The International M&E Consultant will assist the Project Director and the Monitoring and Evaluation (M&E) and Management Information System (MIS) Unit of the LASED III Project, based in MLMUPC, and other tasks as assigned by the Project Director, the Operations Director, and the Chief of the Unit, in accordance with the Project.

Implementation Manual (PIM), Annual Work Plan and Budget (AWPB), and RGC’s Standard Operations Procedures

(SOP)/FMM/PM. S/he will be expected to also work closely with sub-national teams in monitoring and evaluating all LASED III implementation activities.

Duties
  • He/she is responsible for but not limited to the following tasks:
  • Develop guidelines for monitoring and evaluation, including evaluating staff performance and project achievement based on the indicators
  • Develop/design monitoring and evaluation methodology (both qualitative and quantitative), tools, and materials to measure the project progress,
  • Conduct assessment of the project progress and its socio-economic impacts to produce reports (quarterly, semester, and annually),
  • Review all draft reports/documents in English to ensure the quality standard of the documents, Make visits to the project sites to monitor the progress,
  • Review and prepare the reports,
  • Provide other related advices as required
Requirements
  • Master’s degree (at least) in rural development, development economics, project management,
  • Great ability to conduct empirical analysis by using statistics,
  • At least 7 years’ experience in empirical field research, project monitoring and evaluation,
  • At least 10 years’ experience in area related to rural development or rural land policy and household welfare or poverty
  • Understanding of rural land right issues and rural socio-economic development, especially in the Cambodian context, Excellent written and spoken English,
  • Previous experience in Cambodia or other Southeast Asian Developing Countries will be an advantage, Willingness and ability to travel to provinces,
  • Willingness to work on rural community development
 

National Social Land Concession (SLC) Consultant Apply Now

The National SLC Consultant will be engaged to advise on and support all SLC activities undertaken by LASED III specifically under Project Component 1: Selection and Development Planning of Social Land Concession and Indigenous Communal Land Titling. It is expected that the National SLC consultant will help the Technical Director and SLC unit staff to implement their proposed tasks in SLC. The Consultant will collaborate with the MLMUPC’s LASED III Project Director,

Technical Director, Operations Director, Agriculture Director, Project Staff, Consultants/Advisers, Stakeholders and Beneficiaries in the target provinces, and will regularly report to the MLMUPC’s Technical Section Director. Specifically, the Consultant will help analyze the inputs from a social, legal and institutional assessment of the SLC component and other research and studies to support SLC implementation in LASED III.

Duties
  • He/she is responsible for but not limited to the following tasks:
  • Advise project management on all SLC activities undertake through LASED III Component 1,
  • Monitor the project progress in implementing SLCs,
  • Work closely with and support other land-related consultants hired under Component 1 including the International Land Consultant, Senior National IP Consultant and the National CLUP consultant,
  • Assist in the conduct and oversight of SLC fieldwork as may be required by the Project Technical Director,
  • Support SLC consultations with key stakeholders, including indigenous organizations, donors and NGOs that have supported SLC activities, as well as consultations with candidate and selected beneficiary SLC communities, and
  • Other tasks related to the work program as may be assigned by the Project Technical Director.
Requirements
  • At least master’s degree in land management or related social sciences degree, At least 5 years working experience in SLC and related work,
  • Experience working on land tenure and/or titling activities, including with indigenous and / or other customary communities is essential,
  • Good verbal and written communication in English would be an advantage,
  • Extensive experience in community and commune outreach related to land – communications, awareness-raising and consultation - is essential, and
  • An understanding of how LASED III’s SLC procedures are conducted, and awareness of legal requirements is essential., including the 2001Land Law and the sub-decree No. 19 which defines the criteria.

A national social risk management consultant will be engaged to carry out activities to address potential social issues of LASED III. It is expected that the social risk management consultant will help the Operations Director, Technical Director and Environmental and Social Safeguard Unit staffs to implement their proposed tasks in the project. The Consultant will collaborate with the LASED III Project Director, Operations Director, Technical Director, Agriculture Director, project staff, consultants/advisers, stakeholders and beneficiaries in the target provinces, provide technical support and coaching to Social Risk Management Focal Person at national and provincial (including partner NGOs) implementing the social management framework relevant to the LASED III ESMF and ESMP, receive technical support from the WB specialist during the project implementation and will regularly report to the MLMUPC’s Operations Director and Technical Director.

Duties
  • He/she is responsible for but not limited to the following tasks:
  • Ensure the social screening and risk assessment will be carried out at each site and will identify specific features in or adjacent to the project sites, relevant to the risks identified in the ESMF (as well as any other site-specific risk factors);
  • Ensure the Environmental and Social Management Plan (ESMP) will be understood, together with SEP (for all new SLC and all ICLT sites), based on a site-specific social screening;
  • Support LASED III in implementing the Environmental and Social Commitment Plan (ESCP), Indigenous People Plan Framework (IPPF) and Resettlement Plan Framework (RPF), and potential site-specific IPPs and RAP (RPs); and
  • Ensure the LWCP and CHS will be implemented and carefully followed during the investment of infrastructure and livelihood improvement
Requirements
  • At least a Master’s degree in the relevant fields in social sciences such as sociology, anthropology, political science, economics;
  • At least 8 years of professional experience in social accountability and citizen participation; Proven experience in working with national and local governments;
  • Previous work experience with international development organizations is an advantage; Experience working with GIS and remote sensing;
  • Experience managing social risks / safeguards, including international safeguards policies / standards; Experience working with indigenous communities is an advantage; and
  • Others relevant knowledge, skill and competencies.

Duties
  • He/she is responsible for but not limited to the following tasks:
  • The consultant is expected to perform full range of office and administrative support work within the Technical Unit.
  • In addition to overall administrative work, a significant part of the job entails provision of some specialized support e.g. database collection, major event/course planning, interpreting various documents, etc.
  • Perform extensive coordination and maintain the office workflow with other units/departments within the ministry as well as other line ministries and development partners.
  • Maintain and ensure the project documents are properly filed, distribute incoming correspondences including hard copies and emails.
  • Liaise closely with the M&E/MIS Unit to maintain project records.
  • Coordinate meetings, workshops, draft minutes and ensure timely distribution of relevant documents. Compile data and prepare documents for consideration and presentation to the management.
  • Maintain office inventory, equipment and supplies. Participate in field work as required
  • Perform other assigned tasks by Technical Director
Requirements
  • Relevant Master’s Decree, preferably in Administration and/or relevant skills,
  • 3 year working experience in Administration or related field with public institutions or non-profit organizations, Knowledge on LASED Projects, especially social land concession and ICLT,
  • Knowledge of computer use (Word, Excel, and Power Point),
  • Knowledge of quantitative and qualitative research skills and report writing skills, Good proficiency of written and spoken English,
  • Fast learner and work well with the LASED team,
  • Ability to independently undertake diverse and complex assignments with minimal supervision, Good communication skills, written and spoken in Khmer English, and
  • Willingness to do fieldwork with community people.
