The lnstitut Pasteur du Cambodge (IPC) is recruiting a full-time Service Activities Development Manager for a 1-year contract based in Phnom Penh, with the prospect of a permanent position.
Context
IPC delivers high-impact public health service activities (Biomedical testing, food & water analysis, vaccinations). With growing demand and increasing requirements (quality, compliance, performance, financial sustainability), IPC seeks to strengthen the transversal steering and development of these services.
Reporting line: CFO
Objective:
Support each Head of service in the development and continuous improvement of activities to ensure:
- quality & compliance;
- accessibility & user experience;
- operational performance (turnaround times, capacity, organization);
- financial sustainability (pricing, contracts conditions and margin monitoring).
Recruitment conditions:
- Language: Khmer, English (very good level in English required), French is a plus
- Contract:1 year contract, with the possibility of becoming a permanent role after successful contract renewal.
- Start Date: As soon as possible
- Remote Work: Possibility to work remotely, subject to job role and management approval.
- Build and maintain key interfaces
- External stakeholders: healthcare facilities, prescribers, NGOs, companies, agri-food stakeholders, institutional partners (MoH, NSSF...).
- Internal: Heads of Vaccination/Rabies, Biomedical Lab, Food Lab; Quality; Finance & administration; IT/Data.
- Strategy & service portfolio development
- Actively contributes to the establishment of an external center (sampling and vaccinations).
- Conduct a stakeholders mapping per activity (users, customers, payers, competitors, regulators...)
- Understand client expectations and assess IPC vs its competitors in each area
- Identify/prioritize opportunities (new services/tests, channels, campaigns, service agreements).
- Build a 12–24 months roadmap and action plans per activity.
- Financial steering & pricing
- Develop evidence-based pricing policy (balancing access, equity and cost recovery).
- With the support of finance, implement full-cost models per service/test.
- Monitor revenue and margin/deficit; drive corrective actions.
- Support Finance in accounts receivables recovery when needed.
- Operational excellence & continuous improvement
- Optimize user pathways: booking, reception, sampling, results delivery, certificates, billing.
- Standardize SOPs, reduce turnaround times, improve planning/capacity.
- Strengthen feedback/complaints management.
- Partnerships & contracting
- Expand prescriber/client network; negotiate service agreements/SLAs (confidentiality, reporting, payment).
- Implement formal Customer on-boarding process including due diligence and credit check.
- Strengthen current contracts and follow-up.
- Coordinate with communication to promote services and public information.
- Governance & reporting
- Set up a consolidated multi-service dashboard and report regularly to Management.
- Facilitate cross-service steering committees; contribute to IT tools improvement (LIMS, booking, billing, dashboards).

- Master's Degree in public health/management/biomedical with management background/engineering/operations
- Experience in service activity development/management (ideally in health/labs/agri-food) for 5 years
- Health Sciences/food Science Diploma with a specialization in marketing, communication or project management
- Knowledge of laboratory testing services and food industry standards is a plus
- Pricing policy, cross-functional project management, quality mindset, negotiation, service orientation, rigor, diplomacy, prioritization.
- Languages: Khmer & English required (French is an asset).

Biobank Technician

The lnstitut Pasteur du Cambodge (IPC) is recruiting a full-time Biobank Technician based in Hygiene Security Quality Metrology Service (HSEQM), to reinforcethe sample storage and inventory management within IPC.
Position Overview:
The Biobank Technician will primarily be responsible for maintaining storage and inventory management of samples within IPC Biobank.
Recruitment conditions:
- Language: Khmer, English, French is a plus
- Contract: The initial contract is offered for 1 year (renewable).
- Start Date: Available to start on 1st April 2026
- Stores samples at required temperature as per documneted protocol
- Ensures compliance to consent protocol
- Monitors and record the temperature of the freezers and liquid nitrogen level daily
- Responds to alarm or failure of freezers to maintain sample quality and maintain report
- Monitors the maintenance and temperature mapping schedule of all freezers
- Performs regular cleaning of freezers
- Recieves and registers samples in the Biobank Software
- Assigns unique identification to each sample and prints sample labels
- Monitors control access to the Biobank room
- Maintains confidentiality and compliance to the ethical regulations
- Maintains data traceability from collection to storage, distribution, and disposal
- Conducts regular sample inventory and make reports
- Retrieves samples and distributes to researchers as per requested
- Coordinates in sample shipment and prepares relevant documents
- Follows up with Material Transfer Agreement (MTA)
- Keeps up-to-date of recent standard, regulatory and ethical framework applicable for the Biobank
- Writes standard operating procedures and forms necessary for the tasks and standard compliance
- Keeps all relevant documents and records regarding to the samples
- Performs other tasks assigned by the Manager.
