Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a sponsorship project in Stung Treng Province, implemented from 1 July 2026 to 30 June 2027, Funding from Plan International Cambodia.

Sponsorship Project Team Leader

Position Circumstances

Position Summary

Report To: Program Coordinator

Duties & Responsibilities:
  • DIMENSIONS OF THE POSITION:
  • Provides coordination to ensure that all operational activities, guidelines and processes relating to sponsorship in Stung Treng province complied with, delivered on time and to a high standard to support WP and PIC’s commitments
  • Communication project under the new Sponsorship model from July 2026 to June 2027.
  • Support capacity building, provide sponsorship training package and sponsorship-related tasks training to the SOs, SSs, CVs and quality assurance mechanisms for sponsorship activities.
  • Monitor and report on the effectiveness, challenges, and learnings from the pilot implementation
  • Manages an annual budget of around $130,000
  • Enrolls and maintains a caseload of 9,000 – 10,000 SCs per annum
  • Supervises 09 staffs based both in the field and in the WP’s Stung Treng Office, and ensure coordination of their activities with each other and with staffs from other departments
  • Ensures that all staffs, communities, local authorities understand the Child Sponsorship purpose and development program of PIC and WP in the Stung Treng Province.
  • RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Ensure smooth operation of Child Data System monitoring sponsorship compliances, timeliness and performance as per business rule, Support the SSs on the correct usage of Child Data systems and on their compliance and coordinate with SOs and SSs to ensure guidelines and policies for child sponsorship are effectively applied in the field.
  • Coordination within the team, CVs, PC, PIC in Stung Treng to ensure achievement of minimum KPI every month, quality and timeliness of sponsorship communication documents, monitor the implementation of sponsorship commitments to sponsors and SC/Families and timely response of PIC queries.
  • Understand Child Sponsorship performance data, issues and risk mitigations and monitor performance of the sponsorship team against KPIs and business rules.
  • Develop strategy to achieve annual planning targets on allocation of caseload, agreed timeline, feedback on gaps and best practice to resolve issues with PC, Management Team and sponsorship team (ST).
  • Ensure that ST members are aware of/contribute to the operational plan and that personal IAPs reflect the objectives, outcomes and timelines in the operational plan
  • Ensure ST follows best practice and that challenges are identified to inform continuous improvement of sponsorship practices.
  • Establish and maintain good working relationships among team and other departments to achieve sponsorship goal and alignment with program at provincial level.
  • Effectively host sponsor visits in line with sponsorship priority/strategy, based on Sponsor Visit Guideline and CYPS policy and report any child incidents in line with reporting mechanisms.
  • Support to develop & review the sponsorship & program documents of Program Area Update, Program Area Overview, Visit Information Guide, commitment#2, and Cancellation Memo of SC for timely & quality submission.
  • Assess training needs of team, CVs, develop training packages or update existing training packages on local context and deliver trainings at different levels for producing quality sponsorship documents with timeliness and quality.
  • Emergency response: ensure SOs, SSs, CVs and staffs know process to manage sponsorship in emergency; ensure SitReps include impact on SCs and monitor the situation; join with the disaster assessment team to carry out an assessment to make sure that SCs and SC families are included in the assessment, report and response.
  • Coordinate the discussion among Sponsorship Team on CYPS knowledge and challenges to ensure that all required sponsorship standards to keep sponsored children safe are properly applied and checked, including that SCs & parents understand CYPS and CoC, and to report the incident cases when encountered during field visits to target areas based on the reporting mechanism procedures.
  • Support and implement the development of the Gender Equality Action Plan and monitoring & evaluation of the implementation of strategies/action plans/promotions for gender equality in team, among sponsored children, their families and communities.
  • Coordinate other duties as reasonably requested by the Supervisors and Plan International.
  • Provide technical support and coach involved in sponsorship implementation, ensuring they understand and apply Plan’s sponsorship policies/guidelines, systems, and safeguarding standards as well as data privacy.
  • Lead regular joint monitoring visits with partners to assess sponsorship quality, compliance, and child safeguarding practices.
  • Facilitate learning and reflection sessions with partners and internal teams to document lessons learned and inform future scale-up of the partner-managed sponsorship model.
  • Collaborate with the Plan’s staff for improving the sponsorship model as Sponsorship and Program Alignment and Integration.
  • DEALING WITH PROBLEMS:
  • The position is required to apply policies and guidelines to common issues to determine the appropriate response
  • Responds to technical issues, updates and changes in Child Data system relating to sponsorship communication
  • Supports SOs to ensure that they are able to maintain effective community volunteer networks
  • Responds effectively to critical PIC require regarding sponsorship communications, SC verification, dead notification, dual enrollment, and sponsor visits
  • Maintains a team approach amongst the SOs and SSs
  • Responds to issues which impact on monthly sponsorship KPI achievement.
  • Address challenges arising for partner-managed sponsorship model, including capacity gaps, communication issues, and compliance risks. Provide timely support as needed.

