Purpose

Currently in phase 4, GRET is fine tuning PURE scale-up strategy, exploring the opportunity of extending the approach to the sub-region for addressing preliminary demands raised by rural entrepreneurs especially in Laos (Luang Prabang region) and Cambodia (Siem Reap area) alongside other GRET projects (APICI, ASSET) targeting rural businesses.

Game-changer at the nexus of energy, agriculture and livelihoods for more than 3 decades in South east Asia, GRET relies on a strong network of local NGOs and CSOs in each targeted country. Thus, Myanmar Energy Team intends to collaborate with GRET Cambodia for carrying out PURE scale up strategy with further studies in technical and financial.

As a part of the scale-up strategy of PURE, the present ToR falls under the financial study is part of the framework of PURE Phase 4 – Activity 3. This collectively aim at providing the new insights for GRET Energy Team to enable advocating funding agencies through the result of the study.

The study is broken down into five parts:

  • Workstream 1: Regulatory, Policies and Programs Review
  • Workstream 2: Renewable Energy Project Assessment – End users
  • Workstream 3: Supply Chain Analysis
  • Workstream 4: Assessment of Finance Institutions' challenges and appetence in financing Productive uses of Energy projects
  • Workstream 5: Results and advocacy strategy

Objectives of the Consultancy

This ToR is mainly focus only for Workstream 3-The Supply Chain Analysis of the Scale-up Study that aims to assess the economic viability and sustainability of Productive Use of Renewable Energy (PURE) projects in Cambodia. The analysis has to focus on examining the business environment, supply chain structure, and economic impact of renewable energy (RE) and productive use of energy (PUE) in rural areas of Cambodia.

The objective of this consultancy is to conduct an in-depth supply-chain analysis of the PUE sector in Cambodia. (see more details in Attachment below).

SCOPE OF WORK

The consultancy service will be structured into two key sections for Cambodia:

Understanding the Economic and Business Context

  • Identify key supply-chain stakeholders including suppliers and installers (up to 6 at national level and 3 in Siem Reap province)
  • Perform key stakeholder interviews to develop an overview of:
  • Economic environment (Taxes on RE products and exemptions, availability of climate funding for PUE).
  • RE & PURE products and market (type, quality and quantity, costs, trend)
  • Cost of transportation and installation for small systems
  • Accessibility of end-users to PUE technologies
  • Challenges to extend the market
  • Quantify RE and PURE national market size

Deliverable:

  • A written report section on the economic and business landscape of Cambodia related to the RE and PURE sectors.
  • A written report section on existing supply-chain challenges, potential barriers, mitigation risks.
  • A quantified assessment of the current RE and PURE national market size and PURE sales share among identified energy actors.

Recommendations for Business Opportunities in the PURE Market

  • Propose and quantify financial and operational support measures for suppliers/installers.
  • Forecast market trends and evolution for supply-chain actors.

Deliverable:

  • A written report section on recommended incentive measures and actions to improve rural suppliers' and installers' access to the PURE market.

DURATION AND TIMELINE

The consultancy is expected to be completed within 8 weeks between July and August from the contract signing date, with the following milestones (see more details in the below Attachment)

Bidder Eligibility

  • Education and Work Experience
  • Advanced degree in economics, business, energy policy, or a related field.
  • Expertise in supply-chain analysis, renewable energy, and rural electrification.
  • Proven experience in market research, financial modeling, and policy analysis.
  • Familiarity with the economic and regulatory context of Cambodia.
  • Strong analytical, report-writing, and stakeholder engagement skills.
  • Core Competencies
  • Professionalism - Strong knowledge of the field of expertise with good analytical skills, ability to understand complex problems and to deliver appropriate solutions.

Submission Requirements

REPORTING AND SUPERVISION

The Consultant is expected to coordinate closely with project team to ensure alignment and avoid duplication. It is also encouraging that the consultant is permanently based in Phnom Penh, Cambodia.

Regular check-in meetings (virtual or in-person) will be scheduled [weekly/bi-weekly/as agreed] to monitor progress and address any emerging issues. Progress reports summarizing activities undertaken, challenges encountered, and recommendations for next steps.

The consultant will report to Program Manager of PURE in GRET and provide regular updates on progress. Deliverables will be reviewed by the project team before final acceptance.

All reports must be written in English.

APPLICATION PROCESS

The consultants interested by the present announcement will prepare a quotation for the services proposed. The quotation document will include a) the background, qualification and experiences of the consultant and their relevance to the terms of reference b) technical proposal (methodology, work plan) and c) the financial quotation including the consultancy fees as following forms:

  • Technical proposal outlining methodology and approach.
  • Financial proposal detailing costs.
  • CV(s) of the consultant(s).
  • Samples of relevant past work.

The evaluation will be carried out on the basis of the Consultant’s financial Proposal excluding all taxes, duties and fees.

Each responsive Proposal will be given a technical score and the minimum technical score required to pass will be 70 on a scale of 0 to 100. Weightings will be 70% for the technical proposal and 30% for the financial proposal.
