Technical Advisor
This position for SBCC and Online HIV Services
The Technical Advisor will lead efforts to leverage online and mobile platforms to enhance the delivery, uptake, and monitoring of HIV services among key populations for the LINKAGES project in Cambodia and local. Additionally, the position holder will coordinate with relevant personnel across LINKAGES Cambodia on the development and dissemination plans of Strategic Behavioral Change Communication (SBCC) content for their respective campaigns and/or communication strategies. The position will be based in Phnom Penh but may require travel within Cambodia to project sites or regional/international travel for conferences and workshops. The primary responsibilities of this position will be to guide and assist NCHADS and local implementing partners to design, implement, and monitor online HIV outreach and service delivery – along with any associated SBCC components – for key and other at-risk populations in Cambodia.
- Cambodian national only
- Master's Degree or its International Equivalent in Economics, Development Studies, International Relations, Public Administration, Business Administration, Health, Human Development, Information Science, Social Sciences or Related Field.
- 5-8 Years of relevant experience in technical design of international development interventions, research, or and projects/programs Experience designing and implementing strategies that use online and mobile platforms to support HIV or health programs.
- Contributed to the literature and/or global practice for leveraging Information Communication Technology (ICT) for key population HIV programs or health programs more broadly.
- Experience working across large matrix teams and/or global programs in a technical role.
- Experience working with US government donor agency on setting technical priorities for country programs.
- Experience working with Cambodia government ministries and counterparts on development and/or health programs.
