The jobholder (JH) reports to the American Citizen Services (ACS) Chief, leads a team of three Locally Employed (LE) Staff, and performs the full range of special consular services, as well as non-emergency services such as passport, citizenship, and notarial at a high-volume post. The JH will provide recommendations to the ACS chief of work responsibility delegation, to include American eligible family members assigned to the ACS unit. The incumbent is not confined to any one segment of ACS work but must handle the full spectrum of services with a high degree of independence, consults with ACS officers on more difficult and complicated cases. The incumbent is expected to establish and maintain critical contacts in the host government and civil society, provide sound professional advice and recommendations to deal with the most difficult and sensitive issues affecting U.S. citizen clients, and work independently to consistently appraise himself or herself in changes to local regulations and conditions that affect U.S. citizens in Cambodia. The JH will develop and oversee any standard operating procedures (SOPs) relating to ACS and will advise the ACS chief on responses to ACS scenarios.
