PURPOSE OF THIS ASSIGNMENT
The purpose of this assignment is to seek for service provider (individual consultant, organisation, or firm) to provide training on Public Speaking and Presentation Skills Training for Community Leaders under Climate Resilience for All (CREFA) project. The training will strengthen the communication, presentation, and advocacy capacities of leaders from community forests and protected areas, community fisheries, and community solar irrigation systems, enabling them to engage more effectively in natural resource governance and climate resilience processes.
SCOPE OF WORK
The selected service provider will be required to undertake the following tasks:
- Design a practical public speaking and presentation skills training program aligned with CREFA priorities.
- Develop clear, culturally appropriate training materials, integrating Gender Equality, Disability, and Social Inclusion (GEDSI).
- Coordinate with Oxfam in Cambodia to finalize training schedule, cohorts, and logistical requirements.
- Facilitate participatory, practice‑oriented training for two cohorts (25–35 participants per cohort).
- Deliver core modules on confidence building, message structuring, storytelling, use of visual aids, and inclusive communication.
- Conduct simulated presentations and role plays reflecting real‑life engagement with officials, CSOs, donors, and partners.
- Provide constructive individual and group feedback to strengthen presentation and advocacy skills.
- Conduct basic pre‑ and post‑training assessments and support participants to develop action plans.
- Prepare and submit a concise training completion report.
Eligibility
- The selected service provider must demonstrate a proficient understanding of the scope and deliverables for training on the Public Speaking and Presentation Skills Training for Community Leaders. In addition, the provider should ensure the availability of qualified trainers to deliver effective training programs.
- Essential Criteria
- Proven experience (minimum 5 years) in designing and delivering public speaking, presentation, communication, or advocacy skills training, particularly using participatory and adult‑learning approaches.
- Demonstrated experience facilitating capacity‑building training for community‑based organisations, civil society groups, or local leaders, preferably in rural or semi‑rural contexts.
- Strong facilitation and coaching skills, with the ability to create inclusive, participatory, and safe learning environments.
- Proven ability to design and deliver practice‑oriented training, including role plays, simulations, peer feedback, and real‑life scenario exercises.
- Demonstrated understanding of and experience integrating Gender Equality, Disability, and Social Inclusion (GEDSI) principles into training design and delivery.
- Experience working with diverse participant groups, including women leaders, youth, and marginalised communities.
- Strong communication skills in Khmer, with working knowledge of English sufficient for reporting and coordination.
- Ability to plan, deliver, and report on assignments within agreed timelines and deliverables.
- Legal eligibility to work in Cambodia and compliance with Oxfam’s safeguarding, ethical, and code‑of‑conduct requirements.
- Preferred Qualifications
- The following will be considered an advantage:
- Experience delivering training related to natural resource governance, climate resilience, environmental advocacy, or community leadership.
- Previous experience working with international NGOs, donor‑funded projects, or multi‑stakeholder programmes.
- Familiarity with Oxfam’s rights‑based programming approach or similar community empowerment frameworks.
- Experience supporting community advocacy, policy engagement, or dialogue with government authorities and donors.
- Demonstrated ability to tailor training materials for participants with varying literacy and education levels.
- Experience using visual communication tools and low‑tech presentation methods suitable for rural contexts.
- Prior experience delivering training across multiple provinces or regions in Cambodia.
- Availability to commit to the full duration of the assignment, including preparation, delivery, and reporting phases.
