We are seeking one Senior Technical Consultant to strengthen SOGE’s technical capacity and support the development of market-responsive solar solutions, including solar rooftop, solar hybrid, battery energy storage, and solar irrigation systems. The consultant will assess current technical practices and market demand, recommend improved system design standards, and train SOGE’s technical team on design, installation, operation, maintenance, quality assurance, and safety requirements.
- Key responsibilities:
- Assess SOGE’s existing solar rooftop, solar hybrid, and solar irrigation systems, including design approach, installation quality, operation practices, maintenance procedures, documentation, and customer feedback.
- Review current and emerging market demand for solar solutions in Cambodia, with attention to commercial and industrial clients, agriculture, irrigation services, rural productive use, and customized project opportunities.
- Recommend technically sound and commercially viable solar system designs that can help SOGE expand its market share and respond to customer needs.
- Develop standard design criteria for solar hybrid, solar rooftop, battery storage, and solar irrigation systems, covering load assessment, PV sizing, inverter and battery selection, pump sizing, protection systems, monitoring, and energy yield analysis.
- Train and mentor SOGE’s technical team on system design, installation standards, commissioning, operation, maintenance, troubleshooting, safety, and quality assurance.
- Advise on efficient installation methods, realistic work planning, technical supervision, and clearly defined roles and responsibilities for SOGE staff, suppliers, contractors, and customers, particularly for systems above 50 kW AC.
- Prepare or improve technical specifications, bills of quantities, equipment evaluation criteria, bidding documents, and procurement guidance for solar projects.
- Support the development of practical tools, templates, and standard operating procedures that enable SOGE to deliver consistent, safe, and high-quality solar solutions.
- Key deliverables:
- The successful consultant is expected to deliver the following outputs:
- Technical assessment report covering SOGE’s current solar rooftop, hybrid, and irrigation systems, including key gaps, risks, and improvement priorities.
- Market-responsive technical recommendations for solar solutions that SOGE can develop or improve for target customer segments.
- Standard design criteria and design templates for solar rooftop, solar hybrid, battery storage, and solar irrigation systems.
- Standard operating procedures for installation, commissioning, operation, maintenance, monitoring, troubleshooting, and safety.
- Training materials and practical training sessions for SOGE engineers, technicians, and relevant project staff.
- Technical specifications, equipment selection guidance, bidding document inputs, and supplier evaluation criteria for future solar projects.
- Final consultancy report summarizing completed activities, key findings, training results, recommended next steps, and a practical roadmap for strengthening SOGE’s technical and market readiness.

- Master's Degree
- Bachelor's Degree in Electrical Engineering, Renewable Energy Engineering, Power Systems Engineering, or a related field.
- Solar PV system design, engineering, installation, commissioning, operation, and maintenance, preferably including solar hybrid, battery storage, rooftop, and solar irrigation systems. for 10 years as a minimum
- Strong understanding of international solar PV standards and good engineering practices, including IEC 61215, IEC 61730, IEC 62109, IEC 62548, IEC 60364-7-712, IEC 61727, IEC 62116, and relevant local electrical and grid requirements.
- Proven ability to prepare technical specifications, bidding documents, bills of quantities, equipment evaluation criteria, commissioning checklists, and procurement support documents.
- Practical knowledge of PV system sizing, load assessment, energy yield analysis, BESS design, inverter selection, solar pump sizing, electrical protection, monitoring systems, and performance optimization.
- Experience delivering technical training and coaching engineers, technicians, and project teams on solar design, installation, commissioning, safety, operation, and maintenance.
- Experience with technical supervision, QA/QC, risk management, work planning, and coordination with suppliers, contractors, customers, and development partners.
- Proficiency in solar design and engineering tools such as PVsyst, Helioscope, AutoCAD, PV*SOL, ETAP, SketchUp, or equivalent software.
- Excellent communication, training, reporting, and presentation skills in English; experience in Cambodia or similar developing-country markets is an advantage.