Qualifications:
  • Bachelor's Degree in development, management or a related field is desirable
Work History:
  • Child sponsorship for 3 years as a minimum
  • Experience in community development and other related fields along with experience working with children for 1 to 3 years

Sponsorship Secretary (3 Positions)

Position Summary

Report To: Sponsorship Project Team Leader (SPTL)

Duties & Responsibilities:
  • DIMENSIONS OF THE POSITION:
  • This role implements and facilitates operational activities and relevant policies and processes relating to sponsorship within the team to deliver on time and to a high standard to support child sponsorship commitments.
  • Ensure 3,000 to 3,500 sponsorship communication items are well-managed
  • Administers approximately 750 sponsors and sponsored children as part of the allocated sponsorship caseload, and works closely with Sponsorship Officers (SOs) in the field
  • Ensures compliance with Child Sponsorship policies and processes
  • The position has no budget or staff management responsibilities
  • SS will provide regular backup support to assigned partner staff for sponsorship data encoding, data management, and translation.
  • RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Translate all SC and sponsor letters with good quality and timeliness and screen for inappropriate content and photos before distribution / sending out.
  • Encode and upload all SC profile data and photos into Child Data system accurately to meet processing targets.
  • Record, follow up and validate the list of the absent SCs to identify whether they are temporarily or permanently absent, and follow up and process SC cancellations submitted with required criteria.
  • Assist the training of SOs and Community Volunteers (CVs) on sponsorship communication based on new sponsorship manual and provide feedback on the quality of sponsorship communications received from SCs.
  • Respond to PIC in a timely manner and assist with sponsor visits as required as well as use and process all SC and sponsor communication correctly with internal system.
  • Emergency response Update and keep files and information related to affected SCs in a safe place and periodically update to Head Office of WP and the PIC.
  • Ensure that all required sponsorship standard to keep children safe in sponsorship are properly applied and checked.
  • Plan, implement, monitor and evaluate work with the aim of achieving gender equality and ensuring the implementation of Plan International’s commitments as outlined in the Policy on Gender Equality.
  • Adhere to the child and young people safeguarding policy and report any child incidents in line with local reporting mechanisms.
  • Perform other duties as reasonably requested by the WP and PIC. Provide regular support to partner staff on the use of the Child Data system, data entry standards, translation quality, and sponsorship communication protocols.
  • Assist SPTL in monitoring the quality and timeliness of data management and translation tasks performed by partner staff. Joint reviews and reflection and documentation the challenges, lessons learned, and recommendations for improving the partner-managed sponsorship model.
  • DEALING WITH PROBLEMS:
  • Duties are mainly defined by systems, policies and procedures with limited independent decision-making
  • The role is responsible for using discretion to apply sponsorship communication policy and guidelines to all communications between SC and sponsor.
  • The role is responsible for working with the SOs to monitor and meet the strict sponsorship targets (both in terms of time and quality) in the face of regular SC dropouts.
  • Address challenges related to partner staff capacity in managing sponsorship data and translation tasks. Provide timely support and escalate issues to the SPTL as needed.

