Until 2020, data was collected every year in one third of the country, thereby reaching a full cycle of coverage every three years. Distinct questionnaires were used in urban and rural areas. In total, 14 rounds of rural and 5 rounds of urban data collection were carried out. In 2020, the Cambodian government decided to transition the IDPoor programme to a fully digital, on-demand based identification process, where continuous data collection, validation of results and equity card issuance is managed through a mobile application and administered by commune level implementers using tablet devices.
