Objective of the Assignment

ASPIRE-AT is seeking to recruit a consulting firm or a consortium to undertake a detailed feasibility studies, Engineering Design and Works Supervision for the implementation of foreseen small-scale infrastructures investments.

This study will contribute to the policies priorities of the Royal Government of Cambodia, will comply with the legal framework and regulations of the Kingdom of Cambodia and is in compliance with the EIB requirements. In particular, the study is to comply with the following guidelines: (i) EIB eligibility, (ii) EIB guide to Procurement (iii) EIB Group Environmental and Social Sustainability Framework, and requirements of EU and IFAD Social, Climate, Environmental Assessment Procedure (IFAD SECAP), where applicable.

The overall objective of the study is to support Producers Organisations and other stakeholders in preparing, implementing and managing small scale infrastructure investments, including Operation and Maintenance and sustainability aspects while mitigating social, environmental and climate risks.

Scope of Services

Phase1: Undertake the detailed feasibility studies, detailed Engineering Design for the implementation of foreseen small scale infrastructures investments such as small access roads, collection centres, warehouses/storage, drying pad, packaging facilities, community markets, and water management infrastructure and other productive assets that directly benefit to the graduated Producer Organizations (PO) and members. The assignment also includes assisting the ASPIRE-AT procurement team to review the investment proposals and Tender Documents to recruit contractors for the construction of these small -scale infrastructures.

Phase2: Provide Construction Supervision of small-scale investments in enabling market infrastructures and assist in commissioning and Defect Liability Period monitoring support including the Preparation of O&M manuals and providing training O&M training to the owner of the infrastructures.

Bidder Eligibility

  • The shortlisting criteria is developed in accordance with the requirement of team composition and qualifications which are detailed in ToR. The shortlisting criteria are:
  • The consulting firm’s core business is in the feasibility study, design and supervision of small-scale infrastructure such as small access roads, collection centres, warehouses/storage, drying pad, packaging facilities, community markets, and water management infrastructure with at least 5 years of experience.
  • Copy of the company registrations to be submitted, list of projects which demonstrate experiences in the field. Copies of ISO certificate of any, and any others relevant certifications.
  • The firm’s submission of the evidence in the form of audited balance sheets showing an average annual turnover for at least three years (2021,2022 & 2023) of not less than USD 1.5 million
  • The above selection criteria will be applied to all consultants. In the case of proposals submitted by the Joint Venture (JV), the leading company shall submit not less than 60% and each partner shall meet less than 40% of the qualifying financing criteria given above.
  • The consulting firm has successfully carried out in the past five (5) years, as either a sole firm or a lead partner or member of the JVCA, supervision or rehabilitation works of a minimum of two (2) contracts, with consultancy services of a minimum value of USD 1 million each.
  • Successful caried out implied all services performed during the ten (10) years reference that were completed within period (stared and completed or started before and completed during the period)
  • The consulting firm has successfully completed at least 5 small-scale infrastructure construction supervision contracts as above which were based on FIDIC conditions contract or equivalent
  • Successful caried out implied all services performed during the ten (10) years reference that were completed within period
  • Demonstrated experience working with multilateral development agencies based on project references is a requirement.
  • Demonstrated experience working in projects funded by EIB-EU/IFAD is an advantage
  • Demonstrated experience in Cambodia or in the Southeast Asia region is considered an advantage.

Submission Requirements

Objective criteria for choosing the limited number of candidates

In the event that more than six (6) firms fulfil all the qualifying criteria, the following criteria shall be used to rank the applicants and the top six (6) shall be invited to submit proposals.

  1. The number of similar contracts in a field related to these services brought as reference
  2. In a second step, as necessary, the value of the similar contracts in a field related these services brought as reference.

Please select the most relevant projects of magnitude of USD 1 million or more to demonstrate the firm’s experience (maximum 10 projects within the last ten (10) years). Key experts will not be evaluated at the shortlist stage.
