Objective of the assignment
The Senior Procurement Specialist is expected to Coordinate the Procurement Unit of MOH to ensure that goods, works, non-consulting services, and consulting services are procured in a timely fashion in a highly competitive, transparent and fair manner, and in compliance with Procurement guidelines of the World Bank and the government procurement manual for externally funded projects/programs in Cambodia. He/she will operate under direct supervision of Chief Procurement Unit of MOH. The assistant is based in MOH and travels to provinces to carry out the assigned tasks occasionally. The contract is for a duration of 28 months starting from the commencement date. Extension of the contract is subjection to performance and the Project’s needs.
S/he will report to the Chief of Procurement Unit/Team Leader for Finance and Administration. S/he will liaise closely with all consultants, relevant government staff to ensure the activities are carried out as schedule.
Duration of contract:
12 months full time, from date of signing contract, with possible extension based on quarterly performance evaluation and business needs.
Location
The selected National Consultant will be based at the Ministry of Health, on Ground Floor, #80, Samdech Penn Nouth Blvd. (289), Sangkat Beoung Kok 2, Khan Toul Kork, Phnom Penh, Cambodia. Travel and short overnight stays in the provinces may be required from time to time. In this event per diem and travel will be payable at standard project rates.
- Strategic Procurement Planning and Oversight
- Lead the preparation and consolidation of the Annual Procurement Plan, including strategic packaging of goods, works, and services to maximize efficiency and competition.
- Supervise updates to the procurement tracking system and ensure timely reporting to the World Bank and MEF.
- Ensure procurement plans are uploaded, updated, and managed through the World Bank's STEP system.
- Review and approve procurement strategies and methods in accordance with project objectives and applicable procurement regulations.
- Supervision and Capacity Building
- Provide technical guidance, day-to-day oversight, and mentoring to the procurement consultants and assistants working under the project.
- Review and validate all procurement documents prepared by consultants (e.g., bidding documents, evaluation reports, draft contracts, etc.) prior to submission to PRC, MEF, or the World Bank.
- Lead the design and delivery of procurement training and hand-on capacity-building activities for MOH central departments, PHDs, ODs, RHs, and other stakeholders.
- Contract Management and Risk Mitigation
- Ensure timely contract signing, contract monitoring, and performance management in coordination with technical departments.
- Monitor contract implementation and delivery of goods and services to ensure compliance with contract terms.
- Support the resolution of procurement-related disputes and performance issues in coordination with stakeholders and the World Bank.
- Compliance and Coordination
- Ensure full compliance of procurement procedures with the World Bank Procurement Framework, Financing Agreement, Government SOP, and the Procurement Manual for Externally Financed Projects.
- Coordinate with relevant government oversight agencies (MEF, PRC, GDR, etc.) for timely clearances and approvals.
- Serve as focal point for the World Bank and other development partners on all procurement-related matters.
- Ensure timely and accurate responses to procurement-related audits and reviews.
- Reporting and Communication
- Prepare and submit procurement performance reports, procurement progress updates, risk assessments, and compliance updates to Project Management and the World Bank as required.
- Draft or review reports and communications in Khmer and English as needed for internal and external stakeholders.
- Participate in project management meetings and provide updates on procurement progress, bottlenecks, and recommendations.
- Other Duties
- Assist and advise the Project Management on procurement strategies and decisions.
- Support any World Bank-financed health sector projects as assigned.
- Perform any other duties related to procurement as reasonably requested by the Project Director, Project Manager, or Procurement Focal Point.
- Master's Degree in Business Administration, Commerce, Law, Engineering or related fields
- Experience in public procurement of goods, works, and consulting services for 10 years as a minimum
- At least 10 years of experience in procurement under WB/ADB/DPs financed projects with knowledge of the procurement and consultant guidelines. Familiarity with the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for externally financed projects is an advantage
- Ability to work independently and provide training to staff as needed
- Excellent written and verbal communication skills in English and Khmer, including report writing.

Gender Equality and Social Inclusion Consultant

Purpose and objectives
The Gender Equality and Social Inclusion (GESI) consultant will work full time with the secretariat of Gender mainstreaming Working Group of MoH to support in achieving the GESI dimensions designed in the project which aligned with the Ministry of Health’s Policy and Strategic Plan on Gender Mainstreaming in Health Sector. The consultant will work under the supervision of Head of GMAG-MoH and in close collaboration with GMAG members and relevant stakeholders.
