Eclosio is a Belgian NGO of the University of Liége. In Cambodia, Eclosio has been known to be a strong promoter of sustainable agriculture and agroecology since 2001. In January 2026, Eclosio at global level joined forces with the ULB Coopération, the NGO of the Free University of Brussels, and the University of Mons to form UCOOPIA, which is Europe's first inter-university NGO. Its ambition is to better respond to global challenges through more effective, more agile action that is even more firmly rooted in academic expertise.

In Cambodia, Eclosio is transitioning to become UCOOPIA to continue our work that will bring together university communities, local populations and public authorities around innovative and sustainable projects that meet local needs. Our academic roots will be at the heart of our identity: the involvement in research and development projects, practical application of university research, civic education initiatives on campuses, partnerships with universities.

Under the Eclosio/UCOOPIA’s new intervention areas, the “Agroecology Alliance to Promote Sustainable Cashew Nut in Cambodia (CHANTI)” project was developed under the consortium of Eclosio/UCOOPIA, the Development and Partnership in Action (DPA) organization, and the Action For Development (AFD) organization. Co-funded by the EU and the Directorate-General for Development Cooperation and Humanitarian Aid (DGD), the CHANTI project aims at improving the capacities and the effectiveness of Civil Society Organisations (CSOs) to fulfil their missions.

Summary

Objective of the Assessment

Under the framework of the CHANTI project, there are two main assessments which are going to serve as the Baseline and Endline. The two assessments include the (1) Institutional Strengthening Index (ISI), and the (2) Tool for Agroecology Performance Evaluation (TAPE).

This call is developed to seek a qualified consultant team or a research institute to carry out ONLY the TAPE Baseline Assessment.

The objectives of the TAPE Baseline Assessment are to:

  • Evaluate performance across multiple agroecological dimensions of beneficiaries of the CHANTI at farm level, including land tenure, income, added value, exposure to pesticides, dietary diversity, women’s empowerment, youth employment, biodiversity, and soil health;
  • Provide a framework for establishing baselines to monitor and evaluate the performance of cashew nut production systems over the course of the CHANTI project; and
  • Produce evidence on the environmental, social, and economic benefits of agroecology to help policymakers and development agencies support agroecological cashew nuts production.

Scope of Work

The selected consultant team or research institute, in close consultation with the Eclosio/UCOOPIA team, will be expected to:

  1. Conduct Step 0 of TAPE in Kampong Thom and Preah Vihear provinces to understand the farming system in the target areas;
  2. Perform data collection for Steps 1 & 2 of TAPE with 120 – 140 cashew farmers in the target areas;
  3. Perform data cleaning and analysis;
  4. Submit raw and cleaned datasets, along with preliminary findings and a final TAPE Assessment report; and
  5. Carry out Step 3 of TAPE by organizing a Co-Analysis and Interpretation of TAPE Results meeting with implementing partners of the CHANTI project and relevant stakeholders.

Key Deliverables

The selected consultant team or research institute is expected to deliver the following main deliverables:

  1. One Final TAPE Baseline Assessment report, approved by Eclosio/UCOOPIA team; and
  2. One summary report of the Co-Analysis and Interpretation of TAPE Results meeting.

Eligibility

  • The consultant team or research institute to perform this TAPE Assessment must have:
  • Experience in carrying out TAPE Assessment for at least 2 times, with satisfactory results acknowledged by the previous hiring agency(s). The recommendation letter(s) from the previous hiring agency(s) are needed to prove this qualification;
  • Strong knowledge of cashew sub-sector in Cambodia;
  • Strong knowledge of agroecology and sustainable food systems;
  • Experience in integrating cross-cutting issues into research, particularly gender, social inclusion, and climate resilience;
  • Strong analytical and reporting capacity, including clear data visualization and actionable recommendations;
  • Clear team structure with specific assigned roles for the assessment, and demonstrated ability to mobilize skilled field teams and manage end-to-end research logistics across varied geographies; and
  • Strong data management systems, including secured collection, storage, and cleaning processes.
  • The consultant team or research institute should also have:
  • Good knowledge in statistic and M&E systems; and
  • The ability to proactively identify and report risks and manage risks within your level of accountability.
