The position is for Poverty Targeting Data Collection Project
Location: Cambodia – Phnom Penh and selected Provinces
Schedule: Full-time and Fixed-term

Cufa is seeking a qualified and experienced Team Leader to work on nation-wide data collection project in Cambodia. The data collection project involves field testing of new identification methods for the Royal Government of Cambodia’s IDPoor Program (Identification of Poor Households Program).
The consultancy is fixed-term. Initial preparation for the data collection may be part-time, however the data collection itself will be intensive and full-time, as will work associated with data analysis and project reporting. Remuneration will reflect these terms of engagement, and will be negotiated with the successful candidate.
At this stage, Cufa is not able to provide a specific time-frame for the consultancy. The data collection is planned to be undertaken face-to-face throughout Cambodia, requiring the Team Leader to travel domestically. Project implementation, travel and face-to-face interviews will be conducted, to the fullest extent possible, under COVID-safe conditions. Cufa will be responsible for the costs of travel, accommodation and living allowances under this consultancy.
- Overall responsibility for the successful collection of high-quality data from approximately 3,000 households throughout Cambodia.
- Responsible for the revision, preparation, and finalisation of the socioeconomic household survey, as well as designing the sampling frame for the household surveys.
- Responsible for the comprehensive training and capacity-building of a large team of survey enumerators to undertake large volumes of household surveys.
- Overall coordination of the project, including managing and steering survey enumerator assignments, supporting project personnel, managing the project budget and delivering project outputs against the implementation schedule.
- Responsible for regular progress reports to stakeholders, including Cufa and the funding partner.
- Responsible for the delivery of a complete and high-quality data-set to stakeholders, including Cufa and the funding partner.
- Master's degree in social sciences, development studies, project management or an associated field.
- At least 5 years of demonstrated professional experience leading and/or coordinating household surveys or other relevant primary data collection projects.
- Demonstrated professional experience designing data collection sampling frames and conducting analysis on complex data-sets, preferably in the field of social protection, poverty and/or economic development.
- Demonstrated professional experience as a project Team Leader, or associated leadership experience such as managing an organization/company/CSO/NGO.
- Demonstrated professional experience training, coordinating, leading and building the capacity of teams of survey enumerators and other project personnel on data collection projects.
- Fluency in Khmer and proficient language skills in English are a compulsory requirement.
- Experience conducting data collection projects in Cambodia will be highly favorable, and experience on such projects in Southeast Asia is essential.
- Availability for fixed-term and full-time data collection work in Cambodia in late-2021/early-2022 - non-residents of Cambodia will be required to relocate to Cambodia for the extent of the data collection.
Survey Enumerator

The data collection project involves field testing of new identification methods for the Royal Government of Cambodia’s IDPoor Program (identification of Poor Households Programme).
The consultancy is short-term and full-time, and remuneration will reflect these terms of engagement. At this stage, Cufa is not able to provide a specific time-frame for the consultancy. The data collection is planned to be undertaken face-to-face throughout Cambodia, requiring survey enumerators to travel domestically. Travel and face-to-face interviews will be conducted, to the fullest extent possible, under COVID-safe conditions. Cufa will be responsible of the costs of travel, accommodation and living allowances under this consultancy.
- Conduct interviews of approximately 1-2 hours in length with respondents from across Cambodia, in both urban and rural locations.
- Conduct interviews with respondents in a manner that is contextually sensitive and culturally appropriate.
- Undertake training, led by Cufa, in household survey best practices.
- Responsible for the collection, storage, processing and uploading of high-quality, reliable and effective data with latest Computer Assisted Personal Interviewing technologies.
- A Diploma or Bachelor’s degree in social sciences, development, project management or an associated and relevant discipline.
- At least 3 years of experience conducting surveys via telephone or face-to-face.
- Ability to be flexible, to work remotely and individually, and also to work in a team under supervision from Cufa's Team Leader.
- Fluency in Khmer; competency with English will be considered a strong asset.
- Availability for short-term and full-time data collection work in late-2021 or early-2022.
