PURPOSE OF THE POSITION
Reporting to the Country Program Manager, the GE/WEE Specialist will lead the project’s strategy and linked activities to advance WEE outcomes across the project cycle. The Specialist will be focused on field support: building GE/WEE capacity of team members in the context of value chain development (VCD)/ market systems development (MSD) programming and gender transformative programs; supporting gender mainstreaming in project activities; leading targeted approaches and strategies to promote WEE outcomes. The role would also provide technical backstopping as issues arise; promoting adoption of WEE/GE in quality assurance and M&E activities; and other tasks as needed for greater GE/WEE responsiveness in VCD/MSD programming. Liaison with other technical, field staff, and OPD within the project targets – as well as alignment of methodologies – will be critical. A competitive candidate for this position will have significant background and expertise in GE/WEE and VCD, MSD, financial inclusion, and gender-transformative approaches, particularly in World Vision International in Cambodia.
- Project design:
- Be familiar with World Vision’s WEE and Livelihoods Sector Frameworks, GE/WEE indicators and M&E approach and PQAS for GE/WEE. Also understand how these are applied to projects throughout the design, implementation and monitoring and evaluation phases of the project life cycle.
- Provide technical support throughout the design process, including the design of assessment methodologies, adaptation of existing or development of new tools, oversight of data collection, analysis, and preparation of a report on findings. This will apply to gender-responsive market assessments and any additional gender and social inclusion (GESI) assessments.
- Based on the assessment phase, develop the GE/ WEE strategy and associated work plan, including mainstreamed/targeted activities and approach to ‘do no harm’. Contribute to refining the Theory of Change, reviewing M&E plans and the selection of implementation approaches.
- Staff capability:
- Provide training for the project team on GE/WEE to promote skills development (assessment, approaches, private sector engagement and more) and the successful implementation of key strategies and activities in this area.
- Be aware of staff capacity and training needs; and
- Where necessary, recommend external learning opportunities.
- Project implementation:
- Serve as a focal point for WEE strategy implementation in targeted projects.
- Be aware of all aspects of WEE implementation, including approaches, challenges, risks and opportunities.
- Engage with project partners as appropriate to promote inclusion of GE/WEE.
- Provide recommendations to project management about necessary changes.
- Project M&E:
- Work with the M&E managers to ensure the appropriate monitoring of activities, identifying ideas of concern based on gender-disaggregated data and ensuring appropriate programming responses; and
- Support field M&E teams in the collection of data, analysis and reporting of GE/WEE outcomes within the project to the donor and World Vision Field Office.
- Stakeholder management:
- Manage and/or support key partnerships linked to WEE strategy and implementation activities the gender equality/ WEE strategy and activities, including private sector, government, women-led organisations etc.
- Develop a communication strategy and key messaging relevant to the different partnership stakeholder groups; and
- Engage with colleagues across the wider World Vision Field Office, national stakeholders, and World Vision International to share learnings and experiences in achieving WEE outcomes in the project.
- A bachelor’s or master’s degree in a relevant discipline (international development, business administration, social sciences, women studies or another similar discipline)
- 5 years of relevant experience in implementing or advising on GE/WEE initiatives in VCD/ MSD and gender-transformative programming and
- Experience working on grant projects funded by institutional or donors
- Knowledge of working in Non-government Organisations (NGOs) like World Vision
- Demonstrate strong technical skills in achieving WEE or GESI outcomes in VCD/MSD/financial inclusion and gender-transformative programming.
- Exhibit strong skills in stakeholder engagement, including with the private sector.
- Exhibit good skills in gender-transformative/social behaviour change (SBC) programs that seek to transform gender relations and social norms; and
- Travel to target area as required
- Proficient English and Khmer communication in both speaking and writing

PURPOSE OF THE POSITION
The Technical Specialist for inclusive Market Systems Development (iMSD) will provide technical advice, guidance, and support to a wide range of program design and implementation in Market Systems and Value chain development in line with WVI-C’s program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to WVI-C target group. Your technical knowledge, advice and guidance will contribute to effective, adaptive, and innovative market systems programming.
The Technical Specialist for iMSD will lead the design and implementation of market systems activities within the program, from assessment validation and activity selection to planning, scaling, and roll-out. She/he will bring analytical thinking and innovative approaches to ensure integration and alignment the World Vision International in Cambodia ’s programming. This position reports to Country Program Manager.
- Technical Leadership:
- Identify strategic opportunities for Market Systems Development (MSD) interventions in priority sectors. This includes conducting market assessments, stakeholder consultations, and analysing systemic constraints to design impactful and scalable solutions. Ensure that interventions align with program goals, address market inefficiencies, and create inclusive economic opportunities for poor and marginalized groups.
- Identify key activities to empower households so that they can better participate and benefit in market systems, such as through skills development, market linkages and support with aggregation
- Ensure that inclusive Market Systems Development (iMSD) interventions are seamlessly integrated with other key focus area such as Gender Equality, Disability and Social inclusion (GEDSI) and Environmental sustainability by applying a GEDSI and green lens across the project cycle.
- Promoting synergies across key focus areas, including 1) GEDSI/Women’s Economic Empowerment (WEE); and 2) Environmental sustainability and green growth to foster more holistic, sustainable solutions that address root causes in the context of economic, social and environmental systems.
- Program Design and Intervention management:
- Lead the team in line with the matrix reporting, facilitative implementation process that sets the strategic direction (vision) and intervention designs that will lead to durable market systems change.
- Oversee the implementation of strategies to enhance access to employment and market, income generation and improvement for target participants.
- Effectively manage system development interventions using WVI-C Intervention management guide. Identify strategic opportunities for Market Systems Development (MSD) interventions in priority sectors.
- Engage with potential market actors (Private and Public Sector) to, co-create, pilot and scale inclusive business models.
- Stakeholder Engagement:
- Developing and maintaining strong, collaborative relationships with key market players, including private sector actors, government agencies, and communities, to foster trust and cooperation.
- Monitoring, Evaluation, and Learning (MEL):
- Design and support comprehensive monitoring and evaluation management with M&E Officer to track the progress, performance, and impact of market interventions. Establish key indicators that measure both immediate outputs and long-term outcomes, ensuring that they capture changes in market systems, livelihoods, and inclusivity
- Promote adaptive management in the monitoring of inclusive business model and other activity results chains.
- Adapt and deliver trainings and workshops on market system development approaches and private sector engagement to staff and partners.
- Bachler’s or master’s degree in economics, Agri – Economics, international development, business administration, or related fields with a focus in business is required
- A minimum of 5 years of hands-on experience in Market Systems Development (MSD), Value Chain Development, or related fields. This includes designing and implementing market-based interventions that address systemic barriers and foster economic growth.
- Demonstrated ability to facilitate systemic changes in market systems that lead to inclusive and sustainable economic growth. This involves leveraging innovative approaches to address market inefficiencies, promote equitable access for marginalized groups.
