World Hope International (WHI) is a Christian relief and development organization working with vulnerable and exploited communities to alleviate poverty, suffering and injustice. WHI’s work in Cambodia focuses on alleviating extreme poverty and combating violence against women and children. WHI intends to grow its program in the Northeast of Cambodia.

Sports for Development Officer

Position Summary

Fix Duration Contract : One year

Position Purpose:

WHI has established partnership with the Provincial Department of Education, Youth and Sports to help improve the learning environment in schools to help improve school performance, such as increased students’ enrollment, decreased dropped outs and increase completion rates.

WHI has established the Afterschool Program through Children Clubs for Primary School Children in Pu Chu Primary School as part of the Pilot Project implemented in AK in 2020. Since then, Sports Club sessions have become a daily activity in the After School Program, requiring more coaching of sports assistants and coordination of sports events and sports coach training to support the growing interest and demand of children in youth in schools and in communities.

The theory of change is that S4D activities will help children and youth to learn values like fairness, tolerance, respect and acquire healthy habits and healthy relationships and other life skills through sports, then these children and youth will be able to help contribute to the achievement of Sustainable Development Goals in quality education, gender equality, and good health. It is expected that through Sports for Development and other activities in the After School Program, children and youth will be empowered to develop their self-esteem, help them master their daily lives and able to deal with the 21st century challenges for a better future.

Expectations - Duties, Responsibilities
  • Main Duties and Responsibilities:
  • The S4D Officer will support the establishment of the Pilot S4D Project of WHI by bringing the Sports component of the After School to a higher level by achieving the following objectives:
  • To promote the value of sports to help improve school performance outcomes. This promotion will involve establishing good relationships with Bunong After School interns and Assistants, School Directors/focal point in physical education in partner primary and secondary schools and establish relationship with the Provincial Department of Youth and Sports in Mondul Kiri Province.
  • To work alongside potential Bunong Youth Coach volunteers/interns to implement the S4D project.
  • To empower, train and support the Bunong Youth Coach for future leadership role and management of the S4D project.
  • To connect with the Department of Education, Youth and Sports (Elite Sports) in Mondul Kiri and facilitate technical resources from this Department to support the After School Program and S4D especially in the implementation of the inter-school Friendship Games or other sports events.
  • To support the Sports training of WHI staff/interns or Youth Clubs in communities and Children Clubs from partner schools, to establish a cadre of Sports Coach to implement the S4D in schools and communities.
  • With the WHI data analyst/MEAL team, support the use of an Apps for monitoring of students and coach progress in relation to the After School Program Apps.
  • To conduct regular monitoring and reporting of the S4D Pilot Project using the developed Apps.
  • To work with Communications Team in branding and communicating S4D locally and globally.
  • To ensure sports techniques and life skills in the S4D Coach Training manual and After School Training manual developed by WHI is being implemented by Assistants and Coaches. The S4D officer will give feedback on how to improve the manual.
  • To research other best practices in Sports for Development in the region and learn from them and adapt S4D program to relevant practices (for example, Child Fund Australia Sports for Development in Laos PDR and Indochina Starfish Foundation in Cambodia.)
  • To work with the Technical Director/MEAL team in the reflection and evaluation after at least 1 to 2 years of implementation of the S4D Pilot Project and adapt/enhance the S4D Program for the scale up with lessons learnt and best practices developed.

  • The S4D Officer has the following Objectives and Deliverables in Year 1 ( for regular review).
  • Sports Coach Training and Implementation Training guidelines/manual for Sports Coach and other relevant resources developed for Sports for Development to be implemented aand refined as part of the WHI S4D Pilot Project. Expected output:
  • WHI After School Program staff, youth interns and selected teachers and students are trained and learned the basic rules of sports coaching in implementing the following sports:
  • Foot Ball
  • Volley Ball
  • Badminton
  • To develop skills on how to be a good sports players and develop the necessary skills for Sports coach and players (for those who wanted to be Sports Coach)
  • Support in the coordination of Sports Events:
  • To support the After School Program assistants in the setting up of sports team and sports activities in 10 primary school partners of WHI
  • To support the After School Program in coordinating with the School Directors and relevant teachers in the setup and implementation of at least one or two inter-school sports events with participation from 10 primary schools under WHI Mondul Kiri Program.
  • Technical Support to Construction/enhancement of Sports Facilities:
  • To provide support in the construction/enhancement of sports facilities to meet the standards.
  • Monitoring, Reflection and Reporting
  • Oversee the S4D activities implemented in the After School Program in 10 primary schools and high school (for the future)
  • To monitor the implementation of all sports activities of WHI Cambodia.
  • Conduct regular reflection and feedback with participants to inform the refinement of the Training manual for S4D and for regular reporting to WHI donors.
  • Support the testing of the Monitoring Apps developed with the data Analyst.
  • To write regular report for donors
  • To work with MARCOMS for content creation, branding and communication in relation to S4D.
  • Networking:
  • To network with other NGOs in Cambodia who are implementing S4D or similar projects, e.g Child Fund Cambodia, Indochina Starfish Foundation (ISF) - an NGO supporting vulnerable children and communities through education, healthcare and sports and establish linkage between them and WHI’s S4D.
  • To establish linkages with the Provincial Education, Youth and Sports (Elite Sports) for technical resource and for coordination and networking with Elite Sports for potential future joint activities.
Requirements - Skills, Qualifications, Experience
  • At least more than 1 years of sport experience
  • Have relevant certificate in sport field
  • Experience in training guidelines/manual for Sports Coach and other relevant resources developed for Sports for Development
  • Local people in Mondulkiri are an advantage
  • Be able to travel from Mondulkiri to field work at Andoung kraloeng
