Announcement Description

The IBIS Rice project was initiated by the Wildlife Conservation Society (WCS) in 2009 to incentivize local communities to protect wildlife and forests, while improving livelihoods through the purchase of organic paddy at premium prices. In 2017, the project was formalized into a private company, IBIS Rice Conservation Co., Ltd. (IRCC), to unlock the product’s full market potential and scale up operations.

IRCC currently works with over 2,700 wildlife-friendly farmers across four provinces: Preah Vihear, Stung Treng, Mondulkiri, and Ratanakiri. Farmers are paid a premium of at least 50% above the local market price for certified wildlife-friendly organic paddy rice. This approach has delivered measurable social and environmental impacts, including increased rural incomes, reduced deforestation, and stabilization of key wildlife populations, such as the Critically Endangered Giant Ibis. By empowering farmers along forest frontiers, IRCC achieves integrated outcomes for people and nature.

IRCC, Midsona, and GIZ will implement a co-creation initiative for the sustainable development of a social action program in a high-risk value chain aimed at creating a fair future for organic rice. The project will conduct socioeconomic studies—including Human Rights and Environmental Due Diligence (HREDD) assessments—to inform an actionable development plan to improve livelihoods through sustainable agriculture, promote decent living conditions, enhance social well-being, and prevent violations of human rights. IRCC will then develop KPIs and establish digital monitoring systems to guide contributions toward meeting Fair for Life standards and improving human rights outcomes.

Summary

PURPOSE

The purpose of this assignment is to design and implement a Human Rights and Environmental Due Diligence (HREDD) and Socioeconomic Assessment. The assessment will include field data collection and analysis, resulting in credible, context-specific findings on human rights, social norms and barriers (including gender equality), social sustainability, and socioeconomic conditions in the agricultural value chain. These findings will guide program planning and actionable interventions. The assignment also includes the development of program solutions and an action plan that foster human rights, improve agricultural incomes for decent living, and promote agricultural sustainability across IRCC’s value chain.

SCOPE OF WORK

The Technical Service Provider will deliver an HREDD and Socioeconomic Assessment of IBIS Rice farming communities in Preah Vihear and Stung Treng (Siem Pang). Currently, IRCC is working with 11 producer groups, consisting of approximately 1,900 farmer members in the two aforementioned target areas.

EXPECTED RESULTS

  • Understanding of the dynamics and interactions, barriers, and opportunities for human rights and socioeconomic development for the IBIS Rice farmers.
  • Development of at least three actionable human rights and socioeconomic development concepts for the IBIS Rice value chain, including but not limited to:
  • Primary & secondary education
  • Finance solutions
  • Risk mitigation & income diversification in agriculture

Eligibility

  • Proven experience in HREDD & Socioeconomic Assessment.
  • Strong understanding of Cambodia’s agricultural sector and rural socio-economic context.
  • Proven expertise in quantitative and qualitative research design, data collection, and analysis.
  • Track record of producing high-quality, actionable research reports.
  • Demonstrated experience in conducting multi-stakeholder and co-creation workshops.
  • Commitment to ethical research standards, data protection, and safeguarding.
  • Ability to provide references and samples of similar past work.
