Teacher Education Expert Consultant

The Teacher Education Expert Consultant will play a key role working alongside the international Senior Technical Expert, Team Lead and all members of the team, MoEYS, and UNICEF, and will be involved in all activities and aspects of developing the TQU program in a genuinely collaborative and consensual way. This position will work closely with MoEYS counterparts from relevant technical departments and Teacher Education Institutes. The consultant will be expected to lead consultative curriculum development processes with MoEYS counterparts, as well as directly provide the technical inputs that are required to develop, adapt, pilot, review and finalize all TQU curriculum materials and components.
This position will initially be 9 months (December 2025 - August 2026) with the possibility of renewal. It is expected that a total of approximately 55 working days will be provided by the Consultant over the 9 months, on tasks that have already been established in the TQU project timeline and work plan.
- Assist the International Senior Technical Expert in the creation of the TQU curriculum framework.
- Co-develop the detailed TQU syllabus, course content and associated materials.
- Plan, lead and facilitate the large-group, participatory, curriculum development workshops and small-group meetings that will be held with MoEYS technical experts and teacher educators to accomplish the development, revision and finalization of the TQU curriculum and materials.
- Technically assist MoEYS colleagues to accomplish their assigned tasks, review documents and provide timely technical guidance when requested.
- Provide technical support and guidance to MoEYS colleagues during the pilot delivery phase of the program.
- Review TQU assessment, monitoring, and evaluation data as it is generated in the pilot sites to identify elements of the program that need technical support.

- Master's Degree in education, teacher development, curriculum development or related technical field.
- Professional experience in teacher development and teacher education curriculum development for primary B.Ed. or teacher education initiatives/programs for primary school teachers for 10 years as a minimum
- Experience providing strategic support to government/partners on teacher reform initiatives including teacher qualification upgrade programming, curriculum development, development of in-service training courses for teachers and teacher educators, development of distance, blended or online learning programs.
- Proven ability to work successfully alongside, and provide technical support to, MoEYS counterparts and teacher education institutes.
- Sound knowledge of Cambodian teacher education and education sector as a whole.
- Excellent inter-personal and facilitation skills.
- Excellent Khmer and English writing communication skills demonstrated through sample works like reports, curriculum, training materials.
- Superior integrity, work habits, organizational and interpersonal skills, and ability to meet deadlines, take initiative, and work successfully as part of a team, while maintaining the ability to work independently.
