Job Purpose
The Senior MEAL Officer will collaborate with all Program and Project Teams and relevant partners to manage API’s Research and MEAL activities as a whole, and the SCOPE project. This role includes organizing regular policy briefings and stakeholder dialogues informed by research findings, monitoring the progress and outcomes of projects at different stages, and overseeing the MEAL framework to uphold accountability, efficiency, and program success. The specialist will ensure that API and its partner organizations operate effectively from beginning to end.

- Khmer - Fluent
- English - Fluent
- Bachelor's Degree in or master's degree in Statistics, Development Studies, Social Research, etc.
- At least of experience in research, monitoring, and evaluations for CSOs, the private sector, and government, preferably on local governance, advocacy, and human rights projects for 5 years
- Knowledge of quantitative and qualitative indicators, monitoring and documentation, and statistical reporting.
- Knowledge and experience in working with online Monitoring and Evaluation systems and Tech tools related to Monitoring and Evaluation, data management from App, public dashboards, Windows Excel, and/or Statistical Software (SPSS), Kobo Toolbox or others, data analysis presentation, online surveys, and report writing are advantages; proficiency in the use of software packages, computerized system, Microsoft Office including Internet, E-mail, and others.
- Possession of strong verbal and written communication skills with internal and external stakeholders, both in Khmer and English.
- Able to travel and undertake activities in provinces.
- Demonstrate the ability to implement multiple tasks effectively with a results orientation.
- Must have very good interpersonal skills and a proven ability to work well in cross-cultural team building.
- Demonstrated a strong passion for the project and the organization's mission and goals.
