STAR Kampuchea (SK) is a Cambodian non-governmental organization established in 1997, dedicated to promoting sustainable livelihoods, respect for human rights, democratic governance, environmental protection, sustainable natural resource management, climate change resilience, and digital literacy. Currently, SK is operating in four provinces—Phnom Penh, Svay Rieng, Kampong Chhnang, and Pursat—through the implementation of three main programs: Good Governance and Human Rights (GGHR), Natural Resources and Climate Change (NRCC), and Volunteer Action for Cambodia (VAC). As part of the VAC program, SK is seeking to recruit two qualified Cambodian candidates for the positions, 1. VAC Program Assistant (VAC PA) and 2. VAC STAR Volunteer House Supervisor & Guard. Both positions will be based in Phnom Penh, and the VAC PA will occasionally travel to the provinces as required.

VAC Program Assistant

Position Summary

Location: Phnom Penh (with occasional travel to provinces)

Expectations - Duties, Responsibilities
  • Monitor and respond to emails and copy new volunteers to the VAC database, informing the VAC Program Coordinator of any irregularities for guidance.
  • Coordinate volunteer arrivals, including arranging airport pick-ups, assigning rooms and beds, and informing the VAC STAR House Supervisor of any weekend or nighttime arrivals. Ensure rooms are clean and ready between check-ins and check-outs by coordinating with the cleaner, especially when volunteers display the cleaning sign, to maintain a clean, organised, and hygienic environment.
  • Communicate by WhatsApp to new volunteers by providing the inception or welcoming message and an introduction to new volunteers for any information related to information of staying, directions, restaurants, etc.
  • Conducted volunteer orientations, including city tours, and assisted with welcome lunches, SIM cards, scrubs, photo printing, currency exchange, and provided orientation materials and snacks.
  • Provide ongoing support to volunteers throughout their stay, including addressing work and personal issues, complaints, emergency needs (via phone/WhatsApp), and assisting with hospital or police visits as necessary.
  • Assist volunteers with visa extensions and prepare necessary documents for police reporting.
  • Prepare work agreements for local hosts, escort volunteers to their placements, and help coordinate volunteer roles and activities with host partners.
  • Maintain strong relationships with volunteers and partner organizations; regularly update volunteer contact information, arrival lists, and check-in/check-out records.
  • Manage VAC house logistics and finances: handle budget advances for monthly VAC operations and host support, manage stipends for provincial volunteer missions, coordinate food ticket preparation and restaurant payments, and collect program fees (including direct and overstay payments).
  • Report on monthly volunteer occupancy at the VAC house.
  • Communicate holiday schedules and upcoming events to volunteers.
  • Attend VAC team and staff meetings regularly, as well as local host events when assigned.
  • Perform other duties as assigned by the Program Coordinator or Executive Director.
Requirements - Skills, Qualifications, Experience
  • Cambodian national with a bachelor’s degree (or final-year student with relevant experience) in Teaching English as a Foreign Language (TEFL), Tourism and Hospitality, Community Development, Education, Social Sciences, Rural Development, International Relations, or other related fields.
  • At least one to two years of experience working or volunteering with NGOs, hotels, Tourist guides, translators, or community-based organizations, particularly in coordinating foreign volunteers and supporting projects in education, healthcare, childcare, eco-tourism, or human rights.
  • Basic experience coordinating volunteer activities or placements with local partners, along with strong interpersonal and intercultural skills to support and guide foreign volunteers in cross-cultural settings.
  • Able to communicate effectively in both Khmer and English (English profiency is required for volunteer interaction and reporting) and earger to improve English and learn to speak French
  • Comfortable using Microsoft Office (Word, Excel), Google Sheets/Docs, email, and basic communication apps (WhatsApp, Facebook).
  • Able to travel locally when needed, and flexible to work some evenings or weekends based on volunteer schedules or emergencies.
  • Be honest, friendly and able to work with variety of people with different cultures
 
 

VAC House Supervisor & Guard

Position Summary

Working days/hours: Monday to Friday (night shift: 5:30 PM to 8:00 AM) and full day and night shifts on weekends

Expectations - Duties, Responsibilities
  • VAC House Supervision Tasks
  • Welcome and assist new volunteers during check-in, providing gate keys and collecting them at check-out.
  • Guide or provide direction or inception for the newcomer of volunteers to room, night schedule, or any necessary information for volunteers can understand, etc.
  • Properly communicate with the VAC PA related to the arrival schedule of newcomers of voluneers, rooms and bed assignment, carry volunteers’ belongings to their rooms, and ensure room readiness between check-ins and check-outs.
  • Monitor and report volunteers who overstay to the VAC team and the accountant.
  • Resolve volunteer complaints and accommodation-related issues promptly.
  • Assist with reported maintenance issues such as electricity or water problems.
  • Maintain close communication with the VAC PA to support volunteers and coordinate logistics between volunteers, host families, and VAC staff.
  • Immediately report any serious incidents, challenges, or emergencies in the volunteer house to the VAC PA and Program Coordinator.
  • Perform other duties as assigned by the Program Coordinator or Executive Director.
  • Guard Tasks
  • Secure the volunteer house, especially at night and on weekends, by locking/unlocking gates on time and controlling access to ensure only authorized people enter.
  • Support late check-ins or early departures and help monitor volunteers’ safety, reporting any unusual or emergency situations to management.
  • Work with the House Supervisor to keep the house clean and safe, including helping with small maintenance needs.
  • Clean outside areas (like near the fence) and take out the trash in the evening.
  • Respond quickly in emergencies and contact management or authorities if needed.
  • Perform other tasks as assigned by the VAC House Supervisor or Program Coordinator.
Requirements - Skills, Qualifications, Experience
  • Cambodian national with at least a high school diploma; training in hospitality, security, or community service is an advantage.
  • At least 1 year of experience in housekeeping, security, or support roles with NGOs, guesthouses, hotels, schools, or orphanages.
  • Basic skills in communicating with foreigners; able to speak simple English for daily communication and coordination, especially wecome the volunteers when they arrive SK office at night.
  • Honest, responsible, and respectful, with good awareness of safety and care.
  • Physically fit and able to work night shifts, weekends, and respond to emergencies.
  • Can use a smartphone (calls, WhatsApp, Telegram, Smart phone, take photos) and is willing to learn basic online tools.
  • Able to work independently, follow instructions, and stay calm under pressure.
  • Willing to help with luggage, outdoor cleaning, and small maintenance tasks.
  • Must be able to stay everynight at the SK office, accomodation is provided
