The National Council for Sustainable Development (NCSD), Ministry of Environment (MoE), Cambodia and the United Nations Human Settlements Programme (UN-Habitat) have been successful in securing funding from the Adaptation Fund to implementing a four-year climate change project in the two coastal provinces of Cambodia, “Increasing climate resilience through small-scale infrastructure investments and enhancing adaptive capacity of vulnerable communities in Kampot and Koh Kong Provinces in Cambodia.”

The overall objective of the project is to support climate resilient and adaptive development and increase the capacity for climate variability/change adaptation of target communities living in Kampot and Koh Kong Provinces. This objective will be achieved through the following specific objectives:

  • To implement concrete adaptation actions that support climate resilient infrastructure in Kampot and Koh Kong Provinces to adapt to current impacts of climate change, in particular, extreme hydro-meteorological events.
  • To reduce the impacts of coastal climate hazards by recovering coastal ecosystems (Ecosystem-Based Adaptation) and minimizing related socioeconomic impacts on communities.
  • To enhance institutional capacity at the provincial and local level, relevant Government entities, and communities for decision-making and management of the implementation of adaptation measures/actions to address climate change and variability in Kampot and Koh Kong Provinces.

Senior Project Officer

Position Summary

Post Level: National Consultant

Report to: National Project Manager

Contract Type: Individual Contractor (IC)

Expected Place of Travel: Kampot and Koh Kong Provinces, Cambodia

Assignment Duration: One year with possibility of extension

Scope of Work

The Senior Project Officer will work closely with National Project Leader and under the management of the National Project Manager at NCSD to implement the project activities on timeline and reach the target objectives effectively under technical advice of the UN-Habitat team in close coordination with other staffs and consultants involved in the project while coordinating and communicating with relevant stakeholders involved in the project.

Expectations - Duties, Responsibilities
  • Assist National Project Manager/Team Leader to develop the work plan and budget plan for field activities;
  • Coordinate with all consultants who carry out the project activities;
  • Organize meetings, training, workshops, events in accordance with project workplan;
  • Participate in monitoring and evaluation of the project activities and progress, to ensure their alignment with project objectives;
  • Coordinate with the local authority and stakeholder at the target province in effective way
  • Prepare monthly, Quarterly, Six-month project progress reports;
  • Assist the National Team leader to coordinate with UN-Habitat to evaluate the performance of project beneficiaries and outputs project activities;
  • Support project engagement of private sector on adaptation and climate resilient small-scale infrastructure, through analysis and recommendations on opportunities for private sector are involved with the project;
  • Prepare the event report and evaluate the progress in accordance with project workplan for National Project Manager/National Team Leader;
  • Assist to organize the donor and stakeholder visit project site;
  • Prepare any meeting/workshop/training when the project required; and
  • Perform other tasks that request by National Project Manager/National Team Leader.
Requirements - Skills, Qualifications, Experience
  • Education:
  • High-level degree (Bachelor or Master or equivalent) in environmental sciences, engineer, climate change, development studies, urban planning and human settlements, geography, or related fields.
  • Experience and skills:
  • A minimum of five years’ professional practical experience in area of climate change and or related to adaptation and mitigation; in urban planning for low emission development and climate change, participatory and community-based activities;
  • Experience working with ministries with a significant climate change adaptation portfolio in participatory and community-based activities;
  • Ability to lead, manage and coordinate the work of a group of people and organizing, implementing training and transfer of knowledge;
  • Proven experience in a related field or a similar experience with NCSD/MoE on any climate change projects would be an advantage;
  • Good communication and writing skills;
  • Good experience in multi-stakeholder coordination.

Climate Change Adaptation Officer

Position Summary

Scope of Work

The Climate Change Adaptation Officer will work closely with National Project Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under the technical advice of the UN-Habitat team in close coordination and communication with other stakeholders and consultants involved in the project.

Duration of Work

Working closely with the National Team Leader and under the management of the National Project Manager at NCSD, and technical advice of UN-Habitat team. The Monitoring and Communication Officer will have 3 months’ probation with the potential to extend it to 1 year contract upon the budget available.

Duty Station

The Climate Change Adaptation Officer will be working at the Ministry of Environment, subject to travel to provinces. The project will cover transportation costs and DSA for related assignments in the field based on the government regulations.

