Summary

Objectives:

The key objectives of the consultancy are to:

  1. Assess the effectiveness of the BFHC project approach in strengthening essential newborn care and breastfeeding promotion practices at health centre and health post levels, with specific reference to implementation of the 10 BFHC steps
  2. Examine the contribution and interaction of key stakeholders—including HC staff, Health Posts, VHSGs, Lactation Counsellors, PHD and NMCHC - in the promotion and delivery of BFHC services.
  3. Analyse changes in service quality and staff capacity, including counselling practices, supportive supervision, and facility readiness to protect, promote and support breastfeeding.
  4. Assess the role and added value of Lactation Counsellors (LCs) in supporting breastfeeding at both facility and community levels, and their integration within existing health system and community structures.
  5. Identify enabling factors, challenges, and implementation gaps affecting effective and equitable delivery of BFHC services, including differences between health centres and health posts, and implications for scale‑up.
  6. Assess the sustainability of BFHC practices and systems and generate evidence‑based recommendations to inform national operational guidelines and support potential scale‑up of the BFHC model in Cambodia
  7. Understand the challenges and essential steps in implementing the 10 steps of the BFHC at the Health Centre level and Health posts and the recommendations for the scaling up the BFHC across the country.
  8. Provide the recommendations to be included in the draft operational guidelines for the implementation of BFHC at the national level.

Eligibility

  • The Consultant should have minimum qualifications and required experience as follows:
  • Post graduate degree in medical sciences, public health, nutrition and social work
  • Prior experience in conducting qualitative evaluations in the field of Health and nutrition
  • Fluency in Khmer and English with strong writing skills in English.
  • Quality of the technical and financial proposal.
