Position Summary

The consultant is for Food & Beverage / Trade Sector

Job Type: Short-Term Independent Contractor / Consultancy Project Duration:6–8Weeks

Compensation: Hourly + 100% Direct Field Transit Reimbursement

We are seeking an experienced, commercially savvy qualitative research specialist to lead high-level stakeholder engagement in Phnom Phen. The consultant will engage executive gatekeepers—including primary alcohol importers, 5-star hotel/resort F&B directors, premier speakeasy managers, customs brokers, and trade association leaders—to evaluate market access barriers, regulatory tariffs, supply chain dynamics, and commercial opportunities for imported craft spirits.

Note on Scope Clarity: This position is strictly focused on executive-level qualitative interviews. Field retail audits, store price logging, bottle photography, GIS mapping, and full country report drafting are explicitly handled by separate project teams and are out-of-scope for this role.

Duties & Responsibilities:
  • Sampling Plan Development: Build and finalize an approved target list of 15+ executive interview candidates across the local beverage ecosystem.
  • Stakeholder Outreach & Scheduling: Coordinate and confirm structured in-person or virtual interviews with key decision-makers.
  • Key Stakeholder Interview Execution: Conduct 12 to 15 structured qualitative interviews (30–45 minutes each) in English following provided interview guides.
  • Compliance & Consent Protocols: Secure signed or voice-recorded informed consent from 100% of participants prior to interview execution in compliance with federal research ethics.
  • Briefing Summaries: Draft concise, publication-ready 1-to-2 page Key Stakeholder Interview Summaries in English for each completed interview utilizing standardized templates.
  • Time & Expense Logging: Submit accurate daily timesheets and field travel receipts for audit compliance.

  • Contract Cap: 1 - 3 month
  • Expense Reimbursement: Direct local transit expenses (e.g., Grab rides, local taxis) to/from interview locations are reimbursed at 100% actual cost against valid digital/physical receipts.
  • Disbursement Schedule: Invoices are disbursed monthly upon verification of submitted timesheets, raw audio recordings, signed consent records, and approved English Summaries.
Expected Profile of Candidates
Languages:
  • English - Fluent is required
  • Khmer - Fluent is preferred
Qualifications:
  • Bachelor's Degree
  • Master's Degree
Work History:
  • Demonstrated success in qualitative research, market access consulting, international trade policy, or senior F&B/hospitality sector analysis. USAID or US Agency experience a plus for 5 years
Skills & Knowledge:
General & Technical Skills
  • Executive Network Access: Proven ability to access and engage high-level decision-makers (importers, hotel F&B directors, customs o fficials,trade group leaders)
  • Language Proficiency: Professional fluency in spoken and written English is required. Fluency in Khmer is highly preferred.
  • Technical Capabilities: Access to reliable audio recording equipment/smartphone, mobile connectivity, and proficiency in Microsoft Word/Excel.
  • Ethics & Grant Standards: Uncompromising commitment to data integrity, research ethics, confidentiality, and federal grant compliance standards.