Expectations - Duties, Responsibilities
  • Identified and define target groups through conducting community livelihood survey/assessment likelihood adaptation development to engagement stakeholders and vulnerable households to provide climate change adaptation training;
  • Exploration of livelihood diversification options and supporting of the most vulnerable households to increase income from agriculture and inland fishing with initiation of these livelihoods are completed.
  • Define livelihood diversification options to increase income from agriculture and inland fishing.
  • Introduce and select an appropriate options of livelihood diversification through the livelihood stakeholders’ analysis;
  • Support project engagement with the private sector including their expertise, capacities, and similar experiences to align with project implementation;
  • Identify the current waste management issues, practices, the types and quantities of waste generated, and needs;
  • Assess, collate and analyze data on possible and potential impacts of waste on climate change in the context of Kampot and Koh Kong Provinces and recommend potential adaptation solutions;
  • Prepare training materials and contents based on the training needs assessment;
  • Lead the first and refresher capacity-building of provincial and sub-national level Government entities and communities on mainstreaming climate change adaptation conducted in Kampot and Koh Kong Provinces;
  • Define target trainee groups and conduct training needs assessment to identify the knowledge and capacity gaps, lessons learned through past climate-resilient actions;
  • Develop training reports, which would include the whole training processes, materials, gender-disaggregated data, photos, and the results of the training and other capacity development interventions on climate change adaptation and mitigation;
  • Provide technical support to design, implement, and analyze climate vulnerability and risk assessments to mainstream climate change adaptation, including community-based in community/sub-national/ district development plans and promote climate change/disaster resilience in local development plans.
  • Communicate closely with the sub-national level stakeholders and lead the project team to mainstream climate change adaptation into commune development plans
  • Coordinate with the local authorities and stakeholders in the target province in an effective way
  • Assist National Team Leader in preparing monthly, quarterly, and bi-annual project progress reports as well as output reports;
  • Assist the National Team leader in coordinating with UN-Habitat to monitor and evaluate the project performance, progress, and indicators;
  • Contribute to the quality assurance by producing GSSD/DCC of knowledge products related to adaptation;
  • Assist National Team Leader in preparing and presenting the progress at any meeting/workshop/training when the project required;
  • Assist Monitoring and Communication Officer in summarizing the knowledge and experiences of the project into knowledge products; and
  • Perform other tasks that are requested by National Project Manager/National Team Leader.
Requirements - Skills, Qualifications, Experience
  • Education:
  • High-level degree (Master or equivalent) in climate change; environmental sciences; development studies; urban planning and human settlements; or related fields is strongly encouraged.
  • Experience and skills:
  • A minimum of five years of professional practical experience in the field in climate change and environmental management issues, including at least 3 years on climate change adaptation;
  • Proven capacity to develop quality knowledge products / analysis on climate change adaptation or related field;
  • Experience in managing or implementing capacity development programmes for national and sub-national government officials.
  • Experience working with ministries with a significant climate change adaptation portfolio in participatory and community-based activities:
  • Livelihood diversification skills in conducting training and capacity building with similar project implementation;
  • Ability to lead, manage and coordinate the work of a group of people and organizing, implementing training and transfer of knowledge;
  • Good communication and writing skills in Khmer and English;
  • Good experience in multi-stakeholder coordination, and outstanding capacity in working in multicultural context;

Wastewater Treatment Engineer

Position Summary

Report to: National Project Manager/National Team Leader

Expected Place of Travel: Kampot and Koh Kong Provinces, Cambodia

Assignment Duration: Output-based payment - 160 working days (expected to start in May 2025 and end the assignment in February 2028) as of fund availability

Scope of Work

The Wastewater Treatment Engineer will work closely with the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.

Specially, the main tasks of the Wastewater Treatment Engineer contribute to Component 1 (Output 1.2) of the project as described below:

Output 1.2. Establishment and/or renovation of five medium/small-scale wastewater treatment plants (with two in Kampot and three in Koh Kong Provinces)

Designing the wastewater treatment plants based on the site investigation/ inspections and stakeholder consultations is essential to constructing environmentally and socially friendly wastewater treatment plants. Continuous monitoring and guidance to construction workers are also required to ensure quality assurance is aligned with the agreed designs and to implement mitigation measures to avoid or minimize possible environmental and social risks and adverse impacts through the construction works.

Expectations - Duties, Responsibilities
  • Submit the inception report to outline the consultancy's scope, methodology, timeline, and deliverables as a roadmap;
  • Conduct site investigations and inspections including field assessment and stakeholder consultations to identify the target construction sites, potential environmental and social risks and adverse impacts, and possible mitigation measures in Kampot and Koh Kon Provinces;
  • Prepare a site investigation and inspection report, while providing feedback to include the identified knowledge/practical gaps in the capacity-building activities under Output 3.3;
  • Prepare design and Bill of Quantity (BoQ) for five medium/small-scale wastewater treatment plants (floating wetlands and subsurface flow constructed wetland and household treatment system in Kampot, and single household treatment system and natural catchment improvements in Koh Kong) based on the site investigations and inspections;
  • Support the project team to ensure the smooth implementation of bidding by providing technical inputs in both provinces;
  • Prepare the technical monitoring manual;
  • Monitor the works that are executed by the construction contractors on a regular and timely basis and ensure that all the works are executed as per the technical specifications and in consonance with the project schedule;
  • Monitor and check the quality control and quantity measurements of the works, while ensuring the construction with the Adaptation Fund’s environmental and social safeguards principles;
  • Prepare regular monitoring reports including construction problems, delays, and grievances, and recommend expediting progress if the works fall behind schedule;
  • Develop a case study, lessons learned on wastewater treatment plant establishment and/or renovation;
  • Prepare the whole output completion report including the “as-built drawing”.

