Ministry of Environment (MoE) in collaboration with Food and Agriculture Organization of United Nations (FAO) Cambodia is implementing a project, namely “Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL)”. PEARL aims to enhance climate change resilience of smallholder farmers and local communities in the Northern Tonle Sap Basin (NTSB) by promoting climate-resilient, higher-value, inclusive and sustainable agriculture through a value-chain approach built on effective public-social-private partnerships. The project is structured under three interconnected outcomes targeting 450,000 smallholder farmers and value chain actors and one million indirect beneficiaries in four Provinces (Oddar Meanchey, Preah Vihear, Siem Reap, Kampong Thom), 24 districts, 124 farmer organizations (104 Agricultural Cooperative/Associations/Groups, 14 Community Protected Areas, and 6 Community Forests).

Objectives of the assignment

The objective of the assignment is to support to establish sustainable watershed management models in the Northern Tonle Sap Basin by integrating forest restoration and protection with CPAs Under Output 2.4 of PEARL, the project will demonstrate how effective forest restoration and protection can contribute to both ecosystem resilience and improved community livelihoods by:

  • Enhancing local livelihoods in 14 CPAs across Kampong Thom, Preah Vihear, Oddar Meanchey and Siem Reap provinces through increased income generation opportunities, agroforestry with native and climate-resilient species for fruits and eco-tourism opportunities, and value addition of NTFPs.
  • This initiative will cover 5,000 ha of critical catchments, comprising 500 ha of restoration and 4,500 ha of protection activities to enhance agroforestry, apiculture, eco-tourism and implement conservation supportive small infrastructure (e.g., firebreak, signboard, tree nursery).
  • Benefiting at least 10,000 community members from different families (50% women) across 14 CPAs including young farmers, Indigenous Peoples and other vulnerable groups.

Scope of work

The selected service provider will be responsible for supporting the preparation, implementation and monitoring of the restoration and protection for 14 CPAs under the PEARL project, implemented by MoE/GDLC in partnership with FAO. The assignment will span 18 months from 1st July 2026 to 31st December 2027: The service provider will deliver three main outputs and its respective activities:

  1. Restoration and protection plans developed for 14 CPAs
  2. Successfully implemented the restoration and protection plan for 14 CPAs
  3. Effective monitoring and adaptive management

Eligibility

  • The prospective Service Provider is expected to meet the following minimum requirements:
  • Expertise of the company / organization submitting the proposal:
  • Officially registered suppliers;
  • Proof of successful accomplishment of the contract with the similar nature, minimum of three reference letters;
  • Minimum 5 years of work experience in similar works, i.e. restoration and protection plan development and implementation, community protected areas, community forests, cooperative, business plan development, rural development, and enterprise support.
  • Experience of work with local communities, mainly CBET, CPA/CF thorough participatory approach;
  • Demonstrated experience in climate-resilient forest management, NTFP value chains, agroforestry, ecotourism, and safeguards compliance (environmental, gender, social inclusion, FPIC).
  • Senior Experts, Experts and Senior Professionals must be fluent in spoken and written English. Professionals must have adequate working knowledge of spoken and written English. Most positions require the staff member to be fluent in spoken and written Khmer.

Submission Requirements

The service provider will be selected in accordance with the Consultant Qualification Selection (CQS)by the Service Provider Selection method set out in the Royal Government of Cambodia (RGC)'s Updated Standard Operating Procedures (SOP) Procurement Manual for externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019. Only eligible and qualified firms will be invited to respond to a Request for Proposals.