Sponsorship Officer (6 Positions)

Position Summary

Report To: Sponsorship Project Team Leader (SPTL)

Location: Based in Stung Treng Province (Community based 80% and office based 20%).

Duties & Responsibilities:
  • DIMENSIONS OF THE POSITION:
  • Work within 3-5 communes to support child sponsorship commitments alignment with development program of WP in assigned target
  • Ensure 1,500 – 1,700 sponsored children (SC) in exiting district/s well-managed by working with/through the community volunteers (CV) and local authorities.
  • Ensure sponsorship communications items are completed with quality and reached KPIs
  • Ensure the understanding of SC, family and community and partners on Child Sponsorship purpose and policies in assigned communes.
  • The position has no budget or staff management responsibilities
  • Supervises 30 - 40 community volunteers in the field to coordinate sponsorship activities with them in 10-20 villages.
  • SO will provide hands-on coaching and technical support to partner staff in selected pilot districts.
  • RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Ensure that sponsorship standards to keep children safe in sponsorship are properly applied and checked, including that SCs & parents understand the Child Participation and Protection (CPP) and Code of Conduct (CoC), and report incident cases when identified during the field visits to target areas using reporting mechanism procedures.
  • Collect and distribute SC and sponsor communications via the CV and closely work with the SPM to ensure sponsorship production targets are achieved.
  • Check/review the quality of communication items (including inappropriate content) to provide specific feedback for improvement as well as for capacity building.
  • Coordinate with the Sponsorship Secretary (SS) and CVs to ensure that communications meet policy standards.
  • Facilitate successful sponsor visits with relevant parties including SCs and their families, SPCs, partners and local authorities if needed
  • Develop capacity of CVs based on the results of the capacity assessment, with support from SPCs using the training manual to conduct training/refresher on sponsorship for CVs to ensure they have enough capacity to perform their role effectively
  • Monitor and follow up the situation of SCs and families, especially the SCs who are not in school or in poor health condition, and work through the CVs to follow the process for SC home visits.
  • Work with CBOs, commune council, school committee, parenting groups, VHSG, child and youth (CAY), HC staff and other stakeholders of healthy start project to promote awareness of the role of sponsorship and development programs and to update on program achievements.
  • Maintain relationship with local authorities to support the appointment and commitment to CVs
  • Plan, implement, monitor and evaluate work with the aim of achieving gender equality and ensuring the implementation of WP’s commitments as outlined in the Policy on Gender Equality.
  • Adhere to the child and young people safeguarding (CYPS) policy and report any child incidents in line with local reporting mechanisms.
  • Perform other duties as reasonably requested by the supervisor
  • Provide coaching and on-the-job training to CVs on sponsorship processes, child safeguarding, and quality assurance during the project implementation.
  • Document lessons learned and challenges during the coaching phase to inform the evaluation of the pilot model.
  • Collaborate and support the SPTL to ensure a smooth transition of sponsorship responsibilities including handover of relevant tools, data, and community relationships and monitoring the performance and providing feedback to improve sponsorship quality and compliance.
  • Empower parents and caregivers to improve their practices in child nutrition, maternal and child healthcare, WASH, and early learning in the assigned target areas.
  • DEALING WITH PROBLEMS:
  • The position is required to apply policies and guidelines to common issues to determine the appropriate response
  • There is regular turnover amongst CVs resulting in the need to ensure the replacement of CVs by local government officials, a lack of continuity of activities and the ongoing need for support and capacity development of CVs to produce sponsorship communications
  • The post-holder must deal with and manage a range of opinions and perspectives amongst community members related to sponsored children and their families’ needs
  • The post-holder must achieve monthly sponsorship KPI targets in the face of regular SC program dropouts
  • This post-holder must travel within several villages to locate SC children and their families to collect and distribute communications items.
  • Address challenges related to partner capacity, understanding of sponsorship standards, and community engagement during the transition period. Provide timely support and escalate issues to the SPTL as needed.
