Since 1979, the FAO Representation in Cambodia has contributed both emergency and technical assistance to the Royal Government of Cambodia in many areas including agricultural productivity, diversification, irrigation, animal production and health, fisheries, technical information management and statistics, food security, consumer protection and food safety, promotion of access to new markets, forestry, environment, climate change, Integrated Food Security Classification (IPC) and small-scale agro-industry.

Under the current Country Programming Framework (CPF) 2019-2023, the Representation works closely with the Royal Government of Cambodia and in collaboration with development partners towards several priority outcomes, including the equitable and sustainable management of natural resources, and the reduction of vulnerability and improved resilience to shocks at national, community and household level. Support to Cambodia’s forest sector is a pillar of this work, as unsustainable landscape management and forest loss through deforestation and degradation are major sources of risk for the Cambodian economy and society, with impacts on environmental services, climate change, biodiversity, and food security. The most vulnerable groups in society are disproportionately affected by the economic shocks and reduced economic opportunities generated by these unsustainable practices.

To address these challenges, the Representation has, and is, developing a robust portfolio of interventions designed to support rural communities and strengthen the sustainability of Cambodia’s forest sector while delivering against FAO’s mandate.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Cambodia and direct supervision of the Programme Officer in FAO Cambodia, with supporting guidance provided by the Lead Technical Officers (LTO) of the respective initiatives requiring expertise sustainable financing.

Technical Focus

The incumbent will be assigned to provide technical support on sustainable financing to a variety of interventions within the forestry portfolio of FAO Cambodia, and other portfolios as necessary. S/he will contribute to the mainstreaming and operationalization of sustainable financing mechanisms into these interventions, and design activities for specific sustainable financing solutions.

Duties
  • Lead analytical work on mechanisms to unlock and deploy sustainable finance for investment in sustainable forest management, including work on carbon markets, impact investing, blended finance and climate adaptation financial instruments;
  • Provide technical inputs to ongoing projects and initiatives with sustainable financing components; these inputs may include preparing studies or assessments as per the unique needs of each project or initiative;
  • Support the analysis of complex information and develop investment cases for sustainable forest management which mitigate risks;
  • Review relevant assessments, studies and reports on sustainable financing, including relevant components of the regulatory framework in Cambodia that govern investment and financing in the forest sector;
  • Support the development of partnerships with financing institutions; for example in the form of blended finance and de-risking approaches to enable investment from the private sector;
  • Collaborate effectively with stakeholders and partners, including government representatives and development partners, in the delivery of all initiatives;
  • Co-design science-based tools and frameworks needed to facilitate the implementation of innovative sustainable finance and deployment of capital;
  • Routinely communicate results of work to government partners and the Technical Working Group on Forest Reform and it’s Sub-Working Group on Sustainable Finance, as necessary;
  • Conduct field work within Cambodia as necessary to provide capacity building and conduct data collection in support of project delivery;
  • Provide inputs on proposals, concept notes and expressions of interest developed that will enable further follow-up in the area of sustainable finance for forests, especially community forests and smallholder plantations;
  • Lead analytical work exploring solutions to integrate climate risks responses/mitigation into innovative financial instruments that leverage climate action to achieve the NDCs and Long Term Strategy for Carbon Neutrality; and
  • Other relevant tasks as assigned.
Requirements
  • Minimum Requirements
  • University degree in fields related to finance and/or natural resource management, such as economics, business administration, finance, marketing, forest management, wood sciences, etc.
  • At least 5 years of relevant experience in the field of forest management.
  • Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. For PSA, working knowledge of English.

  • Solid knowledge of innovative financial instruments in climate finance and finance for sustainable forest investment
