Talent Developer/Compensation & Benefits Manager
Reporting Line: VP – HR & CSR
- Role as Compensation and Benefits:
- Compensation and Benefits: In charge of the payroll cycle and administrating staff benefits and compensations (salary survey, salary benchmark, insurance, health care programs, related reporting such tax on salary declaration, payroll cost reporting & monitoring, etc.)
- Labor Law and group rules compliance: to ensure the company is compliance with Labour requirements (expat work permit & quota, monthly OT request, staff movement declaration, NSSF, apprenticeship, employment book, shop steward election, etc.)
- Be responsible for employer branding activities such as career fair, networking with universities, alumni, etc.
- Revise and develop HR policies to be in line with Cambodia labor law, group policies and best practices
- Be the focal point for HR campaign/project such as employee volunteering program, engagement program, TE capital increase, VCS, Job Evaluation/Job Architecture, etc.
- Administrate all the outsourced contractors such as HR Inc, Aplus, etc.
- Ensure timely & accurate reporting to regional project/reporting such as SoGreat, WHRS(PSM), Recruitment Diversity, HR Dashboard, HRCount, Annual Compensation Campaign (ACC), Budget Follow up (MSM), PC/BU HC Campaign, IDEAL, HR4U database, etc.
- Role as TD:
- In charge of recruitment to ensure that the workforce are planned and fulfil the business requirements. This is to handle a full recruitment process starting from updating job description, preparing/posting job announcement, shortlisting and interviewing and is to make sure that vacancies will be filled according to the deadline of manpower request/plan. Prepare and conduct new staff orientation.
- Asist in providing development support for employees within the position’s scope*, in partnership with management: by defining each employee’s development goals and proposing appropriate actions, conducting career assessments, defining objectives for each employee’s professional development within the position’s scope and/or TE as a whole, assisting employees at each major stage of a job change (analysing job postings, drafting a resume, preparing for hiring interviews, etc., and providing support when problems arise)
- Assist in managing mobility within their workforce: provides for appropriate staffing for all jobs within the position’s scope while monitoring compliance with Group policies (diversity, etc.) and ensuring that resources and jobs are allocated in a way that meets the organization’s needs with integrity, transparency and fairness of the internal mobility process ensured.
- Assist in supporting, and developing managers in their role as manager-coach per better together project pillar/program
- Serves as the primary HR liaison for team managers within the position’s scope.
- Education: Bachelor, Master or equivalent in human resources management, management, social science or teaching.
- Experience: at least 5 year experience in Talent acquisition, C&B, career counselling/planning, learning and development and organizational development in a cross-cultural environment
- Skills: Ability to work independently; big-picture perspective; team spirit; open-mindedness; listening skills; ability to generate new ideas and demonstrate conviction and influence; organizational skills; an interest in supporting teams and managers.
- Good command of English writing and speaking.
