WWF’s mission in Cambodia is to ensure that there will be strong participation and support from all people to conserve the country’s rich biological diversity. The WWF-Cambodia Conservation Programme that started more than 20 years ago is implemented in 2 landscapes – Eastern Plains Landscape (EPL) and Mekong Flooded Forest (MFF) Landscape and built over the following 4 pillars of interventions: (1) Securing Landscape Integrity sustaining conservation and livelihood development, (2) Freshwater and Sustainable Hydropower, (3) Protected Area Management and Conservation Research and (4) Sustainable Financing – Green Economy.

Position Summary

Location: Phnom Penh with frequent travel and extended stays in the field

The Senior PMEL Officer is responsible for the effective development and management of WWF-Cambodia’s data, monitoring, and evaluation systems in line with the Country Strategic Plan (FY26–30). The role ensures that all relevant data covering strategic planning, programme design, communications, advocacy, and monitoring and evaluation is systematically captured, securely stored, and easily accessible for timely use.

A core focus of the role is to lead and coordinate with conservation and operational teams to define meaningful indicators, integrate monitoring frameworks, and ensure the timely production and delivery of PMEL products at project, programme, and country office levels. The Senior PMEL Officer ensures the effective use of WWF’s Panda Impact system to input, update, track performance, monitor progress, and share insights across the network.

The role also oversees spatial data management and GIS, ensuring spatial datasets and other field data are well-maintained, analyzed, and integrated into evidence-based planning and decision-making.

Beyond technical systems, the Senior PMEL Officer actively builds capacity across departments, including Conservation, Fundraising, Finance, Administration, People & Culture, and Communications by providing practical tools, guidance, and support to strengthen internal M&E practices across WWF Cambodia’s operational landscapes. The role helps foster a culture of data-informed learning, accountability, and continuous improvement.

In addition, the Senior PMEL Officer leads the creation and presentation of analytical reports, briefs, and visual materials that communicate WWF Cambodia’s results, insights, and lessons learned. These materials are developed for both internal use and external sharing with the broader WWF network and the conservation sector, supporting donor engagement, knowledge exchange, and visibility of WWF’s impact.
