Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. It is led by FHI 360 as prime and has a five-year period of performance from April 15, 2019 to April 14, 2024. EpiC conducts a range of activities to reduce HIV transmission among key populations (KP) — entertainment workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in prevention, treatment, and care across the HIV cascade. The EpiC will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.

We are currently seeking qualified candidate for the following positions for EpiC Project. The positions will be based in Phnom Penh, Cambodia.

Social and Behavior Change Communication (SBCC) and Marketing Technical Officer will work under the direction of the SBCC Technical Advisor, with strong links to the whole EpiC team and other units. The position holder is responsible for assisting the SBCC Advisor to conceptualize, design, roll out and monitor innovative, cost-effective SBCC strategies, materials and tools for KP clients and/or service providers and developing marketing strategies and demand creation plans for HIV/AIDS services, including online outreach, HIV self-testing (HIVST), pre-exposure prophylaxis (PrEP) , and other priority areas.

Duties
  • Under the overall guidance of the SBCC Technical Advisor, Officer needs to perform the following duties:
  • Building SBCC and marketing capacities through human-centered design processes, and training, coaching and mentoring strategies.
  • Keep up to date with the global SBCC and marketing evidence base to ensure that high quality, impactful communications strategies are employed.
  • Provide technical guidance for program implementation and ensure that SBCC and marketing strategies, materials and tools adhere to appropriate national strategies, guidelines, and SOPs, and remain technically sound.
  • Document SBCC and marketing efforts, including writing reports, compiling customer testimonials, and preparing donor "success stories."
  • Monitor and evaluate SBCC and marketing efforts to improve the quality and effectiveness of communications.
  • Propose and initiate new ideas for SBCC and marketing activities, campaigns, and tools, as per priorities outlined in annual EpiC workplans.
  • Represent EpiC, and when requested FHI 360, at national, regional and/or global SBCC and marketing technical working groups and coordination forums.
  • Prepare and deliver SBCC and marketing presentations at professional meetings and conferences.
  • Communicate with stakeholders to keep them informed of EpiC-supported SBCC and marketing activities.
  • Establish and foster strong working relationships and collaborative arrangements with community groups, donors, government bodies, and other organizations to ensure harmonized, effective programming, non-overlap of activities, and the best use of resources.
Requirements
  • Basic Requirements:
  • University degree in communications or related field, and 3+ years relevant experience in SBCC for health, particularly in HIV
  • Demonstrated experience preparing and rolling out marketing and demand creation interventions, via face-to-face and online channels
  • SBCC and marketing capacity building experience
  • Familiarity with SBCC for HIV/AIDS evidence base and able to apply such information to project activities
  • Sensitivity to cultural diversity and demonstrated understanding of the political and ethical issues related to HIV prevention and care among marginalized populations
  • Proven ability to develop and operationalize guidelines and procedures
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
  • Team working and collaboration experience
  • Understanding of USAID/Global Fund donor requirements
  • Ability to meet deadlines
  • Well-developed written and oral communication skills in Khmer and English
  • Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
  • Preferred Qualification:
  • Demonstrated knowledge and experience in conceptualizing, developing and monitoring SBCC and marketing programming in Cambodia
  • Multimedia skills in design, videography and/or photography
