The German Federal Ministry of Economic Cooperation and Development (BMZ) made funds available to GIZ to implement the technical cooperation project “Improving Social Protection and Health II (ISPH II)” with co-financing from the Australian Department of Foreign Affairs and Trade (DFAT) in Cambodia for the period October 2024 to September 2027.

The overall objective of the project is to improve the prerequisites for better access to social protection and quality assured health services in Cambodia, ensuring responsiveness to climate related risks, gender-responsiveness, inclusiveness and poverty reduction. The overall project’s activities are centered around 4 outputs with the following output objectives: (1) Improved information basis for NSPC to further develop the national social protection system; (2) Improved institutional capacity to implement social protection programmes; (3) Improved access to financial protection for the use of quality-assured health services (4) Improved institutional capacities for quality-assured, competency-based training of health professionals.

As part of the project, GIZ supports the Ministry of Planning’s (MOP) Identification of Poor Households (IDPoor) Programme. IDPoor is a targeting mechanism for the identification of poor households and thereby enables them to access various social services aimed at poor households. IDPoor is now implemented nationwide in all rural and urban areas of Cambodia. Over 7 million household records have been registered in the IDPoor database. Currently around 700,000 beneficiary households are eligible and carry an active Equity Card which entitles them to access different social services. The IDPoor data is used for targeting by many projects and programmes of the government as well as non-governmental organisations, for decision taking by policy makers, and increasingly for poverty analyses by researchers.

Project Title: Improving Social Protection and Health (ISPH II)

Until 2020, data was collected every year in one third of the country, thereby reaching a full cycle of coverage every three years. Distinct questionnaires were used in urban and rural areas. In total, 14 rounds of rural and 5 rounds of urban data collection were carried out. In 2020, the Cambodian government decided to transition the IDPoor programme to a fully digital, on-demand based identification process, where continuous data collection, validation of results and equity card issuance is managed through a mobile application and administered by commune level implementers using tablet devices. The continuously updated IDPoor database is now used to determine eligible beneficiaries for the RGC’s social protection system.

GIZ is looking to hire a local consultant with a strong statistical background, who strengthens the IDPoor Department’s capacities in advanced statistical methods, data analysis, interpretation and reporting, give advice to the General Directorate of Planning on poverty measurement related topics and support the IDPoor Department in the revision of the IDPoor PMT model and implementation of the revised scoring system.

GIZ intends to seek only a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (please don’t mix up a financial price in a technical proposal)) to the email address with the subject: No. 83499423 – Statistical Capacity Adviser to the Ministry of Planning (MoP) for Statistical Methods, Analysis and Reporting until 23:59 on 21.10.2025 (offers sent after this date will be automatically disqualified).
