Live & Learn Cambodia (LLC) is a local non-governmental organization dedicated to environmental education, community resilience, and sustainable development. As climate change increasingly impacts Cambodia, extreme heat, erratic rainfall, and prolonged droughts are severely disrupting daily life. In the education sector, high classroom temperatures degrade the learning environment, while changing weather patterns threaten community food security and traditional agricultural practices.

To address these overlapping challenges, LLC is initiating a school-level intervention to transform a selected local school into resilient "Eco-Schools." This project integrates infrastructure upgrades with environmental education by introducing solar-powered classroom cooling and climate-smart school gardens. These facilities will not only protect students and teachers from climate extremes but will also serve as living laboratories where students and teachers can learn about renewable energy, sustainable agriculture, and climate adaptation firsthand.

Summary

Objectives of the Assignment

The primary objective is to deliver site-specific designs, technical specifications, supplies of equipment and materials, and finally install the systems for:

  1. A sustainable solar roof cooling system to effectively reduce classroom temperatures.
  2. A Climate-Smart School Garden: To promote local food security, biodiversity, and interactive environmental education.

LLC is seeking a qualified and specialized supplier to provide comprehensive technical design services for this initiative and to supply equipment and materials and install/setup those systems.

Scope of Work

The selected firm will be responsible for end-to-end design, technical planning, supply and installation of the systems, categorized into three core components.

  • Component 1: Solar Roof Cooling System Design
  • Component 2: Climate-Smart School Garden Design
  • Component 3: Operations & Maintenance (O&M)

Proposed Timeline

The assignment (Assessment, Design, Delivery, and Installation) must be completed within 3 to 4 weeks following contract signing.

Management and Reporting

The consulting firm will report directly to the LLC Project Coordinator. The firm is expected to work collaboratively with the LLC team, school committee and school principal and teachers to ensure the designs are culturally appropriate and locally manageable.

Eligibility

  • The ideal firm or consortium should possess a multidisciplinary team meeting the following criteria:
  • Solar PV Energy & Engineering: Proven expertise in designing off-grid or grid-tied solar PV systems, structural engineering, and mechanical ventilation/cooling solutions.
  • Agronomy & Landscape Architecture: Strong background in sustainable agriculture, water management or school irrigation, or climate-smart landscaping.
  • Sector Familiarity: Previous experience designing infrastructure for educational institutions, NGOs, or community-led projects is highly desirable.

Submission Requirements

Procurement Process & Proposal Submission

Phase 1: Shortlisting & Briefing

  1. Technical Proposal Submission: Interested firms submit initial application packages by the deadline.
  2. Shortlisting: LLC will evaluate applications and shortlist at least three qualified firms.
  3. Project Briefing & Site Assessment: Shortlisted vendors will be invited to a project briefing detailing system scope and budget parameters. Vendors will conduct a physical site assessment at Kauk Kroch Primary School. (Note: LLC is not responsible for travel or incidental costs incurred during site assessments).

Phase 2: Final Selection & Contract Award

  1. Draft Designs & Detailed Financial Proposals: Shortlisted vendors submit preliminary draft design schematics along with an itemized budget (USD) covering all equipment, materials, labor, transport, taxes, site monitoring, and warranty services.
  2. Contract Award: Selection will be based on technical quality, design suitability, equipment durability, and cost-effectiveness. The winning bidder will be invited to final contract negotiations.
