POSITION SUMMARY
- TERM: December 2025 to end of 2027 (Framework Agreement).
- LEVEL OF EFFORT (LoE): Maximum 100 Working Days via specific assignments.
SUMMARY: The overall objective is to strengthen the legal and regulatory framework for energy efficiency in Cambodia's industrial sector. The expert will develop, draft, and facilitate the approval process for the necessary secondary legislation (Prakas) required for the full implementation of the Energy Management Program (EMP), the formal designation of DEC entities, and the establishment of Standards and Labelling (S&L) for industrial appliances.
- Assignment A: Draft the comprehensive text of the Joint Prakas for the Energy Management Program (EMP), coordinate the review process between MISTI and MME, and support consultation workshops.
- Assignment B: Draft the official Prakas text for Designated Energy Consumer (DEC) Designation, formalizing the process for MISTI to designate, monitor, and enforce compliance.
- Assignment C: Draft the legal instrument for Standards and Labelling (S&L) and Minimum Energy Performance Standards (MEPS) for industrial equipment, ensuring alignment with MME's policy and MISTI's input.
- Assignment D (Optional): If activated, develop the legal basis for incentive structures, potentially drafting provisions for financial and non-financial incentives.
- General Tasks: Provide ongoing legal counsel to the project team, actively participate in technical working group meetings, and ensure the legal compliance, proper structure, and Khmer language precision of all legal instruments.
- Quality Assurance: Check and certify the correctness of the final English translation (translated by a separate translator) of the approved Khmer-language legal texts.

- Master's Degree in or equivalent in Law, Public Administration, or a related field
- Professional experience in legal drafting, regulatory reform, or legal counsel, preferably within or for a Cambodian government ministry for 7 years as a minimum
- Professional experience working in developing countries in the required relevant fields for 6 years as a minimum
- Demonstrated expertise in Cambodian Administrative Law.
- Proven track record in supporting the development, review, and consultation process for national regulatory instruments (Prakas or Sub-Decrees).
- Fluency in written and spoken Khmer is mandatory.
- Professional working fluency in English is required.
- Proven ability to manage high-level governmental coordination and negotiation.
- Must possess a personal, professional-grade laptop with an up-to-date operating system and Microsoft O9ice.
- (Desirable) Experience with legislation related to industrial management, energy, or environmental compliance.
- (Desirable) Knowledge of EU project management procedures is an advantage.
