position on USAID funded programs; or equivalent combination of education and experience.
- Advanced knowledge on MNH sector policy and programs, Strategic Planning, the situation of the country, clear understanding of Government’s policy as well as Donor’s perspective in MNH sectoral issues.
- Knowledge and techniques of staff and financial management, including USAID requirements, is essential.
- Experience in Cambodia or Asia Region is highly preferred.
- Prior experience in a complex, matrixed organization, with the ability to scale processes in a global, professional, service organization.
- Non-profit ministry experiences a plus.
- Education/Certifications
- Bachelor’s degree in Public Health management, and other related rural development fields.
- Master’s degree in public health or any related field is preferred.

WASH Technical Specialist (1 Position)
The Purpose of Position:
The Health and Nutrition Technical Program (TP) incorporates water, sanitation, and hygiene (WASH) with the goal of lowering health risks for impacted populations. The WASH Technical Specialist is responsible for oversight of giving the Project Officer for Health and Nutrition technical assistance with WASH during program implementation so that the Health and Nutrition TP can be implemented successfully, thereby continuously increasing efficiency and effectiveness. Additionally, s/he will be in charge of ensuring the functioning of cascade groups known as Hope Group Volunteer for Health (HGV-H), WASH Committee and educatingNeighbor Cycle Members (NCMs) to adopt the change of behaviors, establishing and maintaining strong connections with local stakeholders, NGOs, and government partners. To support the Health and Nutrition TP in the planning, implementation, monitoring, and promote quality, empowering, and sustainable development.

- Key Result#1: Standard Programming and Technical Support
- Contribute to the successful technical program (TP) implementation of the existing Health, Nutrition and WASH Projects at Area Program (APs) level by providing technical advice and support.
- Provide technical support and troubleshooting to projects on specific issues and questions arising during project implementation, upon request from other teams.
- Work with the Health and Nutrition and WASH Project Officers, PDRD/MRD and stakeholders to understand their needs and define the technical support services needed.
- Create/adapt tools, checklists, and materials relating to WASH, using local papers and Ministry of Rural Development (MRD) efforts as well as those from the Global Service Center (GSC) Program Quality Team.
- Provide training, build on an opportunity and coaching on thematic WASH and cross-cutting topics to Health and Nutrition, WASH Project Officers and relevant sectors.
- Support and work together with the Project Officer of the Health and Nutrition Project to organize and carry out training for Village Health Support Groups (VHSGs), Community Partners (HGV-Hs and CDC-Hs) groups, WASH Committee in order to promote their roles and those of their NCMs.
- Support the monitoring and evaluation (M&E) team in carrying out the baseline, midterm, and final program evaluations.
- Build close relationships with other NGOs, local authorities, and relevant groups to effectively mobilize community participations in supporting WASH social behavior change (SBC), specifically community targets.
- Key Result #2: Capacity building and coaching
- Strengthen technical skills and empower Project Officers for Health and Nutrition, WASH with the competence they need to work effectively and develop their abilities to facilitate the support of community partners and the WASH toolkit (HGV-H, VDC-H, WASH Committee).
- Work with the Health and Nutrition Manager to innovate new tools, resources, and systems that will help the health and nutrition team function more effectively and efficiently.
- Regularly identify the areas where Project Officers for WASH, Health and Nutrition need to grow in their expertise and offer guidance, coaching, and timely feedback to their relevant Area Program Managers to help them do so.
- Conduct regular monitoring field visits to help the project officers for WASH, health and nutrition overcome any challenges they may encounter when carrying out WASH activities.
- Ensure that the project officers for WASH, Health and Nutrition keep a close eye on the target population's progress, the project's delivery, and the WASH data from the HHs, School and health centers to make sure it is current and accessible when needed.
- Plan the training and workshop, including the flow, the exercises, the resources and visual aids, the location, and other logistics; facilitate; and compile field visits and workshop reports for submission to the direct supervisor.
- Coordinate and share educational and/or capacity-building activities for and with Project Officers with the goal of enhancing their skills.

Technical Coordinator for Early Childhood Care and Education (1 Position)
The Purpose of Position:
The Technical Coordinator for ECCE supports the Project Officers for Education to ensure the successful implementation of project activities including implementation of early childhood care and education, the functioning of cascade groups known as Hope Group Volunteer for Education (HGV-E), and educating NCMs and HGV-E to adopt the change of behaviors to support their children learning, so that their school age children are enrolled in preschools and ready to enter grade 1, especially they improve learning outcomes through family support.

