About STAR Network:

A leading voice for the garment sector: As the first inter-Asian network of producer associations, STAR aims to drive positive change and innovation in the sector. Created in 2016, through the FABRIC project by GIZ, STAR connects industry players, fostering dialogue, trust-building, and the exchange of best practices. STAR members work towards making textile and garment production more sustainable. As of 2024, STAR comprises 9 leading garment associations from 6 nations, representing 35,000 manufacturers, employing 30m+, and contributing around $420 billion in export value in 2023.

Mission Statement:

STAR aims to further develop its platform of Asian producer associations to work closely on joint innovative solutions for sustainable production in the textile and garment sector.

Objectives:

STAR is pursuing the following objectives:

  • Enhance internal structures, mechanisms, and communication processes.
  • Increase capabilities for sustainable production solutions and innovative knowledge products.
  • Achieve regional and international recognition as a well-functioning platform for sustainable garment, footwear, and other textile production in Asia, mostly via conferences and position papers.

STAR Network Manager

Position Summary

Location: TAFTAC, Phnom Penh Special Economic Zone, NR4, Phnom Penh

Reports to: International Head of STAR Secretariat; eventually taking a leadership role.

Position Summary:

The STAR Network Manager will manage the day-to-day activities of the STAR Network, reporting initially to the International Head of STAR Secretariat. This role is designed for a smart, dynamic graduate with 1-5 years of experience. The manager will gain experience quickly, managing relations between STAR Network Board members and coordinators, facilitating meetings, working on STAR Network Publications, and boosting the visibility and impact of the network. The STAR Network Manager will initially report to the Head of STAR Secretariat, but eventually they will be handed more responsibility for more autonomous operation of the Network, eventually taking on the operational lead of the network.

Expectations - Duties, Responsibilities
  • Operational Management: Support the day-to-day operations of the STAR Network.
  • Strategic Planning: Develop strategic plans in alignment with the Board's vision and goals.
  • Member Relations: Foster strong relationships with STAR member associations. Work closely with the STAR Network Coordinators assigned by each STAR Member. This includes international travel to a number of countries both in and outside of the STAR member countries.
  • Financial Management: Oversee financial affairs (within TAFTAC), including budgeting, fundraising, and financial reporting.
  • Stakeholder Engagement: Act as a liaison between STAR and external stakeholders in close coperation with STAR members. This includes other GIZ Supported Initiatives such as the Sustainable Terms of Trade Initiative (STTI), The Fashion Producer Collective (FPC), the ILO, IAF, and the Asia Garment Hub.
  • Advocacy and Representation: Represent STAR in relevant forums and advocate for beneficial policies and practices. Coordinate STAR Board representation at forums and events.
  • Communications: Maintain an active social media presence for the STAR Network, maintain the website, respond to enquiries, keep STAR Network Country Guides up to date (every 2 years)
  • Reporting: Prepare and present regular reports to the STAR Board on a biannual basis.
  • Resource Mobilization: Identify and pursue opportunities for grants, partnerships, and sponsorships.
Requirements - Skills, Qualifications, Experience
  • Education: Degree in a related field from a reputable university. A passion for social and environmental sustainability is also highly desired.
  • Experience: An exceptional recent graduate with Internships in the relevant field, or 1-5 years relevant experience.
  • Skills:
  • Excellent inter-cultural communication and interpersonal skills in English and Khmer.
  • Basic proficiency in financial management and reporting / Excel.
  • Ability to develop and execute strategic plans.
  • Strong organizational and leadership skills
  • Ability to maintain neutrality and professionalism.
  • Networking, public speaking and meeting facilitation skills are preferred.
  • Knowledge of the concept of Human Rights Environmental Due Diligence (HREDD), and other challenges facing the garment sector: Trade Preferences, Competitiveness, Emissions etc.
  • The role may require international, solo travel and will report to all 9 STAR Board Members. TAFTAC is an equal member of the STAR Network alongside the 8 other associations.

STAR associations advocate for renewable energy use and in general greener practices among their members, aligning with their buyers’ (Retail Fashion Brands) increasing preferences for greener supply chains.
