Position Summary

The position is for Integrated Nutrition

Location: Siem Reap Province, West Region (supporting 8 APs in SR & BMC)

POSITION DESCRIPTION:

World Vision International - Cambodia (WVI-C) country strategy FY 23-27 focuses on the three key ministry priorities for child well-being namely Health and Nutrition, Education, Child Protection and participation. The TP-Officer position is aimed at ensuring that technical support is brought closer to the AP/field level.

Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. TPs are comprised of evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). TPs are designed to ensure National Offices (NOs) achieve World Vision’s mission, and the NO strategy, which includes the highest impact for the well-being of children, in accordance with relevant TA and NO strategic objectives and integration of relevant supporting approaches (SA).

The TP-Officer is responsible for the support in adaptation and implementation of the Technical Programme activities at the regional level. He/She will be working with the Regional Manager and Senior Technical Specialist to strengthen the programming quality. This person will be representing WVI-C to technical networks at provincial level and engaging in advocacy relevant to TP objectives, using credible M&E, evidence and Learning from TP implementation, and providing capacity building of AP staff for programme implementation.

Duties & Responsibilities:
  • Provide technical support for TP adaptation and implementation at AP level, ensuring alignment with health/nutrition Technical Approaches (TAs) and Child Well-Being Outcomes (CWBOs).
  • Engage in advocacy, build external partnerships with government/NGOs at provincial level, and position WVI as a health/nutrition leader.
  • Build AP staff capacity via training, coaching, mentoring, and MEAL for quality outcomes (e.g., C-IMCI, MIYCN, IYCF, MAM/SAM, ECCD, PHC, Safety Manage Sanitation, Solid waste management, community WASH)
  • Guide annual plans, risk mitigation, feedback mechanisms, and learning networks for sustainable TP delivery.
  • Strengthen integration across Nutrition-Sensitive WASH, Agriculture
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Nursing, Midwifery or Medical Assistant, Nutrition, Public Health, Social Work.
Work History:
  • Experience in the technical area of Public Health, Nutrition, WASH, Maternal and Child health for 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience in working with community-based approaches and models: C-IMCI, MIYCN, IYCF, MAM/SAM, ECCD, PHC, Safety Manage Sanitation, Solid waste management, community WASH
  • Proven experience in provincial oversight, stakeholder relations, advocacy campaigns, training/coaching, financial/project coordination, and digital tools (e.g., Horizon, DMS, Kobo, HMIS) for data-driven nutrition programming
  • Experience conducting and assisting nutrition/health/WASH surveys
  • Strong experience in programme/project implementation and Design Monitoring and Evaluation.
  • Experience leading or overseeing Programmes across a large geographic area (e.g. Province or National)
  • Experience building and maintaining relationships with local government and NGO partners and stakeholders
  • Experience health and nutrition related advocacy campaigns and activities
  • Proven experience in project coordination, including financial management and monitoring and evaluation.
  • Experience in handling training and workshops for groups and communities (including coaching and mentoring)
  • Willingness to travel up to >60% of the time within the Zone target AP, each AP every quarter accordingly on workload.
 
 

Driver

Position Summary

Location: National Office, Phnom Penh

POSITION DESCRIPTION:

This position is responsible for providing transportation services to support project staff in a timely and safety manner. Responsibilities will be assigned by line manager in all project target areas as needed to make sure that activities are carried out smoothly and ensuring that vehicles are maintained and ready for use, among other duties.

Duties & Responsibilities:
  • Driving Service: providing transportation services to support project staff timely and safety manner which is assigned by line manager to all project target areas as needed,
  • Regularly schedule for car service maintenance and reports
  • Immediately report on any accidence of vehicle and staff to supervisor and admin.
  • Compliance to safety and security of the WVI-C policy and the traffic laws.
  • Coordination of logistics for project activities in field or business visits
Expected Profile of Candidates
Qualifications:
  • High School Diploma
Work History:
  • At least working experiences in driving a vehicle or equivalent for 2 years
Skills & Knowledge:
General & Technical Skills
  • At least high School Certificate
  • At least having a driving licence type B or up.
  • Vehicle maintenance certificate is preferable
  • Ability to perform various maintenance service for electrical system and to perform some building maintenance work