- Key Result #1: Technical Support and Standard Quality Programming with Preschools and HGV-E
- Lead the development/adaptation of ECCE tools and materials using the documents and initiatives of Global Service Center (GSC) Program Quality Team in the local context and those from MoEYS.
- Coordinate the technical training on pertinent ECCE topics and FH’s Module 1 and 2 to target school teachers and leaders, and Project Officers for Education through collaboration with MoEYS, P/DoE and NGOs partners;
- Conduct the technical training to Project Officers for Education to ensure that the commune committee for women and children (CCWC) is strengthened and supports preschool education.
- Conduct the technical training to Project Officers in Education and ensure that the preschool support group is established and/or strengthened in the partner communities and is well functioning to contribute to community transformation.
- Coordinate with Project Officers for Education for the organization and implementation of training for HGV-E groups for the sake of promotion on their roles and those of NCMs.
- Support in conducting the program baseline, mid-term and endline evaluation.
- Build close relationships with other NGOs, local authorities, and relevant groups to effectively mobilize community participations in supporting preschools, specifically community preschools.
- Ensure that HGV-E is effectively engaged in changing behaviors of NCMs, development and decisions in community transformation processes.
- Develop FH-standard manuals and guidelines to contextualize contents for internal use based on various sources.
- Key Result #2: Capacity building and coaching of Project Officer for Education
- Develop technical competencies of and empower the Project Officers for Education to work efficiently and grow in their skills in facilitating the support of ECCE and HGV-E.
- Participate in the innovation of tools/materials and system/mechanism, along with the Education Manager which will enable education teams to work in an efficient and effective manner.
- Regularly identify the competence gaps of Project Officers for Education and provide leadership, coaching, and timely feedback of Project Officers for Education to their respective Area Program Managers to improve their performance.
- Prepare training and workshop, i.e., process, activities, materials and visual aids, venue, other logistics, facilitate and write monitoring field visit and workshop reports to direct supervisor.

Project Officer for Community Engagement and Sponsorship (1 Position)
Location: based in Chong Kal District, Oddar Meanchey Province.
The Purpose of Position:
The purpose of Project Officer for Community Engagement and Sponsorship (CESP) is to manage quality of community engagement process and sponsorship operational business in accordance with the National Community Engagement and Sponsorship Program (CESP), as well as to foster a culture of action learning among team members, partners, and communities. He/she provides capacity building to subordinators and volunteers through coaching, mentoring and leadership.

- Ensure the good quality, accuracy, transparency, and punctuality with compliant of sponsorship guidelines, and requirement for child partners/registered children information in both system and correspondences.
- Ensure sponsorship communications and requirements in the field (i.e., Profile Photos, Activity Photos, Annual Surveys/report, Reply Letters, Christmas/greeting cards and Impact Stories) and data management system are well managed and updated as time frame.
- Promoted community development and communication through community support and sponsorship system through mobilization of community volunteers to implement community-based strategy for child monitoring and facilitation the corresponding with child partners/registered children.

- Increase engagement and ownership of community members for support to child sponsorship project through establishment of deeper orientation of FH and Sponsorship goals to the local authority, local leaders, and community members including children and youth.
- Respond the inquiries of RC/CP from the country office and donor office.
- Report any serious incidents and death of RC/CP to country office within 24 hours. manners.
- Key Result #3: Budget Planning, Monitoring and Evaluation
- Participates in budget planning together with Area Program Manager to ensure that the budget is allocated contributes to the desired output to achieve the outcome of the project.
- Monitors and track the budget expenditure of the project and report to Area Program Manager for every cash flow transaction.
- Works alongside with area program manager and other level staff to prepare monthly, quarterly, and annual reports as part of M&E process, donor, and government requirement standards.
- Assist Area Program Manager to adapt the Technical Program for CESP into the area program.
- Train and engage project partners and key stakeholders in project monitoring and learning.
- Provide monthly, semi and annual progresses report to the AP Manager.

Driver (1 Position)
The Purpose of Position:
To assist the assigned office and staff with transportation services as requested by the Administration/Logistic Officer in all departments when needed. To provide driving support to the organization, while adhering to standard driving regulations, and to assist the Administration/Logistic Officer with day-to-day maintenance/repair of the office building, equipment, and other facilities.

- Key Result#1: Driving Service
- Ensure all correspondences in and out are accurately recorded in the logbook.
- Driving vehicle as assigned by the Administration/Logistic Officer Driving responsibly, following traffic direction and respecting established speed limits and any other internal regulations of the use of vehicles.
- Keeping records in daily log sheet including the Kilometers for each day.
- Report of any requirement for maintenance to the supervisor.
- Daily checking for problems of the vehicle. Routine vehicle checks including, Tires pressures, Radiator, Battery, Engine, Brake and clutch oil prior beginning of the day.
- Ensure that the tank is filled prior to departure and at the end of each day.
- Follow the safe driving practice to ensure the safety of the Passengers and the vehicle.
- Assist Passengers load and unload the luggage or equipment.
- Keep the vehicle clean all the time.
- Key Result#2: Office Maintenance and Administration
- Ensure that all electrical system is well functioning. Immediately fix any unusual qualities/defects and appearances. As soon as possible, respond to any requests made by supervisor related to any electrical system/equipment or appliances issues.
- Send and file correspondence, letters, documents, and other materials according to established filing system and maintain confidentiality.
- Receive all incoming correspondence, letters, documents, and other materials and distribute to the appropriate staff, ministry and other partners.
- Assist Administration/Logistic Officer in physical count of all assets in offices.
- Filing documents and copies documents
- Change or fix immediately for any minor crack, leakages, broken ceilings, etc.
- All gates, doors, windows, etc. are always in good condition.
- Perform other duties assigned by the Supervisor.

- Excellent mechanical skills for vehicle maintenance.

- Driving ability with records of safe driving practice
- Valid Cambodian driving license
- Ability in driving on rough rural road as well as city road.
- Ability in early detecting vehicle s' problems.
- Ability in maintenance the vehicles.
- Education Experience:
- BAC II or a relevant field preferred and (2-3 years) experience working in Driving with NGOs and office Assistant are preferred.
- Supervisor Responsibilities: This position does not have direct supervisory responsibilities.
- Language: Proficiency in spoken and written Khmer. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
