Position Summary

Duty station: Ministry of Labour and Vocational Training (MLVT)

Expected Contract Start: As soon as possible

Contract duration: The total input under this contract would be intermittently 200 working days over 4 years starting from 01 October 2025 to 31 March 2029

Requirements - Skills, Qualifications, Experience
  • The SBJ Project is now inviting eligible individual consultant for the position of Third Party Verification Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services. The shortlisting criteria of qualification and experiences for the Individual Consultant are following:
  • At least a Master degree in education management, governance, institutional development, Auditing, business administration, management, economics, and relevant field of studies;
  • At least 7 years’ experience in monitoring and evaluation and auditing, education and skills impact assessment;
  • At least 5 years’ experience with financial institutions, auditing firms or World Bank (WB) or Asian Development Bank (ADB), or other major donors or government agencies’ financed projects, preferably in the TVET sector or on private sector development;
  • Clear understanding of project management, project objective, results framework, implementation challenges, monitoring and evaluation of performance;
  • Knowledge of general principle of procurement, financial management, and safeguards requirements, policies and practices;
  • Demonstrated ability to prioritize tasks to meet deadlines, resource allocation to meet budget and quality expectations, and conflict resolution;
  • Strong oral and written communication skills and persuasiveness in presenting, discussing and resolving difficult issues;
  • Experience in Cambodia or other Southeast Asian countries will be considered as an asset.
 
 

Consultant for the Labour Market Information System (LMIS): Research Analyst

Position Summary

Duty station: Ministry of Labour and Vocational Training (MLVT)

Expected Contract Start: As soon as possible

Contract duration: The total input under this contract would be intermittently 400 working days over 4 years starting from September 2025 to December 2028. One year contract will be offered, with the possibility of an extension based on the quality of performance.

Requirements - Skills, Qualifications, Experience
  • The SBJ Project is now inviting eligible individual consultant for the position of Consultant for the Labour Market Information System (LMIS): Research Analyst to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services. The shortlisting criteria of qualification and experiences for the Individual Consultant are following:
  • At least a master’s degree in economics; PhD is desirable.
  • At least 1 year of experience in labor market analysis for candidates with a PhD, or 2–5 years for candidates with a master’s degree.
  • Experience in conducting surveys, including questionnaire design; survey supervision; and conducting and/or supervising data checks and data cleaning.
  • Proven experience in econometrics and applied economics for at least 3-5 year of experiences, including microeconomic data analysis, statistical methods such as STATA, and economic modeling. Familiarity with Python or similar language is a plus.
  • Strong ability to analyze complex data sets.
  • Experience in data visualization and presentation of data analysis in a user-friendly way (Candidates with strong dissemination skills are preferable).
  • Experience in managing projects, including planning, execution, and monitoring. Ability to work independently and as part of a team. Experience working with international partners is a plus.
  • Strong communication skills, both written and oral; ability to build and present complex information in a clear and concise manner.
