Trade Advisor
The project’s specific objectives (corresponding to one project component each) are:
- Strengthened capacity of target public and private sector stakeholders in formulation and implementation of laws, policies, and strategies on environmentally sustainable and socially inclusive trade development (gender and disability inclusive and resulting in decent work conditions) with a focus on LDC graduation
- Improved capacity of target private and public sectors’ stakeholders on legal and regulatory framework for digital economy including Consumers’ and data protection rights
- Enhanced capacity of General Department of Customs and Excise (GDCE) and Other Government Agencies (OGA) in risk management application
- Strengthening capacity of GDCE and OGAs in trade facilitation
- Increased capacity of target SMEs, including women owned, in selected value chains on access to ASEAN, EU and other markets.
The holder of the Trade Advisor position will support the implementation of the project component #5 on export promotion, providing technical advisory services to MOC and other target private and public sector actors, for an improved export policy and promotion framework for Cambodia with focus on LDC graduation assessment, and SME export promotion to ASEAN and the EU.
- Advisory on SME Export Promotion
- Set up the export facility “Export Lab” for technical support of export promotion of Cambodian SME’s
- Manage sub-contracted experts and international consultant consortiums for the provision of services
- Liaise with and represent the project vis-a-vis partner organizations and other stakeholders
- Steer the formulation of strategic and work plans for implementation of the cooperation activities
- Supervise the organization of events, trainings and workshops, consultant missions, etc.
- Participation in expert fora, seminars, conferences and other trade-related events
- Provide technical input to the project’s Public Relations and communication work
- Liaison with Project Partners and Stakeholders
- Manage the correspondence with project partners in writing and on the phone in
- English and Khmer
- Attend to and follow-up on project partner requests and inquiries
- Prepare meetings with project partners and other stakeholders
- Coordinate communication with internal (GIZ) and external stakeholders
- Event Organisation
- Design technical exchange and capacity development events to support the partner's work agenda in line with the project's logical framework
- Mobilise all stakeholders for such events through briefings, invitations, and follow-up communication
- Oversee procurement of adequate event locations and logistical preparation of the events with support of the project's administrative assistant
- Draft speaking points and guiding questions for opening remarks, panel debates and working groups at the events
- Take over and/or coordinate moderation roles at the events
- Coordinate the documentation of the events and seek follow-up dialogue with project partners
- Other Duties
- Contribute to the project's knowledge management on MS Teams and other
- internal systems
- Monitor project results in the trade facilitation and trade policy components and indicator achievement per the project's logical framework
- Assist in preparing yearly work plans (including financial planning)
- Participate in other corporate and team activities (e.g. working groups on topics of corporate relevance, staff meetings, and team retreats)
- Bachelor’s or master’s degree in a relevant field (e.g. Business Administration, International Trade, Economics, etc.)
- Professional experience and relevant expertise in economic policy, project management in development cooperation, and engagement with Cambodian government officials
- Professional and/or academic experience with trade policy and SME Export Promotion
- Proven ability to manage complex processes with multiple stakeholders, staff, and international contractors
- Proven intercultural and diplomatic skills, including experience in dealing with international government partners as well as with private sector stakeholders
- Proven moderation and facilitation skills
- Good knowledge and understanding of trade-related politico-economic developments in Cambodia
- Good IT skills and good command of English and Khmer languages
