ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.

The responsibility of UNIDO’s Department of Environment (ENV) is to contribute to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as by supporting the creation of new industries providing environmental goods and services. This assignment will contribute to the activities undertaken under the Industrial Resource Efficiency Division (IRE) within ENV.

PROJECT CONTEXT

The TEST integrated approach combines proven preventive environmental approach and productivity technique in Resource Efficient and Cleaner Production (RECP) and managements tools such as Environmental Management Accounting (EMA) and Environmental Management System (EMS). TEST improves all pillars of sustainable industrial development. It increases the economic performance of the company through saving of resources and improved productivity by implementing RECP while EMA identifies the environmental cost and provides justification for the RECP project and EMS ensures the environmental policy is in place. Concretely, the TEST methodology helps companies save raw materials, fresh water and energy consumption, better chemical management, improvement of efficiency and safety of boilers, which will have a direct impact on both quantity and toxicity of GHG emission and discharge of wastewater and solid waste while improving the productivity and working conditions in companies.

Technical Project Associate

Position Summary

Main Duty Station and Location: PMU office, Phnom Penh, Cambodia

Mission/s to: To be organized separately, as needed

Start of Contract (EOD): 15 February 2021

End of Contract (COB): 15 August 2021 with Possible Extension

Type of Contract: Regular

The project is implemented by UNIDO in close collaboration with Ministry of Industry, Science, Technology, and Innovation and Ministry of Environment of Cambodia.

The objective of the project is to reduce the long-term risks of climate change through the transfer of environmentally sound technologies in Cambodian industries by implementing the following activities:

  1. Strengthen policy measures and technical guidelines to ensure industrial low carbon development and resource efficient operations
  2. Establish incentives to encourage industries to improve the economic, social and environmental dimensions of their activities
  3. Implement TEST integrated approach at the national level through trainings and demonstration in selected enterprises
  4. Increase awareness with focus on resource efficiency and dissemination of the lessons learnt during the project

These Terms of Reference (TOR) has been developed in order to recruit a qualified Cambodian national for the position of Technical Project Associate.

Requirements - Skills, Qualifications, Experience
  • Education:
  • Bachelor’s degree in Science, Engineering, Environment or related field.
  • Technical and Functional Experience:
  • A minimum of 2 years of professional experience in the fields of service provision to the private sector related to engineering or environmental projects or management.
  • Technical knowledge of Resource Efficient and Cleaner Production, Energy Efficiency (RECP) and/or Renewable Energy technologies (RET).
  • Experience in technical cooperation is desirable.
  • Excellent computer skills, in particular proficiency in using Microsoft Office Suite (Word, Excel) as well as willingness to learn the SAP UNIDO system is necessary. Familiarity with the goals and procedures of UN and international organizations as well as with government procedures and processes. Good interpersonal and communication skills
  • Languages:
  • Fluent written and verbal communication skills in Khmer and working knowledge of English are required.
