The Clinical Quality Assurance – MS Ladies is required to provide high-level clinical quality assurance and training support to the MSI Cambodia – MS Ladies service delivery channels. This role is responsible for ensuring high quality delivery of family planning, safe abortion and other sexual and reproductive health services to ensure MSI Cambodia clients are able to realise their plans to have children by choice and not by chance.
- QA planning and support
- Adhere to all MSI Global Quality Assurance and Clinical standards.
- Develop individual clinical quality assurance plans and reports to continue to improve the offered services and share the learning points among practitioners.
- Routine review and follow up CQIA and CSS action tracker plan with evident based
- Support to review and updating of clinical quality improvement tools and guidelines as necessary to ensure they meet MSI global standards.
- Conducting QA and coaching
- Conduct initial quality assessments and regular QA visits in line with the QA plan that include a competency assessment against the MSI framework, an internal audit using MSI guidelines, Continuous Supportive Supervision (CSS) and conducting an SBI feedback session to identify strengths and ways to improve it.
- Provide support with the annual external QTA assessment visits to all selected facilities and assist in coordinating the implementation of the recommendations provided by the MSI Medical Development Team and MSI Cambodia Medical Advisory Team.
- Conduct Competency Assessment (CA) regularly according to the approved action plan, ensuring the accuracy, completeness, and quality of all related services
- Conduct follow up QA visits confirm improvements have been implemented and provide feedback/clarification using SBI approach to improve efficiency.
- Collate results of post clinical quality assessment visits and submit a report to summarise the positive changes as well as suggestions on how to accelerate the improvements.
- Incident Management
- Responsible for the overall clinical incident /products related incident management policy, including awareness across the organisation
- Training
- Submit an annual training needs assessment plan derived from the CSS and internal audit process to the training coordinator to inform their development of a training plan.
- Assist in facilitating training sessions as required from set training plans or additional needs as required.
- Self-lead in learning QA tools or clinical guidelines from relevant sources and be a resourceful person to distribute those information with providers.

- Establish effective working relationship with MS Ladies in designated target areas.
- Collect reports from MS Ladies/MS Ladies Supervisors and submit to Database in timely manner.
- Ensure policies, clinical guidelines/protocols and clinical standards lead to the provision of high quality SRH services by MSI Cambodia service delivery channels.
- Set the highest example of fostering a non-judgemental environment where all services are available without discrimination for all clients who need them.
- Contribute to MSIC’s annual planning, program design and strategic planning exercises.
- Attend other internal and external meetings as required.

- Medical Doctor/ Medical Practitioner/ Senior midwife with at least experience in sexual and reproductive health, especially family planning and safe abortion services for 4 years
- Clinical experience in sexual and reproductive health service provision, training, and quality assurance for 4 years as a minimum
- Registered with the Medical Council or Cambodia Midwifery Council (CMC)
- Fluent in Khmer both oral and written

- Strong experience in the development of quality assurance feedback mechanisms and development of no-blame culture in the health system.
- Demonstrate strong competency in interpreting, analysing, and using data for clinical quality
- provincial and local level.

Clinical Governance Officer

The Clinical Governance Officer is a member of the Quality Assurance team at Marie Stopes International Cambodia (MSIC). This role is responsible for ensuring the clinical governance updated, high product quality is maintained, effective incident management and ensuring high quality delivery of family planning, safe abortion and other sexual and reproductive health services in centre channel, to ensure MSI Cambodia clients are able to realise their plans to have children by choice and not by chance.
- Clinical Quality Assurance (50%)

- Ensure all clinical data is accurate, submitted on time, and compliant with MSI requirements.
- Verify data in collaboration with the QA team to ensure accuracy and identify any gaps.
- Coordinate with QA focal points across the MSL and centre channels to ensure all quality standards and data requirements are met.
- Clinical quality assessment is adequate for conducting 100% internal quality audits and the competency assessments of 100% of clinical staff in the country programme
- Product Quality
- Maintains an Essential Products list for the programme
- Key SRH drugs, key ancillary drugs, all surgical equipment, and all rapid tests are procured from MSI recommended sources for each category
- Oversee and uphold product quality in alignment with MSI standards
- Ensuring proper storage, stock management, and distribution of all medical products and supplies.
- Maintaining compliance with infection prevention and control (IPC) standards throughout all product‑handling processes.
- Incident Management
- Responsible for the overall clinical incident /products related incident and incident management policy, including awareness across the organisation, ensuring MSIC complies with MSI’s global standards.
- Ensure incident reporting in line with incident management reference manual and proactively support to providers to ensure timely incident reporting, proper investigation, and effective follow-up action tracking.
- Maintains a functional clinical incident management system within each service channel and maintains a master incident database for the country programme, submitting the master incident database for MDT review when requested.

The Senior Officer - Procurement, Fleet, and Office Maintenance is responsible for leading efficient procurement, fleet management and logistics processes within Marie Stopes International Cambodia (MSIC). The role has additional responsibilities in managing business processes including office insurances and building maintenance. The position will lead these outputs across all operating channels including centres, offices and projects within MSI Cambodia.
- Procurement Management
- Manage effective procurement processes across the organisation including implementing policies and guidelines for ensuring cost effectiveness, quality and compliance with MSI Global requirements and MSIC Procurement Manual.
- Actively promote the procurement function within MSIC including the development and delivery of training, and improvement of the skills of staff involved in purchasing.
- Develop and implement an annual procurement plan to meet the requirements of each business unit and project
- Build partnerships with and maintain an up to date and broad preferred/approved suppliers list for key purchases
- Lead the tendering, evaluation, placement and monitoring of a portfolio of corporate contracts including project and clinical for medical and non-medical material, and external refurbishments, ensuring all processes are managed in line with appropriate practise
- Monitor supplier contracts to ensure they are reviewed and extended in a timely manner where needed or appropriately manage the contract end process.
- Maximise technology to enhance performance: oversee effective use of Inflow and use it for managing procurement processes
- Fleet/Vehicle Management
- Responsible for the management of country transportation, assets and drivers in accordance with MSI Global Fleet mandatory policy standards for country programmes (‘the what’); and fleet procedures (‘the how’)
- Fleet controls implemented to ensure vehicles are well maintained and serviced regularly
- Proactively implement the performance management cycle for fleet management to enable efficient systems including monthly reporting, regular fleet quality assessment; annual SMT-level review against fleet key performance indicators
- Ensure vehicle incident reporting in place and regularly review vehicle incident reports and promptly prepare action plans or recommendations to be submitted to the Finance and Support Services Director
- Maximise technology to enhance vehicle utilisation: e.g. use Tracpoint, GIS, ID tags, Sharepoint Efficiently arrange all staff travel requests and maintain an electronic vehicle movement systems to monitor staff travel within Cambodia
- Office Maintenance and Logistics
- Maintenance of business insurances (fire, theft etc.) to ensure the organisation has appropriate and cost-effective insurance cover at all times
- Ensure maintenance plans are in place for MSIC equipment and assets (working with Director of Clinic Business) to ensure working equipment is available at all times or necessary repairs/replacements are managed efficiently
- Oversee any refurbishments, renovations and equipment upgrades for support office and centres to ensure they are efficiently managed
- Ensure all logistics requirements are managed efficiently and effectively across the organisation
- Maintenance of CCTV and other office security systems (in coordination with IT Manager)

- Bachelor's Degree in or Masters degree or equivalent experience in a relevant field
