PURPOSE OF THE POSITION
The Technical Specialist for inclusive Market Systems Development (iMSD) will provide technical advice, guidance, and support to a wide range of program design and implementation in Market Systems and Value chain development in line with WVI-C’s program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to WVI-C target group. Your technical knowledge, advice and guidance will contribute to effective, adaptive, and innovative market systems programming.
The Technical Specialist for iMSD will lead the design and implementation of market systems activities within the program, from assessment validation and activity selection to planning, scaling, and roll-out. She/he will bring analytical thinking and innovative approaches to ensure integration and alignment the World Vision International in Cambodia ’s programming. This position reports to Country Program Manager.
- Technical Leadership:
- Identify strategic opportunities for Market Systems Development (MSD) interventions in priority sectors. This includes conducting market assessments, stakeholder consultations, and analysing systemic constraints to design impactful and scalable solutions. Ensure that interventions align with program goals, address market inefficiencies, and create inclusive economic opportunities for poor and marginalized groups.
- Identify key activities to empower households so that they can better participate and benefit in market systems, such as through skills development, market linkages and support with aggregation
- Ensure that inclusive Market Systems Development (iMSD) interventions are seamlessly integrated with other key focus area such as Gender Equality, Disability and Social inclusion (GEDSI) and Environmental sustainability by applying a GEDSI and green lens across the project cycle.
- Promoting synergies across key focus areas, including 1) GEDSI/Women’s Economic Empowerment (WEE); and 2) Environmental sustainability and green growth to foster more holistic, sustainable solutions that address root causes in the context of economic, social and environmental systems.
- Program Design and Intervention management:
- Lead the team in line with the matrix reporting, facilitative implementation process that sets the strategic direction (vision) and intervention designs that will lead to durable market systems change.
- Oversee the implementation of strategies to enhance access to employment and market, income generation and improvement for target participants.
- Effectively manage system development interventions using WVI-C Intervention management guide. Identify strategic opportunities for Market Systems Development (MSD) interventions in priority sectors.
- Engage with potential market actors (Private and Public Sector) to, co-create, pilot and scale inclusive business models.
- Stakeholder Engagement:
- Developing and maintaining strong, collaborative relationships with key market players, including private sector actors, government agencies, and communities, to foster trust and cooperation.
- Monitoring, Evaluation, and Learning (MEL):
- Design and support comprehensive monitoring and evaluation management with M&E Officer to track the progress, performance, and impact of market interventions. Establish key indicators that measure both immediate outputs and long-term outcomes, ensuring that they capture changes in market systems, livelihoods, and inclusivity
- Promote adaptive management in the monitoring of inclusive business model and other activity results chains.

- Master's Degree
- Bachelor's Degree in economics, Agri – Economics, international development, business administration, or related fields with a focus in business is required
- Hands-on experience in Market Systems Development (MSD), Value Chain Development, or related fields for 5 years as a minimum
- This includes designing and implementing market-based interventions that address systemic barriers and foster economic growth.
- Demonstrated ability to facilitate systemic changes in market systems that lead to inclusive and sustainable economic growth. This involves leveraging innovative approaches to address market inefficiencies, promote equitable access for marginalized groups.
- Travel to target area as required
- Proficient English and Khmer communication in both speaking and writing
Community Development Facilitator

POSITION DESCRIPTION:
To facilitate and implement the Technical Programmes using the WVIC development programme approach to enhance community participation, ownership and sustainability of projects for the wellbeing of children, families and communities.
- Promote Local Ownership & Effective Partnership:
- Identify and assess the potential partner such as (CBO, Private sector, CSO) and work together to improve the CWB.
- Facilitate the local partner to develop a shared project for CWB (short/long term as agreed with partners)
- Support local level partners to identify needs and their underlying causes; and recognizing local assets and resources which could support them in meeting these needs, mobilize these in programme implementation
- Assess capacity gaps of partner and provide capacity Building, ongoing coaching, mentoring to partner.
- Work with local partners, implement the joint/ shared plan, and Initiate reflection, learning actions, which contribute to promote community ownership and local partnering.
- Technical Project Implementation
- Support the area team to make appropriate AP planning that reflect community identified priorities for child well-being in the area.
- Implement the technical project log-frame within the agreed design and budget.
- Work with AP Manager & TPO to identify and mitigate risks/issues to ensure quality implementation of technical project models.
- Lead reflection and learning of technical project models implementation for ongoing feedback and improvement with key project partners and stakeholders.
- Analyses the MVC and RC as per criteria and include them in TP project model.
- Monitoring & Reporting:
- Coordinate with TPO to document and share experiences and lessons learnt with the evidences internally and externally.
- Build capacity of partners in collaboration with technical teams and partners are able to effectively collect monitoring data.
- Organize and archive the data according to the monitoring standards.
- Responsible for monitoring the MVC and RC within their TP activity and share data with PC CESP.
- Suggest recommendations using evidence and develop action plan to improve programming.
- Develop and update annual, semi-annual and monthly budget and detail implementation plan.
- External Representation (Government and external agencies)
- Work with AP manager on Representing WVI-C at District/Commune department offices, promote collaborative relationship for successful implementation of development programmes.
- Initiate and advocate with commune and district level for integration of project activities into local government plan (CIP/ DIP).
- Teamwork and Integration
- Undergo technical training programmes and meet the post training requirements.
- Engage in own personal learning and development, openness for spiritual learning and contribute to the development of colleagues.
- Contribute to ongoing reflection and learning within the team to improve programme performance.
- Uphold WVIC, vision mission, identity, and core value, while working in WVIC operations area.
- Bachelor's Degree in education, social development studies and related field of study (Secondary Nurse, Midwifery, Medical Assistant)
- Experience in the technical area of Public Health, Nutrition, WASH, Maternal and Child health for 2 years
- At least of experience working with education programming (e.g. literacy, early childhood education, teacher training, etc.) for 2 years
- At least of experience working with Children Adolescent and Youth programmes, including programme design, implementation and monitoring; staff for 2 years
- Experience building and maintaining relationships with local government and NGO partners and stakeholders
- Experience in handling training and workshops for groups and communities (including coaching and mentoring).
- Experience in mobilizing resources and people to be ownership on children development.
- Willing to travelling
