Announcement Description

The Project on “Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries” of the Department of Training, Techo Sen Institute of Public Works and Transport, has been effective since 27th December 2021 with the intended completion date on 27th June 2023. The total project cost is approximately US$ 496,898, to be financed under Mekong-Korea Cooperation Fund (MKCF) of the Republic of Korea. The project aims at building capacity of the technical workers, relevant officials and construction workers through road maintenance training programs to promote resilient and sustainable infrastructure in CLV countries. In order to accomplish effective training outcomes for the project as determined purpose, Training Needs Assessment has been conducted to find out the real and necessary needs for the training, training curriculum and Learning Management System has been designed and developed to support the training program.

The project is now seeking 3 (three) qualified technical training professionals to deliver training courses and activities based on the new developed curriculum of the project on ‘Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries’.

Position Summary

The consultant is for the Project on “Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries”

Objectives

The qualified technical training professionals need to be recruited in order to design training activities and deliver effective courses based on the developed curriculum for the project on ‘Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries’. The courses will be conducted hybrid, physically and virtually on a Learning Management System platform (LMS) related to road maintenance, sustainable infrastructure, road infrastructure, and multi-modal transport systems. The targets participants of the training program are technical workers, relevant officials, construction workers who engage in road maintenance and improvement projects in Cambodia, Laos and Vietnam.

Scope of the Technical Training Professional:

  • Organize in-house and off-site activities, like presentations, job simulations and role-playing exercises
  • Manage employees’ subscriptions to conferences and e-learning courses
  • Enrich courses with visual aids to engage trainees
  • Measure outcomes from trainings
  • Research and recommend learning equipment (e.g. platforms and projectors)
  • Other tasks needed to complete training as project required.
Expectations - Duties, Responsibilities
  • Overseeing the planning and designing training activities of the provided curriculum
  • Conducting in-house and offsite activities such as presentations, job simulations, and role-playing exercises
  • Giving video lectures through the LMS platform
  • Ability of going to site and conducting 5 days physical class at the province
  • Overseeing and managing trainees’ subscriptions to LMS platform and e-learning exercises
  • Assessing and measuring the results of training
  • Frequently carrying out research and recommending necessary learning equipment,
  • Monitoring, evaluating, and taking an accurate and adequate record of training activities and program effectiveness.
Requirements - Skills, Qualifications, Experience
  • Previous experience as a Training Facilitator, Training Coordinator or similar role
  • Hands-on experience with Learning Management Software (LMS)
  • Knowledge of traditional and modern educational techniques
  • Ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Familiarity with Talent Management and career paths
  • Excellent communication and organizational skills
  • Good proficiency in English
  • Bachelor (higher degree) of civil engineering, infrastructure, road maintenance or relevant fields.