DURATION OF CONTRACT
12 months starting from date of signing contract, with possible of extension depending on consultant’s performance and business needs.
The consultants’ performance will be reviewed on a quarterly basis.
WORKING ARRANGEMENT
The GESI consultant is a full-time position based in the GMAG Secretariat of the Ministry of Health. The GESI consultant will report to Head of GMAG.
Scope of Work
The GESI consultant will support the Gender Mainstreaming Working Group, Ministry of Health (GMAG-MoH) by providing technical and coordination assistance in planning, implementation, monitoring and reporting of GMAG-MOH's activities. The consultant will work closely with the GMAG Secretariat, GMAG Members, and relevant stakeholders to strengthen gender equality and social inclusion (GESI) within the health sector, including under the H-EQIP -2 project.
Scope of work includes:
- Project implementation:
- Provide technical and administrative support to GMAG-MOH to ensure effective and timely implementation of GMAG related activities, in close coordination with the GMAG Secretariat.
- Support GMAG to implement its TOR, align activities with national policies, strategies, and protocols related to gender equality and social inclusion.
- Assist GMAG in strengthening the capacity of GMAG members at national and sub-national levels, health staff and other implementing agencies of HEQIP-2 as per identified needs.
- Support GMAG in implementation of MoH’s Policy and Strategic Plan on Gender Mainstreaming, including the integration of GESI across the health sector.
- Work with GMAG in development, review and/or updating of training materials, the Policy and Strategic Plan on Gender Mainstreaming in Health Sector, and operational guidelines related to GESI in health service delivery, including:
- Reviewing existing health institutional and policy frameworks to identify gaps, challenges and opportunities for integrating GESI in the health service delivery at national, sub-national, and local levels;
- Providing technical support to collect inputs, and for policy recommendations from relevant stakeholders, including government agencies, development partners, civil society organizations, and different communities;
- Supporting the development of relevant guidelines for promoting gender equality and social inclusion in the health sector.
- Support GMAG in conducting GESI capacity assessment at GMAG level and among HEQIP-2 implementing agencies.
- Support for organization and coordination of activities related to promoting women’s leadership program in the health sector.
- Develop innovative ideas for GMAG to consistently institutionalize GESI in the health sector.
- Coordination and liaison
- Coordinate with relevant departments of MoH to support the integration of GESI into the health information system, including addressing key data gaps.
- Facilitate coordination and information exchange among relevant MoH departments and GMAG members on GESI related issues in health sector.
- Support organization and coordination of GMAG meetings, including following up with GMAG members on participation, documenting discussions, and disseminating meeting minutes -
- Follow-up with GMAG members and relevant stakeholders on agreed actions
- Monitoring, Reporting and Knowledge Management
- Support the documentation, and tracking of the project indicators and implementation progress related to GESI.
- Collect and document case studies, lessons learned, good practices and implementation challenges, under the guidance of the Head of GMAG and the World Bank.
- Collect data and prepare regular progress reports (bi-weekly, monthly, quarterly), including financial report related to GESI mainstreaming including GESI on for submission to MoH and H-EQIP 2.
- Maintain and manage GESI related data and information and support GMAG to prepare thematic and analysis reports as per request.
- field visits with the GMAG team to monitor implementation and provide coaching, and technical support to GMAG members at sub-national level, and relevant health departments and facilities.
- Prepare minutes and summary reports for meetings and workshops, and consultations.
- Bachelor's Degree in gender studies/specialty, public health, public policy, development policy, or other related fields with seven years of work
- Experience for at least in gender mainstreaming including GESI and public health in Cambodia for 3 years
- Demonstrates strong knowledge of GESI issues in the health sector.
- Demonstrates sound knowledge and experience in project management including financial management.
- Demonstrates experience working with government agencies, development partners, development banks, civil society organizations, and the community.
- Be familiar with the national health system, structure, and functions, National Policy, Strategic Plan, Guidelines especially Policy and Strategic Plan on Gender mainstreaming in the health sector and other legislations of MoH.
- Has knowledge of research and M&E tools
- Proven robust analytical, policy analysis, and research and report writing skills
- Has good knowledge of Khmer and English (speaking, writing, reading and listening) and IT.
