Objective of the Assignment
ASPIRE-AT is seeking to recruit a Consulting Firm or a Consortium of Firms (hereafter referred to as “the Consulting Firm”) to undertake a detailed feasibility study, detailed engineering design and works supervision for the implementation of the foreseen investments.
The overall objective is to contribute to trade facilitation in the agricultural sector, by supporting the upgrade of critical public services and associated infrastructure to enable competitive export growth, with a focus on export-oriented plant health and quarantine services. The specific objectives are to (i) provide capacity building of personnel and (ii) prepare investments in facilities related to export-oriented plant health and quarantine services including: A Pest Diagnostic & Reference Center, A Post-Harvest Plant Quarantine Treatment Research Centre, Five Regional Plant Quarantine Offices, Three Regional Plant Health Research Stations.
Scope of Services
Phase1: Conducting a study to assess the feasibility of establishing, operating and maintaining the ten facilities (10 mentioned above) and the conditions for long term viability and sustainability, survey and detailed engineering design of the facilities, as well as related infrastructures and laboratory equipment, support to the project owner in procurement of works, goods and services.
Phase 2: Develop Capacity Building Plan for the 10 facilities and equipment on the sustainable and viable operation and maintenance (O&M) Manual, Standard Operating Procedure (SOP) and prepare Terms of Reference for further in-depth capacity building to be provided with support of ASPIRE-AT until completion in March 2030.
Phase3: Supervision of the construction works for the ten facilities and the installation of laboratory equipment and support the commissioning.
Bidder Eligibility
- The shortlisting criteria is developed in accordance with the requirement of team composition and qualifications which are detailed in ToR. The shortlisting criteria are:
- The consultant firm’s core business is in the feasibility study, design and supervision of structural engineering for laboratory buildings, rural infrastructures, plant health expertise, safeguards and standards, as well as support function for the administration of the assignment at least 5 years of experience.
- Copy of the company registrations to be submitted, list of projects which demonstrate the experiences in the field. Copies of ISO certificate of any, and any others relevant certifications.
- The firm’s submission of the evidence in the form of audited balance sheets showing an average annual turnover for the at least three years (2021, 2022 & 2023) of not less than USD 2 millions.
- The above selection criteria will be applied to all consultants. In the case of proposals submitted by the Joint Venture (JV), the leading company shall submit not less than 60% and each partner shall meet less than 40% of the qualifying financing criteria given above.
- The firm has successfully carried out in the past five (5) years, as either sole consultants or lead partner or member of the JVCA, supervision or rehabilitation works of a minimum of three (3) contracts, with the consultancy services of a minimum value of USD 1 million each.
- Successful caried out implied all services performed during the ten (10) years reference that were completed within period (stared and completed or started before and completed during the period)
- The Firm has successfully completed at least 5 plant health laboratory building/equipment construction supervision and capacity building contract above which was based on FIDIC conditions contract or equivalent
- Successful caried out implied all services performed during the ten (10) years reference that were completed within period
- Demonstrated experience of developing standard operating procedures and operating manuals in accordance with the standard for testing and calibration laboratories (ISO/IEC 17025:2005) and SPS measures and inspection procedures as well as other applicable standards: International Standards for Phytosanitary Measures (ISPM), Hazard Analysis and Critical Control Points (HACCP), Quality Management System standard (ISO 9001:2015), European Union Principles of Good Laboratory Practice (GLP) and experience in harmonizing SPS methodology and border control system is an advantage
- Demonstrated experience working with multilateral development agencies based on project references is a requirement.
- Demonstrated experience working in projects funded by EIB-EU/IFAD is an advantage
- Demonstrated experience in Cambodia or in the Southeast Asia region is considered an advantage as well.
