Technical Advisor on Universal Health Coverage UHC and Healthcare Accreditation

With this consultancy, CHAI seeks to recruit a senior-level advisor who will work as part of the CHAI team as a technical advisor on UHC and accreditation. As a neutral technical partner, the advisor will engage the MOH, NSPC and other ministry partners. Working at 80% LOE for a six- to nine-month period (subject to availability of funds), this consultancy will enable CHAI to provide targeted support to accelerate implementation of the national UHC Roadmap. An initial focus within the UHC roadmap will include, working in close concert with the MOH, a specific focus on supporting inter-ministerial coordination between NSPC and the MOH toward the establishment of a robust facility accreditation system that enables effective contracting under Cambodia's Social Health Protection schemes.
This engagement directly addresses Cambodia's urgent need to transition from donor-dependent health financing to sustainable domestic financing models. By establishing and facilitating joint approaches to create clear quality standards and contracting mechanisms through facility accreditation, this work will improve both access to and quality of care under the NSSF and Health Equity Fund, ultimately expanding financial protection for priority health services—particularly those affected by recent donor funding shifts, including HIV, TB, and malaria services.

- Note: This scope of work is subject to adjustment based on initial work planning and priorities of MoH, NSPC, and other partners
- Support and strengthen inter-ministerial coordination for advancing UHC Roadmap priorities, including the development of the national healthcare accreditation system
- Facilitate dialogue and collaboration between the MOH, National Social Protection Council and other relevant ministries/institutions, to foster synergy in implementing relevant strategic policy directions outlined in the roadmap.
- Facilitate and coordinate interministerial dialogue on introducing the national healthcare accreditation system in Cambodia, setting up the Accreditation Commissions and linking the accreditation with the Social Health Protection contracting.
- Provide inputs to drafting policies/guidelines/legislation related to introducing accreditation system and setting up the accreditation commission.
- Provide demand-driven technical briefings for UHC Secretariat on jointly identified topics to deepen understanding of the Cambodian health system and MOH
- Develop & maintain a monitoring framework to track progress on agreed-upon actions and priorities under the roadmap.
- Develop recommendations for future updates and harmonization of social health protection benefit packages in response to donor shifts and to support rollout of the accreditation system.
- Assess and recommend priorities for harmonization of benefits packages across Cambodia’s SHP schemes (NSSF and HEF), mindful of and linked to transition strategies for donor-impacted services such as HIV, TB, and malaria, and on anticipated changes for implementation of the accreditation system in both the public and private sectors. Recommendations should consider, where feasible, contracting and provider payment mechanisms, and potential improvements to support quality care incentives.
- Analyze options for sustainable financing for community-based health services, as a complement to existing CHAI support to MOH/NCHP and the Ministry of Interior on the development of Community Participation Guidelines, including recommended options that leverage demand-side (SHP) and supply side resources to help sustain services at risk of discontinuation (identified through gap analyses already being supported by CHAI).

- Develop recommendations for ongoing technical assistance needs beyond initial 6-month period for potential continued CHAI engagement based on initial results

- Bachelor's Degree in Public Health, Health Policy, Economics, Public Administration, Social Sciences, Medicine, or related field as a minimum
- Professional Experience in Medical and Healthcare Services Providers for over 10 years as a minimum
- Additional training or certifications in health systems, UHC, public health management, or policy analysis, or equivalent experience
- Minimum of 8-10 years experience within/ with Cambodia public health sector
- Direct experience working with the Ministry of Health; experience with the Ministry of Economy and Finance is a plus.
- Experience in policy development, program coordination, or inter-ministerial collaboration within the Royal Government of Cambodia.
- Previous engagement with international development partners, donors, or technical assistance providers preferred.
- Demonstrated knowledge of Cambodia's health system, Social Health Protection schemes (NSSF, HEF), and the UHC roadmap.
- Familiarity with key national infectious disease programs and strategies, especially for HIV, TB and malaria, preferred.
- Familiarity with facility licensing, accreditation processes, or health service quality standards in Cambodia is required.
- Proven ability to navigate Cambodian government structures and build effective working relationships with civil servants and officials
- Experience facilitating meetings, coordinating between ministries, and managing inter-agency collaboration
- Proficient in conducting desk reviews and stakeholder consultations.
- Ability to analyze and synthesize epidemiological, programmatic, and health systems data.
- Demonstrated experience writing technical reports or assessments.
- Demonstrated strong ability in writing strategic plans, policy guidance or equivalent
- Fluency in English and Khmer (written and spoken) is required, with excellent written and verbal communication skills in Khmer.
