Technical Officer (Midwife) (1 Position)
Report to: DCOP - Technical and Programs
Duty Station: Ponhea Krek OD at Tbong Khmum Province, Cambodia
Duration of Contract: November 2025 – March 2026 (five months)
This position will work with MNCH-PHD and OD to provide technical support in the areas of MNCH, with a focus on the specific Life-Saving activities to build capacity for Health Centers (HC) and Referral Hospital (RH) staff at the targeted health facilities to ensure they have the competency skills to provide the trained skills to survive women at risk of PPH which is leading the cause of maternal mortality rate in Cambodia.
This is a contingent offer dependent upon the final full approval by our donor and confirmation of the project budget.
- Provide on-the-job clinical training and onsite mentorship to other frontline health workers in the management of obstetric complications, with a focus on EMOTIVE/PPH.
- Help with adaptation of training programs and materials to the Cambodian context.
- Provide capacity building to midwives and others on life-saving clinical care
- Support the implementation of systematic QI initiatives in sites, mentoring and coaching.
- Participate actively in technical and strategic support to the Provincial Health Department (PHD) and the relevant Operational District
- Provide technical assistance and capacity building on the E-MOTIVE bundle for PPH management, service delivery, and data capture and analysis
- Provide practical support to the technical team and relevant counterparts for program implementation and mentoring, coaching as required
- Develop and prepare training materials, budgeting, letter of invitation, and others as the program needs
- Document the data and generate the evidence for further strategic planning
- Perform other duties as assigned by the supervisor
- Experience and Qualifications Requirement:
- Preference will be given to candidates with education and/or strong implementation experience related to MNCH support in the public health context
- Must have a midwife degree, and substantial clinical experience of life-saving skills is a benefit
- Demonstrated experience providing hands-on evidence-based training and facilitation
- Experience implementing Quality Improvement initiatives
- A minimum of 7 years’ experience working on public health programs at national and provincial levels
- Must understand life-saving skills, especially on the E-MOTIVE bundle for PPH management and other life-saving skills, to demonstrate/transfer those skills to health facility midwives in target areas
- A strong understanding of the health system in Cambodia, and the roles of public and private/non-government actors
- Understand how to use the high-fidelity equipment for simulation with a specific scenario during the training and coaching
- Demonstrated experience providing technical and programmatic support for the government staff capacity building, coaching/mentoring, and data collection
- Demonstrated strong understanding of political contexts and experience in collaboration with both government and non-government stakeholders
- Ability to work in a complex environment; flexibility and ability to perform multiple tasks on short notice
- Ability to develop productive working relationships with a wide range of key stakeholders
- Excellent verbal and written communication and presentation skills in both Khmer and English
- Strong computer literacy
