USAID Contract Close-Out Specialist
Report to: I4DI Chief of Party in Cambodia
Contract Type: Individual Contract - Level of Effort
Duration: 60 days (between May-September 30, 2022)
Purpose
USAID Close-Out Specialist serves as a key member of the I4DI’s compliance team providing total planning, execution, and oversight services to achieve an orderly, efficient, and compliant close-out of I4DI’s cost reimbursable USAID contract in Cambodia.
Close-Out Specialist shall plan, coordinate, track and report all contract closeout activities in accordance with the approved close-out plan.
- Scope of Work Highlights:
- Under the overall guidance and supervision of T4GC Project Director, the individual admin and finance consultant will be responsible for the following:
- Serves as the point of contact for all assigned contractual matters of the contract closeout process to include administration, legal requirements, contract’s terms and conditions, USAID regulations, and I4DI’s policies and procedures.
- Provides total one-stop management solution to closing out all areas of contract performance and administration, including contract deliverables, property management, finance, subcontracts, Grants under Contract, personnel, leases, local legal requirements and more.
- Responsible for managing the entire close-out process by designing and implementing an easy to understand, comprehensive, sortable, and accessible compliance tracker for all close out activities.
- Responsible for assigning responsibilities and tasks for all areas of the close-out activities to the projects team members, monitoring completion of all assigned tasks and aggregating all the necessary information in the tracker.
- Coordinates all close out activities across various I4DI corporate and program teams to ensure a seamless, orderly, and timely completion of all actions by the end of the contract’s period of performance.
- Manages and negotiates any contract closeout terms with subcontractors and vendors and provide active, creative, and business oriented solutions.
- Communicates efficiently with proposed solutions for all matters that may impede the progress of the close-out process.
- Reports periodically and/or on-demand in regard to the status of the close-outa activities to the Chief of Party and others as assigned.
- Performs other duties as assigned.
- Prepares and submits the final report on the status of all close out activities and any pending unresolved matters. Provide recommendations for any subsequent actions.
- To be available to travel to provinces at Battambang when required by supervisor
- Key competencies and professional experience required
- Extensive experience in successful close out of large-scale USAID cost reimbursable contracts
- Understanding of USAID specific contract and cooperating country requirements
- Understanding of USAID cost reimbursable contracts’ terms, conditions and affiliated FAR and AIDAR regulations
- Sound research skills and ability in interpretation of regulatory and local legal requirements.
