The National Center for Parasitology, Entomology and Malaria Control (CNM), has been implementing a strengthened and comprehensive malaria program since 2004 through a series of grants received from the Global Fund for HIV/AIDS, TB, and Malaria (GFATM). The UNOPS as the Principal Recipient for the Regional Artemisinin Initiative 4 Elimination (RAI4E) Grant received funding from the Global Fund to collaborate closely with CNM in the malaria fight. CNM is designated as the Principal Implementing Partner (PIP) for the program of Regional Artemisinin Initiative 4 Elimination in Cambodia. CNM in collaboration with UNOPS and other partners, endeavours to ensure more effective decentralized malaria control operations at provincial and operational district levels and bring down the malaria related morbidity and mortality in the country.

The national level currently lacks a centralized system for storing geospatial data collected from various sources. This results in inefficiencies, including data duplication, inconsistent data management, and limited accessibility. To address these challenges, CNM aims to develop a Common Geo Registry (CGR) tool, which will serve as a centralized platform for storing, organizing, managing geospatial data and mapping.

The CGR will enhance data accessibility, standardization, and interoperability, facilitating more effective data analysis and decision-making across multiple government agencies and at the sub-national level.

The system also features an interactive mapping tool, enabling users to easily visualize locations, analyze geographic distributions, and gain insights without requiring advanced technical skills.

To support this initiative, CNM is seeking a Technical Assistant (TA) with expertise in geospatial data management, database development, and GIS tools.

Technical Assistant

Position Summary

Objective and Justification:

The primary objective of hiring a Technical Assistant (TA) is to assist in the development of the Common Geo Registry (CGR) tool by:

  • Assist the Head of the Malaria Information System (MIS) Unit in developing a centralized geospatial data storage system with the following features for collecting geospatial data on buildings, rivers, lakes, and other key geographic elements. The system should include a user-friendly interface that allows users to create and customize maps independently.
  • Enhancing data accessibility and interoperability among CNM and other government agencies.

Reporting:

The contractor shall be expected to submit activity report in line with the set deliverables and the report shall be submitted for review and acceptance by the National Malaria Program before any payment is made.

Schedule of Payments

Payment will be done in two installments as communicated in the table above. 

Period

The work is to be concluded within 147 working days from the date of signing the contract.

The contractor shall share their proposed implementation schedule in line with the set deliverables

Scope of Work

The selected contractor will work closely with the head of the MIS unit to execute the specific tasks described below.

Specific Tasks

The TA will be responsible for the following tasks:

Expectations - Duties, Responsibilities
  • Assessment & Planning:
  • Review CNM’s current geospatial data management practices.
  • Identify gaps and challenges in the existing data collection and storage methods.
  • Development of CGR Tool:
  • Assist the head of the MIS unit in designing and developing the existing CGR system, including database structure and user interface.
  • Enable the collection, storage, and management of geospatial data on critical geographic elements, including buildings, rivers, lakes, roads, provinces, administrative districts, communes, villages, operational districts, health facilities, and other relevant infrastructure. Ensure compatibility with multiple data formats (e.g., GPS coordinates and shapefiles) for seamless integration.
  • Develop an interactive and intuitive user interface that allows users—regardless of technical expertise—to independently create, edit, and customize maps.
  • Implement data validation to ensure accuracy, consistency, and interoperability with other national geospatial systems. Support integration with existing GIS platforms such as ArcGIS and QGIS.
  • Provide analytical features such as spatial trend analysis, time-based accessibility to public health facilities, and automated report generation to support data-driven decision-making in malaria control and broader public health initiatives.
  • Data collection for CGR Tool:
  • Coordinate with the Ministry of Land Management, Urban Planning, and Construction to obtain the most recent updates on the geographic coordinates of administrative divisions, including provinces, districts, communes, and villages.
  • Research and explore additional data sources from relevant platforms to enhance the data available for the CGR Tool.
  • Integrate relevant data from the Malaria Information System (MIS) into the CGR Tool to ensure comprehensive and consistent information.
  • Testing & Implementation:
  • Conduct pilot testing of the CGR tool using sample geospatial datasets, aiming to minimize the need for user training.
  • Gather feedback from CNM stakeholders and refine the system as needed.
  • Provide recommendations for full-scale deployment and integration.
  • Capacity Building & Documentation:
  • Develop user manuals and technical documentation for the CGR tool.
  • Conduct training sessions for CNM staff on how to use and maintain the system.
  • Provide ongoing technical support during the initial implementation phase.
Requirements - Skills, Qualifications, Experience
  • The contractor should have the following minimum qualification:
  • Master ’s or above degree in in GIS, Geography, or other related field
  • At least 10 years’ professional experience in designing spatial databases and conducting spatial analysis and modelling with ESRI ArcGIS technology
  • Experience in preparing GIS-related training materials and conducting GIS trainings
  • Ability to lead a team of professionals
  • Knowledge of database development skills using MySQL or Ms SQL server
  • Familiarity with the health system in Cambodia is desired
  • Experience in Malaria or public health is desired