Waterways Renovation Engineer

Position Summary

Report to: National Project Manager/National Team Leader

Expected Place of Travel: Kampot and Koh Kong Provinces, Cambodia

Assignment Duration: Output-based payment - 88 working days (expected to start in May 2025 and end the assignment in February 2028) as of fund availability

Scope of Work

The Waterways Renovation Engineer will work closely with the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.

Specially, the main tasks of the Waterways Renovation Engineer contribute to Component 1 (Output 1.2) of the project as described below:

Output 1.3. Clear drainage systems, large canals, renovate waterways and establish filter nets on the outlet of canals for saltwater intrusion prevention and to capture waste from discharging to the sea in Krong Khemara Phoumin.

To clean the watercourses and capture solid waste to reduce the amount of it that goes into the sea without any environmental and social adverse impacts, appropriate clearing processes of watercourses and the establishment of eco-friendly and sustainable trash filter nets should be identified based on the pre-investigation and research on the ground. Continuous monitoring and guidance to interventions are also required to ensure quality assurance is aligned with the agreed designs and to implement mitigation measures to avoid or minimize possible environmental and social risks and adverse impacts through the construction works.

Expectations - Duties, Responsibilities

  • Identify suitable eco-friendly and resilient trash filter nets and prepare a Bill of Quantity (BoQ) including location maps based on the site investigations and inspections;
  • Support the project team to ensure the smooth implementation of bidding by providing technical inputs
  • Prepare the technical monitoring manual;
  • Identify the suitable location to accumulate the excavated waste by ensuring compliance with the Adaptation Fund’s Environmental and Social Principles;
  • Monitor the works that are executed by the construction contractors on a regular and timely basis and ensure that all the works are executed as per the technical specifications and in consonance with the project schedule;
  • Monitor and check the quality control and quantity measurements of the works, while ensuring the construction with the Adaptation Fund’s environmental and social safeguards principles;
  • Prepare regular monitoring reports including problems, delays, and grievances, and recommend expediting progress if the works fall behind schedule;
  • Develop a case study, lessons learned on waterway clearing and trash filter net establishment;
  • Prepare the whole output completion report including location maps.

Waste Management Consultant

Position Summary

Assignment Duration: Output-based payment - 100 working days (expected to start in May 2025 and end the assignment in December 2026)

Scope of Work

The Waste Management Consultant will work closely with the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.

Specially, main tasks of the Waste Management Consultant contribute to the Component 3 (Output 3.3) of the project as describe below:

Output 3.3. Capacity building of sub-national level Government officials/communities in managing solid waste and wastewater to strengthening of waste collection and existing management systems. [Linked to Outputs 1.2 and 1.3]

Training and capacity building in the abovementioned areas will facilitate behavioral changes and stakeholders support in managing solid waste and wastewater to strengthen waste collection and related interventions. Not all stakeholders are aware and fully informed about the negative impacts of solid waste and wastewater and how climate change will exacerbate the issue, increasing the vulnerability. Training and capacity building are an important component of managing solid waste and wastewater to minimize the impacts of climate change, enhance adaptive capacity, and reduce overall vulnerability in the target areas.

Expectations - Duties, Responsibilities
  • Define target groups (ranging from local communities, local authority, private sectors, technical provincial departments, and other stakeholders which are mainly associated to ensure the sustainable operation of investment projects on Outputs 1.2 and 1.3) in both Kampot and Koh Kong Province;
  • Conduct a training needs assessment to identify the gaps in knowledge and capacities in solid waste and wastewater management of the target trainee groups;
  • Develop appropriate training materials on solid waste and wastewater management for the target trainee groups;
  • Deliver 1st round of the training to the target trainee groups;
  • Develop 1st round training report, which would capture the whole training processes (definition target groups, training needs assessment, development of training materials, and training delivery) and the results of the training with pre and post evaluation;
  • Propose pilot project concept ideas through thorough consultation with national and sub-national stakeholders;
  • Support the project team to ensure smooth implementation of pilots through Letter of Agreement (LoA) to the target areas;
  • Monitor the progress of pilots and prepare regular progress reports;
  • Revise the list of target groups and training materials following lesson learnt from the 1st round of the training and implementation of the pilot projects;
  • Deliver 2nd round of the training to the target trainee groups;
  • Develop 2nd round training report, which would capture the whole training processes (definition target groups, training needs assessment, development of training materials, and training delivery) and the results of the training with pre and post evaluation;
  • Develop a case study, lesson learnt on solid waste and wastewater management;
  • Prepare whole output completion report.
