Location: Based in Preah Vihea with travelling to Steung Treng province
The Senior Project Manager will oversee the implementation of the STRONGER project, ensuring it meets objectives related to health systems strengthening, gender equality, and community-led development. The role includes strategic leadership, stakeholder coordination, and team management, focusing on integrating data-driven, inclusive, and rights-based approaches in the project’s implementation.
- Project Leadership & Management
- Lead the planning, implementation, and monitoring of project activities across target provinces (Preah Vihear and Stung Treng).
- Ensure alignment of project activities with MoH strategies and policies, including community health system strengthening and GBV responses for Adolescent Girl and Women especially for those live in the limited access to public health services.
- Oversee budget management and ensure efficient allocation of resources and comply with ADRA Cambodia policy and Donor guideline.
- Provide leadership to the project team to direct them for day-to- day project activities implementation including problem solving.
- Provide regular updates and reports to the Program Coordinator, Program lead and donor agencies.
- Stakeholder Coordination
- Establish and maintain partnerships with local government units which include Provincial Health Department, Women Affair, Police at provincial level and their lines department down to community level.
- Coordinate with technical partners, including Local NGOs, Health System Strengthening Consultant for capacity building and resource mobilization.
- Represent the project at regional, national, and international forums.
- Team Management & Capacity Building
- Supervise and support project staff, including MEL specialists, health system coordinators, and field officers.
- Facilitate joint capacity-sharing sessions between project teams and stakeholders.
- Promote a culture of learning, innovation, and continuous improvement within the team.
- Monitoring, Evaluation, and Learning (MEL)
- Work closely with the MEL team to ensure effective data collection, analysis, and use in decision-making.
- Integrate Gender and Age Responsive (GAR) data into project evaluations.
- Ensure that lessons learned are documented and shared across project teams and stakeholders.
- Progress report writing (Monthly, Semi-Annually and Annually)
- Risk Management
- Identify and mitigate project risks, including those related to security, climate disruptions, and community engagement.
- Ensure compliance with donor guidelines and organizational policies.
- Khmer - Fluent
- English - Fluent
- Master's Degree in Public Health, International Development, Social Work or related field
- Project management, preferably in health systems strengthening, SGBV, or community development for 8 years as a minimum
- Proven experience managing multi-country projects and large teams.
- Experienced in working with local governments, NGOs, and international organizations.
- Proficiency in project management tools and data analysis software.
- Knowledge of gender-responsive and inclusive health programming.
- Strong leadership and team management skills.
- Excellent communication and negotiation skills.
- Excellent report writing skill
