Announcement Description

The PEARL project is a six-year project funded by the Green Climate Fund (GCF), implemented by FAO and executed by the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Environment (MoE). PEARL was approved in March 2023 and aims to enhance the climate change resilience of 450,000 smallholder farmers in the Northern Tonle Sap Basin, targeting four provinces: Oddar Meanchey, Preah Vihear, Siem Reap, and Kampong Thom. Total project budget is USD 42.8 million (USD 36.2 million GCF grant and USD 6.6 million co-financing from MAFF, MoE, and FAO).

Component 2 (Market incentives for climate-resilient agriculture) supports 124 farmer organizations (FOs) — including agricultural cooperatives (ACs), modern agricultural communities (MACs), community forestry (CFs) and community protected areas (CPAs) — to develop and implement climate-smart business plans. The Farmer-led Agricultural Resilience Mechanism (FARM) provides equipment and infrastructure to eligible FOs, and a completed, validated business plan is the primary eligibility gateway for FARM asset access.

In Preah Vihear province, the project focuses on organic rice value chain and in Kampong Thom province on the cashew nut value chain. Both provinces are characterized by high climate vulnerability, including drought exposure and dry spells, and high prevalence of small-scale, subsistence-oriented farming households.

PEARL has engaged separate service providers covering 80 ACs across the four provinces. The 14 CPAs under MoE/GDLC are managed under a separate contract. This assignment covers the remaining 30 FOs under MAFF: 24 ACs and 6 CFs in Preah Vihear and Kampong Thom.

As of early 2026, business plans for a first cohort of FOs in all four provinces have been developed or are near completion. DACP and FAO are now seeking a qualified service provider to develop and implement business plans for a second cohort of FOs in Preah Vihear (14 ACs and 3 CFs) and Kampong Thom (10 ACs and 3 CFs).

Summary

The selected service provider will deliver high-quality technical assistance across 30 Farmer Organizations — 24 Agricultural Cooperatives (ACs) and 6 Community Forests (CFs) — in Preah Vihear and Kampong Thom provinces. Key responsibilities include:

  • Validating existing baseline data for 24 ACs and conducting baseline assessments for 6 CFs, with Forestry Administration (FA);
  • Refining and finalizing existing business plans for 24 ACs and developing new climate-smart business plans for 6 CFs, ensuring all 30 plans meet PEARL standards on GESI, climate risk, and FARM investment requirements;
  • Developing financial models and investment plans for all 30 FOs, and finalizing FARM asset lists with technical specifications ready for FAO procurement;
  • Delivering capacity-building training in Khmer to 450 management committee members, lead farmers, and Commune Agriculture Officers (CAOs) across the 30 FOs;
  • Provide technical support and onsite backstopping to the selected trained committee members, lead farmers, and CAOs when they deliver cascade training to at least 6,000 AC and CF members (200 per FO), with at least 50% women participation;
  • Refining existing PEARL training modules in Khmer, and coordinating CF training content with the MoE service provider engaged on Community Protected Area business plans;
  • Preparing market linkage plans and facilitating buyer connections within the organic rice (Preah Vihear) and cashew (Kampong Thom) value chains;
  • Providing implementation support through monthly field visits, coaching, and quarterly progress reporting through December 2027.

The service provider must maintain permanent field presence in both Preah Vihear and Kampong Thom provinces throughout the contract period.

Eligibility

  • Eligible applicants must meet the following criteria:
  • Legally registered organization (company, NGO, or research institute) in Cambodia.
  • Minimum 5 years in developing/promoting FOs (including ACs and CFs) or rural enterprise in Cambodia.
  • Minimum 5 years of direct experience in strengthening the institutional capacity of FOs (including ACs and CFs).
  • Minimum 5 years of direct experience in designing training curriculum and materials, and coaching/mentoring programs for FOs.
  • Direct experience in strengthening the entrepreneurship skills of FOs.
  • Demonstrated experience developing business plans for FOs, or rural enterprises — at least 5 relevant assignments completed in the past 5 years.
  • Prior experience in promoting youth’s participation in ACs and agribusiness is strongly preferred.
  • Prior experience working in Preah Vihear or Kampong Thom provinces is strongly preferred.
  • Financial and administrative capacity to manage a contract of equivalent size

  1. Technical proposal describing the approach, methodology, and work plan for both provinces
  2. CVs of the proposed specialist team members
  3. Financial proposal with an itemized budget
  4. Organization profile and certificate of registration
  5. List of at least 2 similar assignments completed in the past 5 years, with client contacts.
